HomeMy WebLinkAbout8-15-06 HPC minutes HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of Meeting, August 15, 2006, 7:00p.m., City Hall I. Quorum: Commissioners St. James, Behnke, Martin, Goderstad, Siemens, Warg, and Simacek were present. Staff: Grossman and Phillips. Chairperson Goderstad called the meeting to order. II. Minutes of July 18, 2006. Martin moved and St. James seconded approval of the minutes; motion carried, 7-0. III. Review of building permits or design proposals. IV. Business. A. Phillips presented the scores from the proposed designation of historic buildings which were presented on a slide show presentation and voted on at the last meeting. Commissioners analyzed the results of the scoring of the proposed historic building. Possible expansions of historic districts were presented on a slide show presentation. Commissioners decided the best option was to not narrow down the list more than it already is. Commissioners voiced of a general sense of uncertainty about whether the Commission had the expertise a consultant may have on historic buildings. Commissioner felt the best way to approach designating historic buildings was to.f,t!!! ,..,~k ~b("lj pi. killg ~lld. wait until a consultant gives recommendations for designation. v. Information and Reports A. Home Occupation Permit, Heselton's, 707 1 st Street East. Commissioners discussed the following items: I. A historic structure needs an appropriate use to be preserved. A vacant building rapidly deteriorates. II. The Heseltons have owned and maintained the property for many years. They have proved themselves good stewards. III. A garage use is appropriate for the building, given that the zoning, R- 2, does not allow for commercial or industrial uses. Based on the three discussed arguments Siemens motioned to recommend to Planning Commission that a Type II Home Occupation Permit should be granted. Warg seconded; motion passed unanimously. ~: . B. Annual Preservation Conference, Red Wing, September 28 -29. Grossman reminded the Commission of the event. C. Phillips presented results from a drive through of the Historic Districts at 202 East 7th Street, 715 Vermillion Street, 400 West 2nd Street. 715 Vermillion Street and 202 East ih Street had issues with signage, staff will respond to the situation. 400 West 2nd Street did not have HPC approval to reside their garage, staff will respond to the situation. D. Grossman reported on the upcoming Mississippi River Valley Tour on Wednesday, September 27,2006. E. Grossman reported on the LeDuc Historic Estate's Founders Day. This event will be Saturday, August 26, 2006. IV. Adjournment: Warg moved and Simacek seconded adjournment; motion carried.
