HomeMy WebLinkAbout9-18-06 HPC minutes HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of Meeting, September 18,2006, 7:00p.m., City Hall I. Quorum: Commissioners St. James, Hicks, Behnke, Martin, Goderstad, Siemens, and Simacek were present. Staff: Grossman and Phillips. Chairperson Goderstad called the meeting to order. II. Minutes of August 15, 2006. Minutes were not distributed with the September 19th packet and will be sent out for review in the October packet. III. Review of building permits or design proposals. A. 120 West ih Street. Mary Conroy. Phillips presented information regarding the proposal to replace a living room window with an Anderson Renewal window to match the other nine windows replaced in 1998. The exterior part of the window is wood with a vinyl covering; the trim will be wood. Behnke moved and Hicks seconded to approve the window replacement. Approval ofthe above item is in accordance with Residential Guideline #4: windows. B. 612 Vermillion Street. Finley- Tronnier Investments, LLC. Phillips presented information regarding the proposal to do flat concrete work on the sidewalk, bow and hood repair, work on the porch on the Carriage House, jack up a portion of the north wall back to its original position, and pour new concrete steps on the north side entrance. Mel Erickson, M & M Restoration, addressed the Commission and requested approval for them to change the Committee approved plan for the front step to uses stamped concrete instead of limestone blocks for steps. Erickson passed around a sample of what the stamped concrete will look like and said pattern #14 is what they would use. Grossman clarified that because the original steps are decayed and gone they don't have to replicate the original limestone steps. The Commission also discussed the flat concrete work. Simacek moved and Martin seconded to approve the use of stamped concrete, using pattern # 14, and the flat concrete work. Motion passed unanimously. Approval of the above item is in accordance with Residential Guideline #7: porches and steps. . Next the Commission discussed windows. Matt Tronnier of Finley-Tronnier Investments, LLC clarified that they would not be replacing any windows. Work would be done on the bow and hoods. Erickson presented information on how the bow and hood work will be done, he specified that they would be using a wooden mold to pour concrete for the one hood that was completely gone and special hardened anchors would be used to hold the new hood on to the building. The rest of the hoods and bows would only need repair, and would not need to be re-poured. Grossman asked if more material that was originally used for the bows and hoods would be used and ifthe material would be the same color. Erickson specified that the same amount of material that was there originally would be used. Erickson said that they can dye the material to a grey color to match the original. Martin moved and Hicks seconded to approve bow and hood repair, with one hood that will be re-poured. The material will be the same grey color and the finished surfaces will be defined. Motion passed unanimously. Approval of the above item is in accordance with Residential Guideline #4: windows. Next the Commission discussed pouring new concrete steps on the north side of the building and jacking up a potion of the wall back to the original position. Grossman pointed out that this was repair work and that the existing concrete stairs on the north side of the building did not have original material. St. James motioned and Behnke seconded to approve pouring new concrete steps and jacking up the building on the north side. Approval of the above item is in accordance with Residential Guideline #7: porches and steps. Finally the Commission discussed taking out the walls on the entry porch to the Carriage House while keeping the roof and putting in pipe-type pillars. Erickson presented information regarding the pipe-type pillars and possible decorative rod iron. Grossman pointed out that they did not have a design for the Commission to see and they should bring one back at the next meeting. St. J ames said that the porch on the Carriage House should be of the era the Carriage House was built. Commissioners decided to defer this item for the time being. Approval of the above item is in accordance with Residential Guideline #7 porches and steps and #10 garages and accessory structures. Tronnier informed the Commission of other work that they want to do in the future including changing the colors of the shingles, putting up a flag pole, putting up a sign, and cascading the front sidewalk to make it safer. C. 110 East 4th Street. Black River Properties, LLP. Restoring the brick to the original condition. Windows and rotten trim will be replaced and painted. Grossman presented information and itemized the work that will be done: 1. Taking off the exiting paint, tuck pointing, and repairing the mortar. 2. Scrape, paint, and repair trim work. 3. Replace widow sashes, the windows will be 6 sashes over 6 sashes. 4. Removal of the white back porch. 5. Constructing a handicapped access ramp on the back of the building. 6. Putting up a sign in the front yard which will be subject to review. 7. Fixing the front door. 8. Putting up a chimney to give the building its original appearance. The Commission discussed how the building may not look right without a chimney. Fabricating a fake chimney out of plywood and fake brick would be acceptable. Grossman stated that they should have a plan for the chimney to reVIew. Commissioner St. James motioned and Siemens seconded the above eight items with chimney plans contingent upon staff review. Motion carried unanimously. Approval of the above items is in accordance with Residential Guidelines #2 masonry walls and foundations, #6 roofs, chimneys, and dormers, #4 windows, #5 entries, and porches and steps. IV. Business. V. Information and Reports A. On Monday September 11 Ih a Committee met to discuss plans at 612 Vermillion Street and at 213 Sibley Street. At 612 Vermillion Street the Committee approved plans to pour new concrete footings and lay new limestone blocks down to match the original appearance on the front steps. At 213 Sibley Street the Committee approved plans to add windows to the front of the building where they originally were and to re-light the marquee. B. Annual Preservation Conference, Red Wing, September 28 -29. IV. Adjournment: Martin moved and St. James seconded adjournment; motion carried. \'.
