Adjourn The next regularly scheduled meeting will be held on July 21, 2020 HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of the Regular Meeting of May 19, 2020 Held at 7:00 p.m. and conducted solely by telephone or other electronic means as provided in Minnesota Statutes § 13D.021 and no in-person meeting was conducted at City Hall. I. Quorum: Smith, Simacek, Toppin, Ragan-Scully, Johnson, Youngren, and Sovik-Siemens. Chair Smith called the meeting to order at 7:00. Absent: Borchardt and Douglas Staff Present: Justin Fortney, City Planner II. Minutes: April 21, 2020 Motion by Youngren for approval with a minor correction, seconded by Toppin; motion approved 7-0 by rollcall. III. Certificate of Approval Review IV. Business A. Minnesota Statewide HPC Training Manual – Review Chapter 3: Historic Designation Fortney presented Chapter Three: Historic Designations from the Statewide HPC Training manual and facilitated a discussion. Fortney explained how the process has worked in the city of Hastings. Commissioners asked questions about some of the most recently designated properties in 2008. V. Adjourn. Motion by Youngren, second by Ragan-Scully to adjourn the meeting at 7:50 pm; motion approved 7-0 by rollcall. Respectfully Submitted Justin Fortney CERTIFICATE APPLICATION 6-2020 111 2nd Street E Spiral Brewery/ Amy Fox Ca. 1863, East 2nd Street Historic District- Contributing Request: 1.The applicant is asking for approval of rooftop patio improvements that will consist of the following items:Visible a.Railings on the patio and mounted to the roof perimeter into the cement blockb.Small stairway from the subject building to the Meyer Building c. Benches d.Posts for lightingNon-visible a. Tables/ seating (nonpermanent)b. Patio flooring Ordinance, Guidelines 1.SignDesign Guidelines (Page 40&36) New Construction and Additionsf. Rooftop equipment, including air conditioning units that project above the roofline, should be set back from the primary building elevation. should not be visible from the street level. Staff findings: The railing on the patio is to keep people within the patio area. The perimeter railings are to keep people safe in the event of an emergency egress onto the Meyer Company’s roof and down their existing stairway. This egress area will only be used as a required emergency exit. The gates may be alarmed. The railings appear of appropriate appearance and would be visible from the alley. The perimeter railings would be mounted to the top of the cement parapet wall. Mounting them to the roof surface, wall caps and inside of the walls concerns the applicants due to water infiltration and could affect a roofing warranty. The railing is a similar color to the roof fascia color band on the rear of the building. Due to the low roof, even if the railing were held as far back to the patio area as possible, it would be visible from the ground. There are a lot of railings on decks and roofs in the alley. The posts and lights are fairly unobtrusive on this inconspicuous part of the back roof. The benches are proposed to be made of a composite decking material with the appearance of wood. The back of the benches will be finished with the same wood and also act as the patio side railings. They will be extended upward near the beginning of the patio by the internal stairwell entrance to provide privacy to neighboring apartment units. The patio area and associated improvements are located on a modern addition to the building. Staff is not aware of the addition’s age, but it is plainly made of commercial cement blocks. No loss of historic fabric will occur due to the proposed changes. CERTIFICATE APPLICATION 6-2020 314 7th St W - Bruce Darsow – Install a wood trashcan enclosure Ca. 1864, Old Hastings Historic District Request: The applicant proposes to install a 3’ by 12’ trashcan enclosure near the detached garage on the side of the driveway. It will be constructed as a typical 6’ tall wood dogeared fence. It will be open on the top and east side. Ordinance, Guidelines Design Guidelines (Page 31) 11: Fences and Walls The Guidelines do not specifically cover privacy fences, but it states that solid fences should not be allowed in the front yards. The Commission has allowed wood privacy fences in rear yards and a wood trashcan enclosure at St. Luke’s. Staff findings: The proposed enclosure is fairly small and not highly visible from the front of the property.
