HomeMy WebLinkAbout4 - Site Plans - Logs to Lumber To: Planning Commissioners From: John Hinzman, Community Development Director Date: July 27, 2020 Item: Site Plan - Accessory Building Addition - Logs to Lumber - 2347 Commerce Drive Planning Commission Action Requested Review the Site Plan application of Logs to Lumber to erect a 3,840 s.f. (40’ x 96’) accessory building at the Logs to Lumber site located at 2347 Commerce Drive. The building would be used for the storage of logs associated with the business. BACKGROUND INFORMATION Comprehensive Plan The property is guided I - Industrial within the current 2030 and draft 2040 Comprehensive Plans. The proposed use is consistent with the Comprehensive Plan. Zoning The property is zoned I-2 - Industrial Park\Storage Service. Wholesaling of commodities is identified as a permitted use within the I-2 District. Existing Condition The existing site contains a 1,920 s.f. office building and 2,560 s.f. storage building. Both the existing and proposed buildings are located on relatively flat site located approximately 20 feet above Commerce Drive and Commerce Court. The proposed building site is treeless. The property was sold to Nova Frost in 2001 and construction of the existing buildings followed the sale. Logs to Lumber recently purchased the building from Onyx Industries. SITE PLAN REVIEW Vehicular Access and Circulation Two driveways enter the site, one each from Commerce Drive and Commerce Court. No new accesses are proposed. A portion of the driveway from Commerce Court would be extended to the new building. Building Setbacks There are no prescribed minimum setbacks within the zoning district. Building setbacks are as follows: Proposed North - Commerce Court ~ 31 feet East - Woods ~ 260 feet South - 10th Street ~ 94 feet West - Green Mill-Premier Bank ~ 235 feet Required Parking Parking meets minimum requirements as follows: Architectural Design The building façade will be primarily constructed of tan colored metal panels with green accents. The western elevation facing Commerce Drive will incorporate eclipse seamless panels (similar to a standing seam roof) and a ban of masonry block veneer along the lower 3-4 feet of the elvation. Insulated garage doors will utilized along the east and south elevations. The north elevation will incorporate an extened roof line to provide a covered porch area. Approval is of the architectural design is recommended. Application of Architectural Design Standards have been modified in recognition of the property’s location within the I-2 Zoning District. The District recognizes the need to segregate for aesthetic purposes and functional reasons uses that involve exterior storage of products and raw materials. The site of the location is not very visible from surrounding roads or properties. Landscape Plan The existing site includes landscaping along Commerce Drive and Commerce Court. The site abuts wooded areas to the east and southeast. No further landscape improvements are recommended. Lighting Plan No change to exterior lighting is proposed. Grading, Drainage, Erosion Control and Utility Plan Review Because of the limited size of the building and expansion of impervious surface, grading, drainage and erosion control plans will be reviewed as part of the building permit. RECOMMENDATION Approval of the Site Plan is recommended subject to the following conditions: 1. All disturbed areas on the property shall be stabilized with rooting vegetative cover to eliminate erosion control problems. 3. Disturbed areas of the site shall be maintained to the requirements of the City’s property maintenance ordinance. 4. Expansion of the Commerce Court driveway as a hard surface access to the east end of the proposed building. 5. Approval of a building permit. 6. Approval is subject to a one-year Sunset Clause; if significant progress is not made towards the proposal within one year of City Council approval, the approval is null and void.
