Anderson gave a presentation about her time and projects over the past year
working on recycling and sustainability initiatives.

APPROVAL OF MINUTES
Approve Minutes of the Regular City Council Meeting on July 20, 2020.
Minutes were approved as presented.

Comments from the audience may include remarks about items listed on the Consent Agenda.
Mayor Fasbender stated comments received about items not on the agenda have
been distributed to all councilmembers and are acknowledged.

Unanimous consent is required to add items to the agenda.

CONSENT AGENDA
The items on the Consent Agenda are items of routine nature or no perceived controversy to be
acted upon by the City Council in a single motion. There will be no discussion on these items
unless a Councilmember so requests, in which event the items will be removed from the Consent
Agenda to the appropriate Department for discussion.

AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask
questions, provide additional information, or support on a particular matter. Once the public
hearing is closed, no further testimony is typically allowed and the Council will deliberate
amongst itself and with staff and/or applicant on potential action by the Council.

1. Resolution : Site Plan Approval - Logs to Lumber Storage Building
(2347 Commerce Dr)
Hinzman discussed the site plan application from Logs to Lumber to construct a
3,840 s.f. accessory building at 2347 Commerce Drive to be used for storage.
Council discussion on Commerce Drive cul-de-sac and entrances to site.
Balsanek, Braucks to approve as presented.

1. Provide for the Negotiated Sale of $3,665,000 of General Obligation
Resolution No. 08-02-20
Improvement Bonds, Series 2020A,
Jessica Green, Northland Securitas, discussed what the $3,665,000 General
Obligation Improvement Bonds will be used for and the rating and sale of the
bonds.
Balsanek, Vaughan to approve as presented.

Wietecha updated the Council on on COVID related items
and possibly future spending needs related to the COVID-19 pandemic and
potential use of CARES Act funds.
Council discussion on timing of request for audio visual equipment, Council
position on specific line item expenditures, paying City back for budgeted vs.
non-budgeted items and payroll, support City staff needs, providing funds to
school district, using City auditor’s assistance to ensure compliance with
requirements, support to businesses through Dakota County grant program,
ability to change parameters on Dakota County program, and ease of
administration of grant program.
Councilmember Vaughan made a motion to approve $250,000 of the City’s
CARES Act funding to be dedicated to the Dakota County’s business assistance
grant program, seconded by Councilmember Balsanek.
Roll call vote: Ayes 6, Nays 1
Councilmember Folch voting against.
Councilmember Lund made a motion to allocate $250,000 of CARES funding
for non-profit organizations through HEDRA, seconded by Councilmember
Balsanek.
Council discussion on lack of funding for school district in proposals, non-profit
organizations distributing funds based on needs, and if full Council supports
allocating funds to ISD 200.
Councilmember Vaughan offered an amendment to the main motion to clarify
the $250,000 would not include an allocation to ISD 200, seconded by
Councilmember Braucks.
Roll call vote: Ayes 4, Nays 3
Councilmembers Balsanek, Folch, and Leifeld voting against.
Roll call vote on main motion to allocate $250,000 of CARES funding for non-
profit organizations through HEDRA.
Roll call vote: Ayes 6, Nays 1
Councilmember Folch voting against.
Councilmember Balsanek made a motion to allocate CARES funds for City
expenses #2 through #6 in council memo, seconded by Councilmember Folch.
Roll call vote: Ayes 7, Nays 0
Councilmember Folch made a motion to allocate $300,000 of CARES Act
funding for ISD 200, no second received.
Attorney Fluegel asked for time for staff to research the ability of the City to
allocate funds to the school district.

Motion made to table the discussion of allocating CARES Act funding for ISD
200 until the next Council meeting made by Councilmember Braucks, seconded
by Councilmember Lund.

REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS

Music in the Park, at Levee Park, supported by Ruth & George Doffing
–
Charitable Fund 612Live on Thursday, August 6 at 7 pm performing rock,
blues, and pop genres and Jake Nelson on Thursday, August 13 at 7 pm
performing a unique blend of alternative country with a “Jake” spin. Music in
the Park has limited attendance of 250 people and social distancing
requirements. It is free and open to the public.

Storywalk along the Hastings River Walk from Levee Par to Jaycee Park will
feature “A Leaf Can Be” from Saturday, August 15 to Monday, August 17
.

City Hall will be open Saturday, August 8, from 10:00 a.m. to 3:00 p.m. and
Monday, August 10, until 5:00 p.m. to allow for voting. The Primary Election is
Tuesday, August 11, and polls are open from 7:00 a.m. to 8:00 p.m.
•
The Finance Committee will meet on Tuesday, August 4 beginning at 8:00 am to
discuss the 2021 budget.
•
HEDRA will conduct a workshop on Wednesday, August 5 beginning at 6:00
p.m.
•
Planning Commission will meet on Monday, August 10 at 7:00 p.m.
•
HEDRA will meet on Thursday, August 13 at 6:00 p.m.
•
City Council will hold a special meeting on Friday, August 14 at 4:30 p.m. to
canvass the election results.
•
City Council will meet in closed door session on Monday, August 17 at 5:30 p.m.
