I. Call to Order 7:00 p.m.
Present: Commission Chair, Chelsea Piskor, Commissioner Ben Spader, Dave Pemble Nicole DePalma,
& Bruce Karnick
Absent: Commissioner Craig Santelman
Parks and Recreation Director Chris Jenkins, Community Development Director John Hinzman, City Ad-
ministrator Dan Wietecha, Recreation Programmer Paige Marschall Bigler, ISG Landscape Architects,
Mitch Workmon and Amanda Prosser, McShane Development Director Rob Barse
II. Determination of Quorum
Quorum Present: 5:6
III. Approval of Minutes
a. Approve minutes of the Parks and Recreation Commission meeting held on
February 11, 2020
Commissioner Karnick motioned to approve minutes, Commissioner Pemble seconded the motion.

IV. Lake Isabel
a. Concept Plan & Preliminary Cost Estimate 7:05 p.m.
Landscape Architect from ISG, Mitch Workmon highlighted project goals, process overview, site inven-
tory, & the analysis & engagement process for Lake Isabel. Workmon also provided details on the Pre-
ferred Master Plan including the probable cost and considerations. Landscape Architect, Amanda Prosser
pointed out the improvement of circulation and accessibility, connectivity to the lake and overall safety of
the space redesign. Commissioner Karnick, Spader, Piskor and Pemble all asked questions of the Preferred
Master Plan including lighting, current use of the park and boat launch, slope of the trail and plantings.
City Administrator Dan Wietecha asked a question on the life span of the poured in place rubber surfacing.
The Parks and Recreation Commission members provided supportive feedback of the Preferred Master
Plan proposed by ISG.
V. Mint-Headwaters – Park Dedication 7:35 p.m.
Community Development Director John Hinzman shared the senior housing proposal and the site details
to take into consideration. Rob Barse with McShane Development answered Commissioner Spader ques-
tion on tree removal. Commissioner Karnick motioned to accept cash in lieu of land.
Motion approved 5:5
VI. Villas at Pleasant – Park Dedication 7:50 p.m.
Director Hinzman explained the development of the Villas at Pleasant. Commissioners discussed devel-
opment layout and timeline of phases. Commissioner Pemble motioned to accept cash in lieu of land.
Motion approved 5:5
VII. Department Updates 8:05 p.m.
Director Jenkins gave an update to Commission on current Department work including continuation of
the People Movement Plan, Park Maintenance, Arena operations, Forestry work, 2020 trail project, and
an overview of new and departing employees with the City of Hastings.
Commissioner Pemble motioned to adjourn the meeting. Seconded by Commissioner Karnick. Meeting
adjourned 8:24 p.m.
