APPROVAL OF MINUTES Approve Minutes of the Special Meeting on November 13, 2020 and the Workshop and Regular Meetings on November 16, 2020. Minutes were approved as presented. VI. COMMENTS FROM THE AUDIENCE Comments from the audience may include remarks about items listed on the Consent Agenda. Mayor Fasbender stated comments received about items not on the agenda have been distributed to all councilmembers and are acknowledged. VII. COUNCIL ITEMS TO BE CONSIDERED Unanimous consent is required to add items to the agenda. Councilmember Folch asked to pull item #8. This will be moved to #1 under Administration. VIII. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. 1. Public Hearing: Truth in Taxation for 2021 Budget Wietecha summarized the budget process to date, impacts to the citizen, goals of budget, and items suggested for inclusion. Final budget and tax levy to be adopted at the December 21 council meeting. st Public hearing opened at 7:23 p.m. Hearing no comments Public hearing closed at 7:24 p.m. Council discussion on gap funding for Highway 316 from Dakota County and Dakota County possible incentive to waste haulers for compliance with solid waste management plan. Addition of Fire Study, Facilities Study and Loop Bus Service partial funding to budget. X. REPORTS FROM CITY STAFF These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor as to what, if any, public comment will be heard on these agenda items. A. Public Works B. Community Development No. 12-05-20 1. Resolution : Industrial Park Land Credit and Sale - Simply Secure Storage (2030 Spiral Blvd) Hinzman discussed the sale, land credit and concept plan request at 2030 Spiral Blvd for the building of a storage facility. This is not a contest, just a chance to have fun. • Councilmember Folch requested the City Council or the Economic Task Force meet to discuss contingency planning and communicating with businesses on their needs as pandemic continues.
