APPROVAL OF MINUTES Approve Minutes of the Regular City Council meeting on March 15, 2021. Minutes were approved as presented. VI. COMMENTS FROM THE AUDIENCE Comments from the audience may include remarks about items listed on the Consent Agenda. Mayor Fasbender stated comments received have been distributed to all councilmembers and are acknowledged. VII. COUNCIL ITEMS TO BE CONSIDERED VIIL CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions,provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. 1. Public Hearing: Parklets, Sidewalk Cafes and Liquor License Amendments a. American Legion- Sidewalk Caf6 and Liquor License- 50 Sibley Street b. El Mexican-Parklet and Liquor License Amendment- 119 2nd Street E c. Onion Grille- Sidewalk Caf6 and Liquor License Amendment- 100 Sibley Street d. Spiral Brewery- Sidewalk Caf6, Parklet, and Liquor License Amendment- 111 2nd Street E e. The Busted Nut Sidewalk Caf6, Parklet, and Liquor License Amendment- 118 2nd Street E Maas detailed the parklet and sidewalk cafe with liquor license amendments requests. He also noted that staff has reviewed the applications and recommend approval with various conditions to specific applicants. Council discussion of the location of the stairway and handicap parking spots by the American Legion, required fencing for sidewalk cafes that are adjacent to parklets,when parklets can be constructed and notification to businesses. Parks and Recreation 1. People Movement Plan Jenkins summarized the history of the People Movement Plan and stated that it was funded through Dakota County's Statewide Health Improvement Partnership.Additionally, the Parks & Recreation Commission unanimously support the plan. He also introduced Gabrielle Grinde, HKGI Consultant and Rusty Fifield, former Economic Development Coordination. Grinde and Fifield detailed the proposed People Movement Plan. Council thanked staff for their work and discussion of the timeframe of the trail connection to Red Wing, trail signage, lighting at trail hubs for safety, current status, designated funding source, implementation and cost estimates. Resolution No. 04-06-21: Variance- Shoreland Ordinance-Mason Home Co. (914 East 1St Street) Hinzman discussed the variance request for 914 East 1St Street and the received public comments. The Planning Commission unanimously voted to recommend approval of the variance. HEDRA unanimously voted to recommend approval of the preliminary actions. Council discussion of whether HEDRA or the City owns various industrial park properties and the transfer from City ownership to HEDRA. Braucks, Leifeld to approve as presented. Authorize Signature Deferred Assessment Waiver Hinzman discussed the requested actions and the positive financial impact to the City. HEDRA unanimously voted on to recommend approval of the preliminary sale actions. The Planning Commission all voted to recommend approval of the site plan. Heritage Ridge 2nd Addition- TC Land- General Sieben and Fallbrooke a. Resolution No. 04-11-21: Final Plat b. Authorize Signature: Development Agreement Hinzman explained the previous City Council approvals for the Heritage Ridge 2°d Addition project and discussed the final plat, the development agreement and the positive financial impact to the City. The Planning Commission unanimously recommended approval of the final plat. Council discussion of the provision of informing the homebuyer about living near an aggregate company. Fox, Folch to approve as presented. Roll call vote 7 Ayes, 0 Nays D. Public Safety E. Administration 1. Pay scale for Assistant Fire Chief Wietecha explained the request to increase the pay scale for the Assistant Fire Chief position, that the budget can support the wage increase and within the next couple of years there will be a City-wide wage study. Council discussion that the job was posted with the indicated pay scale, proposed step increases and a salary study was needed City-Wide. Leifeld, Folch to approve as presented. Council discussion of other positions the City is currently hiring for and whether those wages should also increase, increased wages uses up more of the budget, benefits of compensation study,when pay scale is discussed during the interview process and that the proposed lower steps were greater than the current higher steps. Plan a DIY cleanup with your family, community group, business, or just yourself Choose a day between April 1 and May 3 and coordinate with our Parks &Rec Department; cleanup supplies available for pickup. • The Hastings Spring Clean-Up runs this week April 5 to 10 and will include drop- off and curbside pick-up options. Please see the clean-up flyer for schedules and charges. • The Aquatics Center will open this year and swimming lessons will resume. Online swimming lessons registration is now open. • Business Boot Camp is a new program of Open To Business. This free program is designed for existing business owners looking to sharpen skills and define strategies for the year ahead. See the City website for information and application.
