HomeMy WebLinkAbout20210419 - CC Minutes Hastings, Minnesota City Council Meeting Minutes April 19,2021 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, April 19, 2021 at 7:00 p.m. via Zoom video conference. Mayor Fasbender explained why and referenced various city, state and federal declarations and guidelines that an in-person meeting was not practical or prudent due to the COVID-19 Pandemic. Members Present: Mayor Fasbender, Councilmembers Braucks, Folch,Fox, Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha City Attorney Kori Land City Clerk Erica Henderson City Engineer Ryan Stempski Community Development Director John Hinzman Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular City Council meeting and Workshop on April 5, 2021 and the Workshop on April 10,2021. . Minutes were approved as presented. Consent Agenda Mayor Fasbender removed Item 4 because the event was cancelled. 1. Pay Bills as Audited 2. Approve Sale of Police Department Surplus Property 3. Resolution No. 04-16-21: Award Contract for 2021 Mill & Overlay Program Stempski discussed the 2021 Mill &Overlay Project,received bids and why the contract should be awarded to Bituminous Roadways. Resolution No. 04-17-21: Award Contract for 2021 Sewer Lining Program Stempski discussed the 2021 Sewer Lining Program, received bids and why the contract should be awarded to Insituform Technologies. Council discussed the project timeline. Councilmember Vaughan motioned to approve as presented, seconded by Councilmember Folch. Roll Call: Ayes 7;Nays 0. Public Hearing and Resolution No.04-18-21 Adopting Special Assessments for 2021 Infrastructure Improvements Program Stempski discussed the 15`l'Street Infrastructure Improvements Phase II project,the proposed assessments and assessment abatement. Council discussed the range and average assessment amounts,that the City pays for the project upfront and will be reimbursed once assessments are paid and dealing with trees in the right of way. Mayor Fasbender opened the public hearing at 7:32 p.m. and hearing no comments closed the public hearing. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Vaughan. Roll Call: Ayes 7;Nays 0. Public Hearing and 2"1 Reading\Adopt Ordinance No. 2021-05: City Code Amendment—Parklets Hinzman discussed the proposed amendments to the parklet section of the City Code. Mayor Fasbender opened the public hearing at 7:35 p.m. and hearing no comments, closed the public hearing at 7:36 p.m. Councilmember Folch motioned to approve as presented, seconded by Councilmember Leifeld. Roll Call: Ayes 7;Nays 0. Public Hearing and Authorize Issuance of Parklet and Liquor License Amendment for Onion Grille, 100 Sibley Street Parklets Hinzman detailed the parklet with liquor license amendment request from the Onion Grille. He also noted that staff has reviewed the application and recommended approval. Mayor Fasbender opened the public hearing at 7:38 p.m. and hearing no comments closed the public hearing at 7:39 p.m. Councilmember Folch motioned to approve as presented, seconded by Councilmember Braueks. HEDRA unanimously voted to recommend approval. Councilmember Braucks motioned to approve as presented, seconded by Councilmember Folch. Roll Call: Ayes 7; Nays 0. Resolution No. 04-20-21: Transfer of Property to HEDRA- Miller Electrical-Enterprise Ave and Spiral Blvd Hinzman discussed the transfer of the property to HEDRA and the land credit sale to Miller Electric. HEDRA unanimously voted to recommend approval. Councilmember Fox motioned to approve as presented, seconded by Councilmember Vaughan. Roll Call: Ayes 7; Nays 0. Authorize Consideration of City Charter and Ordinance-Administrative Citations Hinzman defined nuisance code violations, explained the pros and cons and the needed updates to the City Code to allow for administrative citations. The Historic Preservation Committee unanimously voted to direct staff research administrative citations. Council discussed the efficiency of administrative citations versus criminal citations, the procedure for issuing administrative citations and the possible timeline for ordinance and City Charter amendments. Councilmember Braucks motioned to approve as presented, seconded by Councilmember Fox. Roll Call: Ayes 7;Nays 0. Resolution No.04-21-21: Authorize Sale of HEDRA Property-Luke Siewert Hinzman described the proposed land sale of 317 3`d Street East to Luke Siewert,developer, and the possible future development of the site. He also noted that the subject site would be difficult to develop due to its small size and that it was advantageous Siewert owned the adjacent lot. HEDRA voted five to two recommending approval. Council indicated their excitement for the proposed development and discussed the sale process, lack of final recommendation from Northland because there was no documentation of a secured bank loan from the developer, whether it was necessary to have Northland's approval to move forward,metrics and benchmarks used for approval, other instances when land outside of the industrial park has been sold for a$1,the length of time the City has owned the property and past interest in developing the site. Siewert detailed the reason for the lack of loan commitment documentation and reiterated the advantages of owning the adjacent lot. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Fox. Roll Call: Ayes 6;Nays 1 -Vaughan. 2021 CIP/CEP Recommendations Wietecha detailed the 2021 CIP and CEP staff recommendations. Council requested a revised CIP specifying the costs and funding sources for the various projects. Roll Call: Ayes 7; Nays 0. Liquor License Fee Waiver: Emergency Ordinance No.2021-06 Wietecha discussed possibly waiving half of the on-sale type liquor license fees. Council discussed last year's timeline, reassess in November and that these are eligible costs under the American Rescue Plan. Councilmember Folch motioned to approve as presented, seconded by Councilmember Braucks. Roll Call: Ayes 7;Nays 0; Abstain 1 -Fox. Mayor Fasbender and Councilmembers made the following announcements: • Help keep Hastings parks and trails clean, safe, and beautiful. Plan a DIY cleanup with your family, community group, business, or just yourself. Choose a day between April 1 and May 3 and coordinate with our Parks&Rec Department; cleanup supplies available for pickup. • Celebrate Earth Day with a self-guided story walk with large book pages from Isle of You by David LaRoehelle along the trail from Levee Park to Jaycee Park. This is a free event recommended for families with youth 10 and under in partnership with Pleasant Hill Library. The story walk will be posted from Thursday, April 22,through Monday, April 26. • Carpenter Nature Center has a Youth Birding Competition this weekend,April 24-25. Be a backyard birder or pick your park and list all birds seen in 24 hours.
