HomeMy WebLinkAbout20210621 - CC Minutes Hastings,Minnesota City Council Meeting Minutes June 21,2021 The City Council of the City of Hastings,Minnesota met in a regular meeting on Monday,June 21,2021 at 7:00 p.m. via Zoom video conference. Mayor Fasbender explained why and referenced various city, state and federal declarations and guidelines that an in-person meeting was not practical or prudent due to the COVID-19 Pandemic. Members Present: Mayor Fasbender,Councilmembers Braucks, Folch,Fox, Leifeld and Vaughan Members Absent: Councilmember Lund Staff Present: City Administrator Dan Wietecha Assistant City Administrator Kelly Murtaugh City Attorney Korine Land Community Development Director John Hinzman Comments from the Audience Mayor Fasbender stated comments received have been distributed to all Councilmembers and are acknowledged. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council workshop or regular meeting on June 7, 2021. Authorize Signature: Long Tenn Stormwater BMP Agreement-Custom Sawdust(525 East 31st St) 15. Resolution No. 06-23-21: Insurance Proceeds from Fire Damaged Buildings 16. Approve Carbone's Liquor License Amendment 17. Designate the American Cancer Society Relay for Life as a Special Event Councilmember Braucks motioned to approve as presented,seconded by Councilmember Leifeld. Roll Call: Ayes 6;Nays 0. Resolution No.06-24-21: Site Plan-Quality One Woodwork Expansion(3005 Millard Ave) Hinzman discussed the proposed site plan to expand Quality One Woodwork's building and summarized that Council previously approved the transfer of two properties needed for the expansion. The Planning Commission unanimously voted to recommend approval. Council discussed the effects the easement may have on the adjacent City owned proper if it were to be sold and built on. Councilmember Folch motioned to approve as presented, seconded by Councilmember Fox.Roll Call: Ayes 6;Nays 0. Resolution No.06-25-21: Special Use Permit-Climate Controlled Storage-Rymer(275 33`l St W) Hinzman discussed the special use permit application, summarized the ordinance amendment history allowing climate controlled storage within City limits and received public comment. The Planning Commission unanimously voted to recommend approval. Council discussed the lighting, accessibility and security of the building. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Folch. Roll Call: Ayes 6;Nays 0. Resolution No.06-26-21: Variance-Garage Sideyard Setback-Schmitz(809 6"'Street W) Hinzman discussed the variance request, received public comment and that the Planning Commission unanimously voted to recommend approval. Councilmember Fox motioned to approve as presented, seconded by Councilmember Leifeld. Roll Call: Ayes 6;Nays 0. Emergency Declaration 1. Emergency Paid Sick Leave Wietecha recapped the various emergency declarations and the associated expiration dates and explained the recommendation to extend the Emergency Sick Leave expiration date. Council discussed expiration dates and Emergency Sick Leave extension. Councilmember Folch motioned to approve the Emergency Paid Sick Leave through September 30, 2021, seconded by Councilmember Fox. Council discussed if American Rescue Plan funds may be used to pay for sick leave and when the money needs to be used. Councilmember Folch motioned to approve the Emergency Paid Sick Leave through the December 31, 2021, seconded by Councilmember Vaughan. Roll Call: Ayes 6;Nays 0.
