Proclamation: Commending Nick Egger on His Service to the City of Hastings.
City Council read the proclamation and individually thanked Egger for his service
to the City of Hastings.
V. APPROVAL OF MINUTES
Approve Minutes of the City Council workshop and regular meetings on July 19, 2021
and workshop on July 21, 2021.
Minutes were approved as presented.

Comments from the audience may include remarks about items listed on the Consent Agenda.
Mayor Fasbender stated comments received have been distributed to all
councilmembers and are acknowledged.

The items on the Consent Agenda are items of routine nature or no perceived controversy to be
acted upon by the City Council in a single motion. There will be no discussion on these items
unless a Councilmember so requests, in which event the items will be removed from the Consent
Agenda to the appropriate Department for discussion.

IX. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask
questions,provide additional information, or support on a particular matter. Once the public
hearing is closed, no further testimony is typically allowed and the Council will deliberate
amongst itself and with staff and/or applicant on potential action by the Council.
1. Resolution No. 08-03-21: Bond Sale: General Obligation Bonds, series 2021A
Tammy Omdahl, Northerland Securities, detailed the bond sale from earlier in
the day.
Council discussion about historic bond rate and impacts on the rate.

X. REPORTS FROM CITY STAFF
These items are intended primarily for Council discussion and action.It is up to the discretion of
the Mayor as to what, if any,public comment will be heard on these agenda items.
A. Public Works
1. Resolution No. 08-04-21: Limitation on Water Usage
Wietecha discussed the amendment to Resolution 07-12-21 Declaring a
limitation on Water Sprinkling and Other Exterior Water Usage to allow of
car-wash fundraisers by non-profit organizations.
Bob Hartman presented on variance request on behalf of football boosters.
Council discussion on amount of water used, other benefits of carwash, and
clarified amendment applies to all non-profit carwash fundraising efforts.

1. Resolution No. 08-05-21: Emergency Operations Plan
Wilske discussed the updated Emergency Operations Plan and that it now
includes the Pandemic Influenza Response protocol.

Council discussion on whether the plan is a public document, the incident
command structure, and possible training or workshop for members of the
Council. No motion.Will continue to a work session.
E. Administration
1. IT Manager Wage Scale
Wietecha explained why the pay scale of the IT Manager position should be
increased.
Council discussion on individual position requests and competitive wage
contribution to hiring.

2. Compensation& Classification Study
Wietecha discussed the need and cost for a compensation and classification
study and requested that the matter be referred to Administration
Committee.
Council discussion on recommendations to Administration Committee to
consider tax base,features other than wage in compensation packages,
challenges in managing results of study.
