HomeMy WebLinkAbout20210816 - CC Minutes Hastings,Minnesota City Council Meeting Minutes August 16,2021 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday,August 16, 2021 at 7:05 p.m. in the Council Chambers at the Hastings City Hall, 101 East 0' Street, Hastings,Minnesota. Members Present: Mayor Fasbender, Councilmembers Folch, Fox, Leifeld, Lund and Vaughan Member Absent: Councilmember Braucks Staff Present: City Administrator Dan Wietecha Assistant City Administrator Kelly Murtaugh City Attorney Korine Land Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council regular meeting on August 2, 2021. Minutes were approved as presented. Comments from the Audience Mayor Fasbender stated comments received via email have been distributed to all councilmembers and are acknowledged. Consent Agenda 1. Pay Bills as Audited 2. Budget Amendments 3. 2❑d Quarter Financial Statements 4. Approve Pay Estimate No. 3 for 2021 Neighborhood Infrastructure Improvements—McNamara Contracting, Inc. ($392,542.70) 5. Declare Surplus Property and Authorize Sale: Fire Department 6. Declare Surplus Property and Authorize Sale: Police Department 7. Resolution No. 08-06-21: Approve a One-Day Temporary Gambling Permit for Regina Auxiliary 8. Resolution No. 08-07-21: Conveyance of Deed(Pioneer Park) 9. Special Event Policy Councilmember Folch motioned to approve as presented, seconded by Councilmember Leifeld. Ayes 6;Nays 0. Resolution No.08-05-21: Emergency Operations Plan Wietecha summarized previous discussions of the Emergency Operations Plan and detailed training opportunities for Councilmembers and City staff. Council discussed how often the plan was enacted, if approval can be postponed, the purpose of having an emergency plan, the lack of any updates and opportunities for Council to review the plan, clarification of the mayor's role during an emergency, amendment to the plan after approval, Council's engagement and the value of training and understanding roles. COVID-19& Delta Variant Wietecha updated the Council of the COVID-19 and Delta Variant in Dakota County and actions the City has taken. Council discussed reinstallation of the dais plexiglass barriers and following Dakota County's actions and mandates. Closed meeting pursuant to Minn. Stat. 13D.05 subd. 3 to discuss the performance evaluation of the City Administrator Councilmember Leifeld motioned to move to the closed meeting, seconded by Councilmember Vaughan. Ayes 6;Nays 0. Councilmember Fox motioned to move to the open meeting, seconded by Councilmember Leifeld. Ayes 6;Nays 0. Mayor Fasbender and Councilmembers made the following announcements: Announcements • Happy Birthday to Councilmember Trevor Lund. • Makers Alleyway Market will showcase area makers and artisans the next three Thursdays in the alley between 2nd Street and Levee Park. Music in the Park also occurs each evening. • This Thursday, August 19, we have the kick-off to the mural project and an opportunity to see artist Daniela Bianchini at work. A mural celebrating Hastings history and diversity will be located on the rear wall of Hastings Family Service, facing Levee Park. • City Offices will be closed Monday. September 6 in observance of Labor Day. • Summer Programs at Levee Park o Wednesday, August 18, Storytime in the Park. The theme is Food, in partnership with Pleasant Hill Library. o Thursday,August 19, Music in the Park with Charanga Tropical.
