DETERMINATION OF QUORUM Members Present: Mayor Fasbender, Councilmembers Braucks, Folch, Fox, Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha Assistant City Administrator Kelly Murtaugh City Attorney Korine Land Community Development Director John Hinzman Presentation: Tourism Bureau Kristy Barse, Chamber President, reviewed the 2020-2021 Marketing plan and presented the Chamber of Commerce 2021-2022 budget and marketing plan. Council thanked Kristy and staff for their hard work this past year. V. APPROVAL OF MINUTES Approve Minutes of the City Council regular and workshop meetings on September 20, 2021. Minutes were approved as presented. VI. COMMENTS FROM THE AUDIENCE Comments from the audience may include remarks about items listed on the Consent Agenda. VII. COUNCIL ITEMS TO BE CONSIDERED VIII. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Designate the Downtown Business Association Halloween as a Special Event IX. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. 1. Public Hearing: Ordinance Amendment - Rezone Property from C-3 to DC - River City Investment, LLC (Luke Siewert) - 32 Unit Apartment Hinzman detailed the rezoning, preliminary and final plat and the site plan for the proposed 32 unit apartment. The Planning Commission unanimously recommended approval. Public hearing opened at 7:26 p.m. Public hearing closed at 7:27 p.m. Council discussion about the consideration of the downtown parking study and intersection with this project; reviewed the number of parking spaces and security. 2. Public Hearing: Charter Amendment for Administrative Citations Land discussed the proposed administrative citations amendment to the City Charter. Public hearing opened at 7:33 p.m. Public hearing closed at 7:34 p.m. Council discussion: none. X. REPORTS FROM CITY STAFF These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor as to what, if any, public comment will be heard on these agenda items. A. Public Works B. Parks and Recreation C. Community Development 1. Public Safety E. Administration 1. Ordinance 2021-11 Charter Amendment for Administrative Citations Leifeld, Fox to approve as presented 7 Ayes, 0 Nays 2. Strategic Initiatives: 3rd Quarter 2021 Report Wietecha provided the initial report on the Strategic Initiatives. He asked for Council feedback on the content and format of the report to guide future reporting. Council discussion on adding more detail and dates where applicable. 3. Arts Commission Request Wietecha explained why it was not recommended that an Arts and Culture Commission be established. Mayor Fasbender invited guests to speak on the topic. Barb Hollenbeck spoke on behalf of the creation of an Arts and Culture Commission. Kathy O’Keefe spoke about the possible functions of an arts commission. Council discussion on the impact of arts on the community, the recently adopted strategic initiatives, and a separate commission or placing arts within an existing commission. The Council requested more detail in the plan for a commission. Mayor Fasbender referred the matter to the Planning Committee for discussion and recommendation. 4. Pre-Budget Authority Wietecha discussed the need to start processes for several 2022 budgeted items. Council discussion about lead times in orders, supply chain challenges, and future discussion of two-year budgeting cycle. Folch, Fox to approve as presented 7 Ayes, 0 Nays 5. 2021 Budget Amendments Wietecha discussed the proposed budget amendments. Council discussion about impact on current budget and other priorities. Braucks, Vaughan to approve as presented 7 Ayes, 0 Nays 6. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS Announcements • October 3 to 9 is National Fire Prevention Week. • Join us at 7 pm tomorrow Tuesday, October 5, for the Fire Open House. Hastings Fire Department will have demonstrations and displays, including ambulance and fire truck tours and a ladder truck display. • The Hastings Police Department is holding its annual Pink Patch Project to raise awareness and support breast cancer research. • Congratulations to the team at Hastings Community Television for their recent awards from the National Association of Telecommunications Officers and Advisors.
