HomeMy WebLinkAbout02-20-07 Hastings, Minnesota City Council Minutes February 20, 2007 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday, February 20, 2007 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Alongi, Hazlet, Schultz, and Slavik Members Absent: Councilmembers Hollenbeck and Riveness Staff Present: City Administrator Dave Osberg Assistant City Administrator Melanie Mesko Lee City Attorney Shawn Moynihan Planning Director John Hinzman Public Works Director Tom Montgomery Parks & Recreation Director Barry Bernstein Approval of Minutes: Mayor Hicks asked if there were any corrections to the minutes of the regular meeting of February 5, 2007. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Alongi, seconded by Councilmember Hazlet to approve the Consent Agenda as presented. 1. Award Contract—Public Works Department Pick-up Trucks Public Works Director Montgomery stated that staff recommends the following purchase: 4x2 extended cab, purchased from Thane Hawkins Polar Chev in the amount of$27,137 and a 4x4 crew cab, purchased from Thane Hawkins Polar Chev in the amount of$30,403. Moved by Councilmember Schultz, seconded by Councilmember Hazlet to accept the bids as recommended. 5 Ayes, Nays, None. Public Hearing—Ordinance Amendment Regarding Special Events Mayor Hicks opened the public hearing at 7:04 p.m. City Attorney Moynihan stated that the ordinance amendment would allow designation of a "special event" under certain circumstances. Hearing no further comments, Mayor Hicks closed the public hearing at 7:04 p.m. Second Reading/Adopt Ordinance—Ordinance Amendment Regarding Special Events Moved by Councilmember Alongi, seconded by Councilmember Schultz to approve the amendment as proposed. 5 Ayes, Nays, None. Public Hearing—Vacation of Right-of-Way#2007-06: 1st Street(near 100 River Street): Tecta Karpen Mayor Hicks opened the public hearing at 7:07 p.m. Planning Director Hinzman stated that the vacation is requested so Ms. Karpen can establish a conservation easement with her property. Hearing no further comments, Mayor Hicks closed the public hearing at 7:30 p.m. Resolution—Vacation of Right-of-Way#2007-06: 1st Street(near 100 River Street): Tecla Karpen Moved by Councilmember Schultz, seconded by Councilmember Alongi to approve the resolution as presented. 5 Ayes, Nays, None. Resolution—Authorize Web Page Publication of Advertisements for Bid Public Works Director Montgomery requested approval for the City to post advertisement for bid and requests for proposals on the City's website. Current practice City of Hastings February 20,2007 City Council Minutes Page 3 of 3 is to publish all bids and RFP's in the Hastings Star Gazette, the City's official newspaper. Legislative changes allow for an alternate dissemination of bids, which can include the City's website. Montgomery stated that the City will continue to publish in the Hastings Star Gazette through 2007. Moved by Councilmember Slavik, seconded by Councilmember Hazlet to approve as presented. 5 Ayes; Nays, none. Hastings Civic Arena Business Plan The plan was accepted as presented. Lake Isabel Project—Authorization to Solicit Bids Parks and Recreation Director Bernstein requested that the parking lot being bid out as a separate bid; dock, erosion control, removals, dredging, miscellaneous, and some of the restoration work would be part of the bidding process. Moved by Councilmember Alongi, seconded by Councilmember Schultz to approve the authorization to solicit bids as presented. 5 Ayes, Nays, None. Copy of resolution on file. Letter of Support for Dakota County and DNR Efforts to Acquire Freitag Property Parks and Recreation Director Bernstein stated that Dakota County and DNR is reviewing the Freitag property for conservation purposes. There are many outstanding issues regarding this request, and staff would like Council support to continue discussions with the county and DNR regarding this project. Councilmember Alongi asked whether the neighborhood has provided input on the proposal. Bernstein stated that staff wanted council direction before hosting public meetings. Ron Shandley, 305 East 4`h Street, brought up issues regarding access, impact on current property owners, trail maintenance, potential costs, and discharge of firearms. Mayor Hicks stated that this is part of an identified greenway and is environmentally sensitive property. He also requested consideration of establishing a budgetary line item for natural resources projects. Moved by Councilmember Hazlet, seconded by Councilmember Slavik to direct staff to continue discussions with Dakota County and the DNR on this project. 5 Ayes, Nays, None.
