Tuesday, February 8, 2022 – 7:00 PM
City Hall, Council Chambers Room
I. Call to Order 7:00 p.m.
Present: Commissioners: Ben Spader, Dave Pemble, Bruce Karnick, Craig Santelman, Scott Zuzek & Carl
Bower. Parks and Recreation Director, Chris Jenkins, Community Development Director, John Hinzman
and Recreation Program Specialist, Paige Marschall Bigler
Absent: Commission Chair, Chelsea Piskor
II. Determination of Quorum
Quorum Present: 6:7
III. Approval of Minutes
Karnick motioned to approve minutes, Zuzek seconded the motion.

a. Approve minutes of the Parks and Recreation Commission meeting held on
September 14, 2021.
IV. Park Dedication 7:05 p.m.
a. County Crossroads 4th Addition – Enclave Companies
Director Hinzman introduced Country Crossroads 4th Addition as a 211-unit complex with Cari Park as
the closest existing park. Commissioners Zuzek, Karnick and Spader had additional questions and com-
ments including: which ward cash in lieu of land would go to, how many units would have youth, prox-
imity to Cari Park and future park dedication. Karnick motioned to approve cash in lieu of land. Commis-
sioner Santelman seconded the motion.
Motion Approved: 6:6
b. Flats on 3rd – Nathan Stencil
Hinzman provided an overview of the Flats on 3rd Street as an 89-unit apartment, with Depot Park and
Levee Park as the closest existing parks. Commissioner Karnick motioned to accept cash in lieu of land.
Commissioner Zuzek and Bower seconded the motion.
Motion Approved: 6:6
V. Department Updates 7:45 p.m.
Director Jenkins highlighted the following department updates:
• Lake Isabel Park Redevelopment bids are due soon with a projected finishing date of July.
• The Arena refrigerant system, west rink roof and rooftop solar panels was included in the Gover-
nor’s Bill for a 1.46 million dollar grant and we’re hopeful this is approved in the future months.
• The LCCMR grant proposal for Lake Rebecca Park is underway with an ask of 2 million, staff are
waiting on a decision.
• The Park Keeper II position was reposted and staff will review 25 new applicants, with interviews
taking place in the next few weeks.
• Our summer seasonal staff including aquatics and park maintenance staff positions will be posted
in the upcoming month, and an increased hourly wage of $13 - $15 was approved. Applicants can
apply on the City of Hastings website.
• Park dedication dollars will be used for 4-5 parks this summer on mill and overlay and more.
• The Community Investment Fund kick-off meeting was held in January, recorded and posted on
our website and the round one deadline is March 31st.
Recreation Programming Specialist, Paige Marschall Bigler provided an overview of winter programs,
and planning for spring and summer programs.
Commissioners discussed park dedication funds and how to use dollars across all wards, instead of require
dollars to be used in the ward development is planned. Director Jenkins will plan to have a conversation
with our City Attorney on park dedication funds and the parameters. Commissioner Pemble and Karnick
requested a workshop on park dedication and to revisit the methodology.
Commissioner Karnick motioned to adjourn the meeting. Commissioner Spader seconded the motion.
