Parks & Recreation Commission Agenda
Tuesday, August 30, 2022 – 7:00 PM

I. Call to Order 7:00 p.m.
a. Determination of Quorum
Present: Commissioners: Ben Spader, Dave Pemble, Bruce Karnick, Craig Santelman, Scott Zuzek. Parks
and Recreation Director, Chris Jenkins, Community Development Director, John Hinzman and Recreation
Program Specialist, Paige Marschall Bigler
Absent: Commission Chair, Chelsea Piskor & Commissioner, Carl Bower
Quorum Present: 5:7
II. Port of Hastings Outfitters 7:05 p.m.
a. Trail Signage
Port of Hastings Outfitters (POHO) owners, Paul and Shanon Schmitz introduced their business opera-
tions, including e-bike rentals. The goal of their presentation was to recommend improvements to the
signage on the 10-mile loop trail in Hastings. Schmitz shared their experience with over 600+ e-bike
renters this past year and 80% of renters from outside of Hastings. The main feedback is improvements
needed on the 10-mile loop trail signage. POHO is willing to be apart of the improvements to signage in
some capacity. Director Jenkins shared an overview of the challenges and choices when signage was im-
plemented and thanked POHO for their feedback and expertise and expressed interest in partnering for
improvements. Commissioners posed questions and comments to Director Jenkins and POHO owners,
Paul and Shanon. Moving forward, POHO owners will connect with Director Jenkins on next steps for
implementation.
III. CP Adams Disc Golf Course 7:20 p.m.
a. Updates & Signage
Director Jenkins shared about the work being done for improvements to the Disc Golf Course in collabo-
ration with the original Course Pro. Charles Cadwell, along with Department funding availabile through
gambling donations and how they are moving forward to add 3 holes to the course, new baskets, and
course signage. Improvements are slated to be completed in Spring of 2023.
IV. Park Dedication 7:35 p.m.
a. Suite Living – SE Corner of 33rd & Vermillion Streets
Director Hinzman introduced the development and provided an overview of the options for consideration
and noted this area is not planned for park development within the current park plan. Staff recommenda-
tion would be cash in lieu of land based off the development planned for assisted living and proximity to
other parks in Hastings. Commissioner Karnick motioned to accept cash in lieu of land. Commissioners
Spader seconded the motion.

V. Conservation MN 7:50 p.m.
a. Commission Conference
Director Jenkins shared the upcoming conference targeted at Parks and Recreation Commissioners sched-
uled for Saturday, October 15th with a virtual or in person option. Parks Staff will follow up with the
Commission on more details.
VI. Department Updates 7:55 p.m.
Parks and Recreation Department updates included progress on projects including: Lake Isabel Park re-
development, Vets Athletic Complex, Community Investment Fund, holiday lighting at Levee Park, in-
terviews for the Parks Keeper II position, and the Parks redevelopment plan. Commissioner Pemble asked
about the red slide at Roadside Park. Director Jenkins noted our Department is working with a vendor and
receiving quotes and a 3D rendering of a slide is in the works and the Department does intend to replace
the slide. Commissioner Karnick asked about the batting cages at Veterans Athletic Complex and Jenkins
noted the installation is based off when the Department receives equipment for installation. Director Jen-
kins recommended a workshop on the park redevelopment plan for the next meeting scheduled for Tues-
day, September 13th.
Commissioner Karnick motioned to adjourn the meeting. Motion seconded by Commissioner Santelman.
