Adjourn The next regularly scheduled meeting will be held on October 18, 2022 at Hastings City Hall HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of the Meeting of July 19 2022 Held at 7:00 p.m. at City Hall I. Quorum: Toppin, Simacek, Sovik Siemens, Borchardt, Peterson, Youngren, Blasing, and Smith. Absent: Chouman Staff Present: Justin Fortney, City Planner Chair Toppin called the meeting to order at 7:00 pm. II. Minutes: May 17, 2022 Chair Toppin approved the minutes without any corrections. III. Certificate of Approval Review A. 315 Pine Street – Rehabilitation of Structure Staff presented the staff report. Pavel Zakharov, Applicant, explained that the house doesn’t look very different from the exterior but about 250 Cubic yards of debris has been removed by bucket. He said he is not able to start performing any work until he has a building permit. To obtain a building permit he must have costly and time-consuming plans produced. The exterior plans have been completed and he was told the remainder of the building plans will be completed by the end of the week, which he has been told often. Last fall he had intended on removing the third floor, capping the second, rehab the remainder, and design a third floor at the end. After removing two feet of rubble he found that the second- floor walls were tied into the third floor, which made demolition and capping unfeasible. The plan is now to rehab the entire exterior, replace the solarium with an addition, and build a rooftop deck on the third floor. Commissioner Siemens said the solarium was not historic and asked if any structure was necessary. Zakharov said a structure is needed for the stairway egress and the elevator shaft. Fortney said the proposed addition is compatible with the architecture, placement, and era of the structure. He added that its design is different enough from the existing that it will be discernable from the historic structure. Chair Toppin asked if the rooftop deck will be visible from the ground. Zakharov said no, the parapet walls are currently a few feet tall and he intends to counter sink the roof even more into a four-foot dead space between it and the ceiling. Motion by Sovik Siemens to approve the rehabilitation as proposed with the following condition, seconded by Youngren; motion approved 8-0 - New items must be approved by the HPC as required by City of Hastings ordinance and design Guidelines. B. 205 7th St W - Gutters and reauthorize expired approval Fortney said the application is to replace the gutters on the garage to match the half-round gutters of the house and install a metal awning roof over the kitchen window that was approved by the HPC and expired after a year. Commissioners asked about the location of the awning and how visible it would be. Commissioner Simacek said it is on the west side and towards the back. He added it is not a visible location and from the side you wouldn’t be able to see the roof of the awning. Motion by Sovik Siemens to approve the rehabilitation as proposed with the following condition, seconded by Simacek; motion approved 8-0 IV. Business V. Respectfully Submitted - Justin Fortney CERTIFICATE APPLICATION 7-2019 120 7th street W – Rachel Raush Ca. 1880, Old Hasting Historic District Request: The applicant wishes to install a vinyl privacy and picket fence in place of the former fence that was recently removed due to rot. Staff explained that traditional materials including wood and iron are more appropriate for fencing in a historic district as indicated in the Design Guidelines. Staff also explained that the same Guidelines state that privacy fences may not be appropriate in front yard areas. The applicant and staff discussed that this site is unique in that the house is very close to the east property line, which obscures the view of the privacy fence in addition to the neighboring lot’s use as a parking lot for an apartment. Ordinance, Guidelines Residential Guideline 11: Fences and Walls 1. Repair and Conservation Existing historic fences of metal or wood should be repaired and conserved wherever possible. Repairs should be compatible with the original materials and design of the fence. 2. New Fences New fences should be compatible with the architectural character, materials, and scale of the principal building and surrounding streetscape. Fences enclosing the front yard should be semi- transparent. Appropriate materials include wrought iron and painted wooden pickets. In general, complete enclosure by opaque fences is not appropriate. 3. Chain Link Fences Chain link fences should not be used to enclose front yards or the front half of side yards. Fences that allow some visual penetration of front yard space are preferable to complete enclosure. Chain link fences should not be used to enclose front yards or the front half of side yards. Staff Findings The Design Guidelines do not prohibit vinyl fencing. They do state that appropriate materials include wood and wright iron. The Guidelines state that the fencing should be appropriate to the architectural character, materials, and scale of the principal building and surrounding streetscape. To staff’s knowledge, there has only been one HPC approval of vinyl fencing, which was on 5th St E. That location was listed as noncontributing to the district. The privacy fence is proposed to be even with the front right corner of the house where the previous privacy fence began. This location is unique because the house is close to this property line along with thick vegetation, which both obscure the view of the fence, there is also an adjacent parking lot for an apartment building rather than another home. A privacy fence in this location would likely not have the barrier affect that it would in other situations. The Design Guidelines state that appropriate materials include wrought iron and wood. The HPC has often allowed replacement of traditional materials with modern ones when the finished affect is the same. Staff doesn’t believe that vinyl fencing provides the appearance of a painted wood fence, unlike a fiberglass column appearing identical to a painted wood column.
