HomeMy WebLinkAbout20220818 - PSAC Minutes August 18, 2022 Public Safety Advisory Commission Meeting Minutes Present: Commissioners Dolores Pemble, Melissa Blackstad, Gary Stevens, Bryan Ascheman, and Theresa Auge`. City Staff: Chiefs Dave Wilske and John Townsend Guests: Kori Land (City of Hastings Attorney from LeVander Gillen and Miller) and Hastings Sergeant Ryan Kline 1. Chair Pemble called the meeting to order at 6: 28 pm. 2. A motion made by Commissioner Auge` and seconded by Commissioner Blackstad to approve the agenda. Motion passed unanimously. 3. A motion made by Commissioner Ascheman and seconded by Commissioner Blackstad to approve the July 21, 2022 minutes. Motion passed unanimously. Police Update: • Sergeant Kline will be the department’s “drug recognition” officer. • Department is shifting some roles. Pat is moving from investigator to Sergeant. Paul Young has accepted the “crisis negotiator” opening. This position will include some training and will be working with South Metro Swat Team. • To date the department has received Twenty-nine police officer applications. Interviews have been on going. No offers yet. Reminder: Hastings PD requires a 4 year degree. • To date the department has received three police reserve applications. Applications are continuing. • Cop on a Rooftop: joint venture with Special Olympics will be happening on Friday, August 19. • The “retro” police car arrived. It has an emblem from the early 1900’s on its door and a roof cherry. The department cycles their squad cars; this unit will begin with the school resource officer. Questions Posed and answers by Chief: 1. What is the pay scale for the Hastings PD? Chief felt it was in line with other departments. 2. How many steps in their union contract for each position? There are three from bottom to top. 3. Will Hastings PD consider reducing the 4-year degree? Not at this time. Fire Update: • Five paid on call firefighters have started their training. • The department is continuing to take applications for paid on call firefighters. • The new fire truck is due to arrive next month. It will need a few weeks to have some extras added, but should be ready for the Fire Open House in early October. • No update on the Safer Grant. • Fire study initial findings will be available to the department later this month. • The department sold engine 3 fire truck for 32,000. Old Business: 1. Handbook. The commission reviewed the minor updates. The handbook will be forward to the city administration, and later uploaded to the public safety advisory commission’s webpage. 2. National Night Out. Commission members gave their thoughts on the event. They included: • Liked the pre-cooked hot dogs. Tasted better. • Culvers coins went over well. • PSAC would like a map outlining locations of the various venders and community partners • We need to separate responsibilities for the food from the venders and community partners. • The misprint in the Hastings Journal regarding the donation of the bikes and scooters was corrected in this week’s edition. The anonymous donor has reached out to supply items for next year. • Emails will be sent to thank our vendors and community partners. This will be coordinated with Commissioner Ascheman and Chief Wilske. • Both chiefs reported that crews attended several local neighboring events including some outreach areas. New Business: 1. CBD Regulations regarding the “new edible law”. Attorney Land and Sergeant Kline provide an overview of the new law passed this past legislative session. The commission had a robust conversation. The commission felt that collecting some additional data was necessary before making any final recommendations to city council. The commission discussed a moratorium. The intent of the using a moratorium (up to 12 months) would allow the city to gather data and evaluate locations and zoning on where products could be sold across the community. The moratorium would not prevent current businesses to stop or halt sales, but rather continue sales without expanding. No new business could begin sales of such products during the moratorium. The commission briefly reviewed a moratorium adopted by the Stillwater City Council. This example provided the basis for the commission’s decision to make a motion. A motion made by commissioner Ascheman and seconded by Blackstad to recommend a moratorium to study the impacts of use of intoxicating CDB products. (See attached). Adjournment: Commissioner Ascheman moved and Commissioner Blackstad seconded to adjourn the meeting. The motion was passed unanimously. The meeting adjourned at 8:40 pm.
