HomeMy WebLinkAbout20220922 - PSAC Minutes September 2022 Public Safety Advisory Commission Meeting Minutes Present: Commissioners Dolores Pemble, Melissa Blackstad, Gary Stevens, Bryan Ascheman, Vicky Baukol and Theresa Auge`. City Staff: Chief Dave Wilske Guests: Resident: Dave Pemble, Mayor Mary Fasbender, Caring Hands business owner: Judith Kulla, CEO of Minnie Grown: Zach Rohr Chair Pemble called the meeting to order at 6: 34 pm. 1. A motion made by Commissioner Auge` and seconded by Commissioner Blackstad to approve the agenda. Motion passed unanimously. 2. A motion made by Commissioner Baukol and seconded by Commissioner Blackstad to approve the July 21, 2022 minutes. Motion passed unanimously. Guest Presentation/Discussion: Chief Wilske opened the discussion with a quick overview on the recently passed legislation concerning CBD and THC consumption. Since our last commission meeting, the city council passed a 6-month moratorium on sales and expansion of these products. There was some questions raised regarding the language of the moratorium passed by the city council. Our guests provided information on how their businesses use, market, and sell these products to our community residents and other businesses. Mr. Rohr provided information on his company license for these products. We learned that these products are not limited. They can be found in THC infused drinks and kegs; and consumables like gummies. The commission received copies of provisions that Stillwater and Golden Valley have put in place. The commission is to review these documents. The commission agreed to continue gathering data and continue this discussion at our next meeting. Police Update: • The city administrator reviewed PSAC handbook. The commission wishes to keep the police and fire org charts in the handbook. • “Wills for Heroes’”, a group of volunteer attorneys recently met with members of the police staff. They provided wills and estate planning documents to police officers free of charge. • Rivertown Live went well. No arrest were made. • Shotguns carried in the squad cars have been converted to less lethal. • Chief and Deputy Chief will attend an international conference in Dallas. Commission Membership: • Chief Wilske reminded the group Commissioner Ascheman’s term is expiring at the end of December. The city has been advertising for commission positions. We have one applicant so far. Commissioner Baukol shared with the group that she will be moving out of Hastings sometime in 2023 and should a candidate come forth, she is willing to vacate her position earlier. Commissioner Blackstad left the meeting at 8:38 pm. Old Business: 1. PSAC Handbook does not need city council approval. New Business: • The commission will revisit our 2022 goals at the next meeting. Adjournment: Commissioner Ascheman moved and Commissioner Baukol seconded to adjourn the meeting. The motion was passed unanimously. The meeting adjourned at 8:44 pm.
