Members present: Chairman Glennie, Peterson, Stark, Kramer, Linde, Sto£fel,~ Dick Walker arrived at 9:15 P.M. Members absent: Latch and Fischer Moved by Commissioner Linde, seconded by Commission- APPROVAL OF MINUTES er- K~amer to approve the Minutes of the August 23, 1976 Planuins Commission Minutes. 6 Ayes - 0 Nayes. The Pla~ing Director reviewed the Fischer Committee report on the Russell Gaddes request for ~ , borne occupation allowing the Use of a stencil rnachkne in the basement of his home. The Committee report indicated that the request complied with all requirements for a home occupation permit and recommended approval of the home occupation. HOME oCCUPATION- RUSSELL GADDES i010 WEST 14TH STREET Moved by Commissiener Kramer, seconded by Commissioner Stoffel to appr®ve the home occupation permit for a stencil machine ~n the basement of Mr. Gaddes's home. 6 Ayes - 0 Nayes. Moved by Commissioner Kramer, seconded by Commissioner Stark to call for a public hearing on September 27, 1976 at 7:30 P.M. SPECIAL USE PERMIT MRS. GERVAIS FOX 991 WEST 21STST. " The Peavey Mill has submitted plans for making SITE PLAN REVIEW improvements to the building ,which will take PEAVEY MILL approximately five years. A site plan approval covers the T.H. 61 entire five year improvement program for the Peavey M~ll. There were problems related to insufficient drainage on the parking lot and lack of parking stalls, but the pooling of water would occur basically in their truck parking area of the lot and does not affect adjacent property owners. A,~,~ther problem is the peak hour demand for parking stalls. This occurs after all trucks have been unloaded which will allow for car parking in that part of the truck lot. _A~ additional problem involves maintaining the required setback from the front property line with the proposed parking lot and doing the landscaping required by the ordinance. Peavey's plans include blacktopping up to the public sidewalk along Vermillion St. The planning Director recommended approving the Peavey site plan subject to Peavey continuing to work with the City in an attempt to arrive at a suitable plan for lighting on the south side of building and to select a desirable color scheme for the concrete and metal panels on the south ,side of the building. In addition approval should be subject to landscaping being provided as the various phases of the project are completed, Pla~nfug Commission Minutes -2- September 13, 1976 '(C]ont~nued) and a building permit should be issued only after the City has obtained the necessary easements for public utilities r,,nuing through the Peavey property. Moved by Commissioner Peterson, seconded by Commissioner Stoffel to approve the site plan proposed by Peavey with the conditions that Peavey will continue to work with the City in an attempt to come up with a lighting plan on the south side of the buildkug as well as a color scheme for the concrete and metal panels on the south side of the building. In addition the City Pl~,~,~er must approve the materials used for ground cover between the building and Vermillion Street. Z Ayes - Linde, Glen~ie, Kramer and Stark - Nay. Moved by Commissioner Kramer, seconded by Commis.sioner Stark to amend the motion to strike all conditions for the~,Peavey site plan approval. Z Ayes - Linde, Gle.,~e, Stoffel and Peterson. Nay. Moved by Commissioner Kramer, seconded by Commissioner Stark to allow the yard requirement betwee~ the parking lot a~d the Peavey property line on Vermillion St. to be met with the placement of planters in that area. And the City should sign an agreement with Peavey waving any liability regarding damages to the utiliti, es during construction for, and for damages resulting to the building over the utilities during or after construction that results from the location of the building over those utilities. In addition the Corn_mission requires that landscaping will be provided along Vermillion as the reconstruction project occurs. 6 Ayes - 0 Nayes. Due to the limitations that Crest Lane, Hilltop La.ne and Urmamed Circle surrounding Outlot 4 of Country Estates for any future e~ion of the Country Club, the club submitted a request as_king that the City vacate portions of or all of Crest Lane and the Unnamed Circle. STREET VACATION AND SITE PLAN REVIEW HASTINGS COUNTRY CLUZ Moved by Conmmissiener Kramer, seconded by Corn-missioner Peterson to vacate the streetare~ested with Hilltop Lane being ban to Hilltop Court and the ul~y , . ~r ,~ic u~:l:~: ...... a~ . -- retai~%l.n.g necessary easements Moved by Commissioner Kramer, seconded by Commissione~ Stoffel to approve the site plan for the addition to the Country Club subject to a plan being submitted which conforms to all zoning ord{nance requirements. 7 Ayes - 0 Nayes. -3- September 13, 1976 l~lanning Commis s [on Mbxutes (Continued) Mr. Glen VanWormer and Howard Preston appeared before the Planning Cornrnisslon to discuss ~he Highway Departments plans to make improvements to Highway 61 and replace the 61 bridge over the Ver~/lillion River during the year 1978. The reason for considering this project is that Vermillion Street has the Znd highest accident rate of any road in the Highway Dept. district and it was felt that changes are necessary in the present design of the road to minimize the existkug traffic hazards. The plan presented by the Highway Dept. called for the creation of medians or stripping which would allow for left hand turn lanes. The plan also calls for minimizing the number of turning movements on Vermill~onSt. Semaphores on 4th, llth and 15th Streets will be improved in conjunction with this project and the Planning Commission ~udicated that they have included in the Capital Improvements Program signals for Coualty Road ~47. Additional right-of-way will probably be lleeded at the intersection o£ ~316 and 61 as well as at 21st Street to allow for re-alignment of that road. The plans called for the elimkuation of parking on Vermillion S~reet except fo~¢ the west side between 3rd Street and 5th Street. The Highway Dept. would desire to have a committee which they can work with at the community level, and in response to this, the Chairman suggested that they work with the Traffic Advisory Corru-nittee as well as a special committee of Plan~ling Cornnxission members consisting of Corn/-nissioner Stoffel, Peterson and Chairman Glenuie. MINNESOTA HIGHWAY DEPT. PRESENTATION REGARDING T.H. 61 The City has received a petition to rezone portions of REZONING OF PROPERT5 Blocks 130 and 134 of the To%~rn of Hastings. The FROM I-1, I-Z, and petition to rezone the existing residential development TO R-2 _~2%_ND R-4 property to a residential land use brings up a larger issue IN EAST I-LASTINGS of whether or not the City should rezone all the property north of 10th Street and south of the railroad tracks and from the Vermillion River to the railroad spur line from Industrial to Multiple Family Residential. In conjunction with this request, Profile Extrusions on East 10th Street has requested that the City investigate the possibility of extending a sewer line, but 10th Street for their use which would in effect open the area north of 10th Street for urban development. The matter was referred to the Fischer Committee for further study. The Planning Commission was informed of the results of PARK DEDICATION the first reading of the Park Dedication Ordinance ORDINANCE which suggested a scale of 8 - 13% for land to be dedicated at the time of platting. The Planning Commission decided not to make any further recommendations on the matter. Chairman Gtennie referred this matter to the Stark Corru~itte e.
