Members Present: Chairman G. lennie, Walker, Peterson, Stark, Linde, Fischer and Stoffel; Kramer amd Latch arrived at 9:10 P.M. Student Members Present: Fox and Kusseke Student Members Absent: Stoneberg The Planning Commission indicated that Commissioner APPROVAL OF MINUTES Flscherts name had been omitted from the text of the Minutes regarding a motion on the Red Owl issues.. Moved by Cornrn[ssioner Linde, seconded by Com/-nissioner Fischer to approve the June 14th, 1976 Plannimg Cornrnission Minutes as arnended. 7 Ayes - 0 Nayes. C®mmisstoner Stark reviewed his committees recommendation on the home occupation request of the Anderson's. The report indicated that the petitioomer lacked the necessary off-street parking, and therefore the petition should be denied. Some neighbors from the area were present and indicated that they were concerned about traffic on~ Walnut Street. Cornnaissioner Fischer also indicated that the Andersoz~ts planned to have the ceramics made off the premises which is prehlbited by the home occupation ordina-ce. HOME OCCUPATION - JOHN ANDERSON - 2000 WALNUT STREET Meved by Commissioner Stark, seconded by Corru/lissioner Peterson to deny the request for a home occupation permit by John A~derson, due to the fact that the request does not comply with the City regulatioms. 6 Ayes - Linde l~ay. Moved by Commissioner Fischer, seconded by Commissioner Stark to request the City Council to begin a study to determine how ma_my people presently have home occupation without a permit, and for those operations to either cease operation or obtain the necessary permit. 6 Ayes - Walker Nay. Planning Cornmlssion Minutes June Z~th, k976 The Peavey Company submitted an application for a variance from the City's front yard setback requirement in an I-1 zoning district. The zoning ordinance requires a 50 foot setback and the plans submitted by Peavey indicated a setback of 1 foot 5-1/Z inches at one point and 7 feet 4 inches at another portion of the proposed addition to the buiktlng. The new construction wkllnot be any'closer to the right- of-way th~ the existing buildings. The planning Director also indicated that the City should be reviewing zoning requirements for industry in the developed part of town. Standards that are currently being applied to the Peavey property are the same as those that would apply to development in the ]~dustrial Park. VARIANCE - PEAVEY COMPANY ~ Z005 VERMILLION STREET Mr. Merlin Anderson, Manager of the Peavey Mill, indicated that the project is scheduled to take 3 to 4 years to complete, and will expand the amount of space that they presently have. However, some of the existing problems, such as appearance of the building and exzsting trafficproblems will be eliminated with the new construction. Mr. Anderson indicated that a t the present time Peavey will have a maximum of llZ people on one shift. Chairman Glennie referred this item to the Fischer Committee. The Pl=uuing Director reviewed with the ~Planning C ommission the priorities regarding planning projects and our current inability to accomplish those §oals.within a reasonable time framework. Commissioner Fischer indicated that his Committee recommended that the best way of accomplishing the stated goals of the Con/mission was ~o re-define the duties of Mr. Sirnrnons, who is currently the Administrative Assistant. The Committee felt that Mr. Simmons~ position shoukl be re-defined so that he would be the new zoning enforcement officer/building inspector and that his salary would be paid for by usingsurplus funds from fees that are currently paid on building permits, and attempting to obtain a grant from the m6ney which will be available for commUnities to do planning. Commissioner Fischer indicated a second choiaewould be to hire a zoning enforcement officer/ building inspector with CETA funds if they are available. IMPLEMENTING PLANNING DEPARTMENT GOALS AND OBJECTIVES FOR THE YEAR 1976-1977 , Moved by Commissioner Fischer, seconded by Commissioner LAnds to recommend to the Council that Mr. Simmons position be re-defined as outlined in the Committee report, or as a second choixe that planning Commis s [on Minute s June ZBth~ 1976 zoning enforcement officer/building inspector be hired with CETA ftmds. Five ayes, Latch, Kramer, Peterson and Walker nay. Moved by Commfssioner Fischer, seconded by Cornrnissioner Kramer to adjourn at 9:35 P.M. Nine ayes, zero l~ays. ADJOURNMENT
