The meeting was called to order at 7:38 P.M. by Vice-Chairman Stoffel.

AP~PROVAL OF MINUTES
The Planning Director presented information regarding
the feasibility of expanding the Midtow~ Shopping Center·
It was indicated that after a preliminary analysis that
Block 80 of the Town of HastLngs and the vacated portion
of Eddy Street between ]Block 79 and Block 80 of the Town
of HastLugs will provide a large enough site for a new 25, 000
square foot grocery store. An estimate was made regarding
an approximate cost for .preparing Block 80 for development
and the analysis indicated that a tax increment project was
feasible for the site. It was also indicated in the report
that Lots 1, 2, ? and 8 of Block 87 and Lots 1 and Z of Block ~0,
Town of Hastings should be considered as part of the project-to
alleviate the existing parking shortage in the Midtown Shopping
Center. The repor,~ indicated that these parking areas should be
acquired by the existing Midtown Shopping Center owners and
there would be no write-down of these costs.

Mr. Wagner questioned some of the figures that were submitted
in the Staff report, such as the cost for acquisition, the taxes of
· {72 per square foot on a new grocery store, and total write-down
cost which Mr. Wagner felt would be more in the order ®f $49, 000
rather than $40, 000 as indicated in the report. Mr. Wagner also
stated concern that the site may be too srnal[ for a 25, 000 square
foot grocery store.
The ]Plarming Director also reviewed the conversation that he had
with Mr. Wagner regarding the four sites under consideration for
a new grocery store. Mr. Wagner indicated that the site on the
northeast corner of l°leasant and T.H. 5~J was not suitable because
of development costs, and that the site suggested on the northeast
corner of Westview and T.H. 55 was not atrailable for acquisition
at this time. Mr. Wagner also 'indicated that based on the Natural
Resources Commission recommendation, which indicated that the
City should not sell or lease any property to Red Owl, that his present
proposal before the ]°larming Commission would no longer be feasible.

Commissioner Fischer suggested that the l~[arming Commission
should examine the possibility of allowing lq. ed OWl to develop
the City property located at the southwest corner of the T.H.
55 and Pleasant Drive intersection. Cornrnissioner Fischer
asked that the property owners south bf the City park property
be contacted regarding the possibility of acquiring that land, with
Red Owl purchasing the property and the City exchanging land with
Red Owl.
Moved by Commissioner Fischer, seconded by Commissioner
Stark to request the Staff to inquire about the availability of
property legally described as Outlot lq, Bauer~s Znd Addition,
and the possibility of providing land north of some future service
drive and west of Pleasant Drive in exchange for an equal amount
of land located in Outlot H. 6 Ayes - 0 Nayes.
The Planning Director explained to the Commission COMPREHENSIVE PLAN
the need to reassess the proposed workload, and discuss
how we plan on accomplishing previously approved projects.
Several alternatives were discussed and the matter was referred
to the Fischer Committee for further investigation.
Moved by Commissioner Kramer, seconded by
Commissioner Fischer to request that the bus bench
located on 2nd Street under the Highway 61 bridge
be painted. 6 Ayes - 0 Hayes.

Moved by Conamissioner Fischer, seconded by PARK DEDICATIOIX~
Commissioner Kramer to approve the first draft ORDIIqANCE
of an ordinance increas ing the park dedication requirements . _
for people platting property. The ordinance should include
dedication requirements ranging from 10 to Z0 percent, except
for property used for non residential purposes whic]~ will
r~quire a five percent dedication. Where developers provide private
recreational facilities, a credit not to exceed 50 percent will be
given to such individuals. In addition the Commission requested that
Sections 2, 5, and 6 be reworded to improve the clarity of the
statenaents. 6 Ayes - 0 iXIayes.
