The meeting was called to order at 7:30 P.M. by Chairman Glennie.
Members Absent: Kramer and Fischer
Members Present: Linde, Peterson, Stoffel, Latch, Stark, Glermie, and Walker
Student Members Present: Kusske, Fox and Stoneberg
Moved by Commissioner Stoffel, seconded by
Commissioner Stark to approve the Minutes of
the April Z6th Planning Commission meeting.
Seven ayes, zero nayes.
APPROVAL OF MINUTES
The Planning Director explained to the Commission
that Mr. Stenson's existing home encrouches on
the 1st Street right-of-way and his proposed addition
wouldn*t be more than 4 feet from his front property
line. Since 1st Street is 100 feet wide, the staff had
discussed with Mr. Stenson the possibility of vacating
Z2 feet on each side of the right-of'-way, and this
would still provide a 66 foot wide right-of-way. It
was suggested, however, that before the City vacates
the street more definite plans should be completed
regarding this sewer and water project for East
Hastings to make sure that the City would not have
to buy back any property which may be vacated.
Chairman Glelulie referred this item to the Kramer
Committee.

A staff report was reviewed which indicates that
- there is currently enough property zoxled in the
Hastings market area to meet the present commercial
needs. In addition, the City has four shopping areas
equally spaced, and with the rezoning of the Red Ow1
property the City would in fact be creating a new area
'for commercial development which most pro~bably would
result in another small shopping center.
Since the major tenant of a typical /qastings shopping
center would be a grocery store, ~tnd due to l{ed
Owlts prior interest in attempting to construct a
· new fac.ility near the Midtown, the possibility of
expanding the Midtown area was indicated in the
report as being the most desirable of any of the
alternatives regarding the rezoning o£ additional
commercial property in the City of Hastings.

The staff report goes on to indicate that the second
mest desirable location for additional cornmercial
preperty would be the northeast quadrant of a
Pleasant Avenue and T.H. 55 intersection. This
intersection will be designed to handle high v.iumes
~[ traffic, and the site c~uld be develeped in
cenjunction with the extension ~f North Service l{~ad.
A third choice f~r additiel~al c~mmercial property
would be the n~rtheast quadrant ~f the intersection of
Westview Drive and T.H. 55.
M®ved by Commissioner Latch, sec®nded by
Commissioner Stoffel t~ have the staff explore
in greater detail the possibility ef using tax
increment fi/lancing t~ allow the Red Ow1 store
te lecate by the existing Midtown Shepping Center;
plus contact Mr. Wagner and ask f*r his input
regarding the options presented in the staff memo
of May 7th, 1976. Seven ayes, zer~ nays.
The Commission asked that Mr. Wagner attend
their next ameeting?c that this matter ,can be
discusse,q With him p,~rsonally.
Commissioner Glennie referred to the Stark
Committee the responsibility of investigating
the possibility of.establishing a historical
commission in the City of Hastings.
Moved by Commissioner '.Walker, seconded by
CommisSioner Latch to adjourn at 8:58 P.M;
