Members Present: Chairman Glennie, [Fischer, Linde, Stoffel, Stark and Kramer Moved by Commissioner Linde, seconded by Commissioner Stark to approve the Minutes of the March Z2, 1976 Planning Commission meeting. Six ayes, zer® nays. APPROVAL OF MINUTES The Planning Commission interviewed prospective candidates for the Planning Comnqission vacancy. James Peterson received th~e (3) votes, Paul D®ffing received two {2) votes, and Art Groth received one (1) vote. The Planning Comnqission requested that the name of Mr. James Peterson be forwarded to the Council for appointment to the Planning Com~mission. APPOINTMENT OF NEW PLANNING COMMISSION MEMBER Moved by Commissioner Kramer, seconded by Commissioner Stoffel to issue an indefinite special use permit for the operation of a small animal clinic at 220 East 2nd Street. C®ncern was expressed by the members of the Planning Commission that although there was no problem with the present operat®r of the small animal clinic, that problems could occur with a different operator. Moved by Commissioner Fischer, seconded by Commissioner Stark to table the request for a special use pernqit for Dr. Dayton. Six ayes, zero nays. The item was referred to the Krame r Committee. The Planning Director recommended to the Plan~xing Con,mission that before any recon~ukq~dation is made for or against the rezoning of property for a 25, 140 square foot Red Owl grocery store, the Planning Commission should refer this item as well as the "Physical Development Survey" data to a committee so that recon~endations can be made regarfling the modification of the City's Comprehensive Plan. In addition the Planning Commission members were aaked to consider various questions that dealt with the desirability of the project at the proposed location. SPECIAL USE PERMIT ER. Apr{1 1~, Mr. Wagner, representing Red Owl, indtcated that the reason that the parking lot extended to the property lines was to provide greater customer convenience and ease of movement through the parking lot. The lot could be redesigned to meet the zoning requirements. The site also has some physical constraints such as the ravine on the west side of the property and the ponding basin on the north and as a result, a variance may be in order. Mr. Wagner indicated that Red Owl's concern is that they be allowed to construct a building which will meet not only the present needs but the future needs and as a result they want to be able to build a store of the size that has been proposed. Chairman Glennie referred the request for the rezoning and variance to the Fischer Committee. The plans were submitted for an $, 064 square foot addition onto the Burns and Enstad Office Building. Moved by Commissioner Kramer, seconded by Commissioner Stark to approve the site plan with the developer providing additional landscaping as suggested in tl~e April 9th. 1976 n~emo and subject to the plan conforming to ail appropriate zoning regulations. Mr. Rob Chelseth, a member of the Dakota County Planning Depart~nent, reviewed with the Planning Commission the field data that has been collected for the Comprehensive Plan Update. Mr. Dennis Pellant, manager of the Chamber of Conamerce explained to the Planning Comnqission that the business community would like the City to re-examine its parking regulations in the downtown area and along Vermillion Street, to see whether or not the present standards are appropriate. Mr. Pellant suggested that the matter either be referred to one of the Planning Co~nn~ission Com~nitt(es or Planning Commission n~embers to be appointed to this special comnqittee to work with two members of the business community. Chairman Glennie referred this matter to the Stark Committee. Moved by Commissioner Kramer, seconded by Commissioner Fischer to instruct the staff to put together a first draft of a park dedication ordinance which would incorpora~~ in it the information that the Planning Commission has been discussing. SITE PLAN REVIEW - BURNS AND ENSTAD 1250 T.H. 55 HAS TINGS PHYSICAL DEVELOPMENT SURVEY LETTER FROM CHAMBER OF COMMERCE REGARDING PARKING RE GULATIONS ORDINANCE - PARK DEDICATION REQUIRE- MENTS -3- Planning Commission Minutes {Cont. ) April 13, 1976 Mrs. Hazel Jacobsen was present to explain to the Planning Commission that there is the possibility that Hastings could be selected for the site o£ the new Dakota County Historical Museum. At the present time Dakota County is attempting to work out some problems with South St. Paul regarding the location of the building in that community, and if these problems cannot be resolved it raCy be possible for Hastings to prsvide a site for the Museum. Moved by Commissioner Fischer, seconded by Comnaissioner Stoffel to have the Planning C~,mmission gs on record supporting the n%usemr~ proposal, and the general location of the museum subject to the apprspriate parties submitting applications to comply with City requirements. Six ayes, zero nays. The City of Hastings, in the Spring of 1974, requested Dakota County to institute the necessary procedures to establish the Vermillion River Watershed District. The Dakota County Planning Departl~aent has finished its report on the subject and has scheduled a public hearing for April Zlst, 1976. iM~ved by Comnaissioner Kramer, seconded by Commissioner Stark that the Hastings Plarming Commission go on record indicating their continued concern for the establishment of a Vermillion River Watershed District, and urges the County ts take the appropriate action to establish a watershed district, or alternative. Six ayes, zero nays. Moved by Commissioner Fischer, sec®nded by Conamissioner Linde that the necessary changes be made by Polka Dot to con,ply with the site plan which was approved by the City of Hastings.
