P~ANNING COMMISSION MEETING
FEBRUARY 23 1976
The meeting was called to order at 7:35 P.M. by Vice ChairmanStoffel.
Members present: Stoffel, Walker, Fischer, Kramer, Linde, Stark
Student Members present: Stoneberg and KussQke
Commissioner Kramer indicated that the Site Plan
Review for Krick was referred to the Kramer Gornnaittee
and not the Trautm~nn Committee. Moved by Gornmissioner
Linde, seconded by Commissioner Fischer to approve
the Minutes of the February 9, 1976 meeting as corrected.
Six ayes, zero nays.
Commissioner Stoffel indicated that Cindy Wagner
would be, replacing Barb Overmeyer as a student
member of the Planming Commission due to a conflict
Barbara had on the evenings that the Planning
Commission held their meeting.

Moved by Commissioner Fischer, seconded by
Commissioner Stark to approve the site plan
submitted by Glennys Krick for a tri-plex subject
to the petitioner meeting all reasonable requirements
requested by the staff regarding drainage of the site
and landscaping. Six ayes, zero nays.

Moved by Commissioner Linde, seconded by
Commissioner Walker to approve the Hastings
Co-op Creamery request to revise their special
use permit as indicated on their drawings dated
12-30-75 which would allow the
construction of an additional 800 square feet of
warehousing space. Six ayes, zero nays.

The City received plans from Hastings Motors to
convert an existing building on 19th Street to
a body shop. Since a body shop is viewed as part
of a new car dealership operation, the petition
by Hastings Motors was being reviewed as a site
plan review only.

Moved by Commissioner Kramer, seconded by
Commissioner Pischer to approve the site plan
subject to the following:, conditions :
I. The access driveway should be a minimum of 12
feet wide.
Landscaping should be provided along the parking
lot constructed last fall adjacent to Vermillion
Street.

3. The area indicated on the drawings as grass should
be sodded as is necessary after the landscaping and
parking lot have been completed.
4. A revised drawing should be provided indicating
elevations of the parking lot and the drainage
of the parking lot. As much o£ the parking lot
as possible should be drained eastward.
5. No outdoor storage will be allowed for automobile
parts or accessories.
6. Any rr~chanical equipment which must be added
to the building must be screened.
The Planning Director reviewed with the Planning
Commission the proposed land use map for Sections
3 and 4 of Marshan, the area currently under
consideration for o~derly annexation. Cornrnissioner
Fischer indicated that the conservancy area
designated on the map should be well defined with green
ways on either side of the conservancy district;
and an attempt should he made to preserve this before
it is lost to development.

PLAN IvIAP FOR ANNEX-
ATION AREA
Commissioner Fischer reviewed with the Commission ORDINANCE - PARK
schedules used by other communities in the DEDICATION SCHEDULE
Metropolitan Area for park land dedication. Commissioner
Fischer indicated that he would recommend adoption of
a a:hedule which would fall in the middle of what other
communities are using as opposed to the City's current
5% dedication requirements. It was also suggested that
an upper limit be established at 25% of land or case in
lieu of. Questions that were asked regarding the
ordinance were: ~) Has such a ordinance been upheld
in the courts? and (b) should the minknnrn dedication be
5.7 or 10%. It was also suggested that the Commission
hold a h~aring specifically inviting builders in the
community to provide their input and also surrounding
communities such as Burnsville, Apple Valley, Red
Wing, be asked to submit their ordinances to us for
review. The PlanJ~ing Director was also asked to
contact the League of Municipalities for information
on what the League felt was the best four ordinances on
the subject.
