PLANNING COMMISSION MEETING
MONDAY, FEBRUARY 9 197~
The meeting was called to order at 7:35 P.M. by Vice-Chairman Stoffel.
Members present: Linde, Kramer, Stoffel, Stark, Fischer, Glennie, Walker,
Trautmarm arrived at 7:40 P.M.
Members absent: Latch
Commissioner Fischer indicated that his committee
was to accept the request to change the R-3 and R-4
zones to allow health clubs on the condition that the
Planning Commission offer some ~uggestions as to what
they want investigated. Since there were no comments
from the Planning Commission, the Committee did not
discuss the topic.
APPROVE MINUTES
Moved by Commissioner Fischer, seconded by Commissioner
Glermie to approve the December 22, 1975 Planning
Commission Minutes. 7 Ayes - 0 Nayes.
Moved by Commissioner Fischer, seconded by Commissioner
Glennie to approve the Minutes of January Z6, 1976 as
amended. 7 Ayes - 0 Nayes.
The Public Hearing was called to order by Vice-Chairman PUBLIC HEARING -
Stoffel at 7:37 P.M. The Planning Director read the
Notice of Public Hearing and the Affidavit of Publication
dates and informed the Planning Commission that the
Public Hearing had been properly called. The Planning
Director indicated to the planning Commission that if an
amendment is made to the ordinance, it should be naore
general, such as allowing a recreatlonal facility as opposed
to specifically mentioning health clubs as a special use.
ORDINANCE - HEALTH
CLUBS AS SPECIAL USE
IN R-3 AND R-4 25 ONES
Mr. Gary Seibert, who is a resident of Lyn Way, indicated
he is concerned about the City constantly changing the City
Ordinance each time somea~e requests something that is not
included within the ordinance itself. He expressed concern that
allowing commercial development within a residential district
would have a detrimental affect on the neighborhoods of Hasth2gs.
After all people present were afforded an opportunity to be heard,
Chairman Trautmann closed the Public Hearing at 7:55 P.M.
Moved by Commissioner Kramer, seconded by Commissioner
Stark to recommend that no amendment to the ordinance be made
allowing health clubs as a special use within an R-3 and R-4 district.
6 Ayes - Trautmann, Nay - Stoffel abstained.

The Planning Director indicated that the drawings that
have been submitted by Mr. Krick did not accurately
indicate drainage on the property and more details should
be provided regarding the landscaping plan. Chairman
Trautmann referred the matter to the Trautmann
Committee.

Commissioner Fischer informed the Planning Commission SPECJJkL USE PERMIT
that the Fischer Committee had inspected the site and HASTINGS CO-OP
saw no problem with allowing the creamery to use an CREAMERY
existing foundation to construct an 800 square foot 17TH & VERMILLION
storage building. Moved by Commissioner Fischer,
seconded by Commissioner Linde to allow the Co-Op
Creamery to modify their plans and thereby permitting
an 800 square foot storage budding conditioned on the
fact that there will indeed be proper drainage, adequate
parking, and the ability to maintain traffic flow through
their property with the construction of the new building.
Moved by Commissioner Kramer, seconded by Commissioner
Stoffel to table the request for a plan modification to the
special use permit for the Co-Op creamery pending the answer
to the question of whether adequate parking is provided.
5 Ayes - Walker, Fischer, and Linde - Nay.
The . Planning Director reviewed with the Planning
Commision the proposed Comprehensive Land Use
Plan for Sections ~ and 4 of Marshan. The Planning
Director asked ~he Commission to review this proposal
and further discussion would take place on this matter
at the next meeting.

The Planning Director discussed with the Commission
the proposed downtown redevelopment project and
informed them that public hearings would be held on
the 19th and 26th of February, 1976.

PROJECT PROPOSAL
It was explained to the Planning ConTmission that because
the City o[ Hastings has already exceeded the deadline PLAIN ZONE
given by the State to adopt a flood plain zoning ordinance,
and since the attorney is negotiating with the property owners,
whose value will be in part be determined by whether or not
it is included in the flood plain, it is thus very essential that
the Planning Commission move as rapidIy as possible to make
a recommendation regarding the flood plain zoning ordinance.
Gommiss loner Fischer discussed the need to establish a clearer set
of objectives in the ordinance and proceded to review some
of the concerns the Committee had regarding the model ordinance.
Commissioner Fischer indicated that nqost of these problems were
minor in nature and suggested that the Planning Commission should
refer the matter to the Council and allow the Attorney, Planner, ar~

Moved by CommiSsioner Fischer, seconded by CommiSsioner
Glennie to approve the flood plain zoning ordinance and forward
this to the Council with the comments of the Committee, and that
all references to industrial and commercial uses within a flood
way of flood fringe.be eliminated from the ordinance. 7 Ayes -
Kramer-NaY.
CommiSsioner Fischer reviewed the schedules that PARK DEDICATION
other communities in the metropolitan area use for SCHEDULE
park land dedication. He suggested that the Planning
Commission members review this proposal and be prepared
to discuss this item further at the next planning Commission
meeting.
CommiSsioner Stoffel introduced ThereSa Kusske to the NEW STUDENT MEM
Ptarming Commission and indicated that Barbara Overmeyer,
who was not in attendance tonight is the other student
member on the Commission.
Moved by Commissioner Fischer, seconded by ADJOURNMENT
Commissioner Walker to adjourn at 10 P.M.
