PLANNING COMMISSION MEETING
JANUARY 26, 1976
The meeting was called to order at 7:3Z P.M. by Chairman Stoffel.
Members Present: Chairman Stoffel, Stark, Kramer, Latch, Fischer,
Trautmann and WaLker
The Planning Director reviewed tl~ Stoffel Committee's
recornrnendation which calls for modifying the
and R-4 zoning districts to allow health club facilities
as a special use in each district. In addition the
Committee has suggested that a special use permit be
granted after the ordinance has been changed subject to
the following conditions:
1. that the proprietor would not be allowed to
expand the facility;
g. the special use permit would have to be
renewed every twe years or upon construction
of additional apartment~ units in the complex;
3. twenty parking stalls must be provided initially
and the site plan must indicate an area where
another Z0 parking stalls could be located if the
demand dictates; and
4. the tenants of the apartment building would be
allowed to use the recreation facility at no charge
and with unlimited use of the facility.

CLUB AS SPECIAL USE
IN R-3 AND R-4 ZONES
Commissioner Kramer suggested to the Planning Commission
that they should investigate more closely the need to change
the present zoning orc~nance. Rather than simply allowing a
health club facility as a special use in an R-3 and R-4 district,
because it has been requested, the Planning Commission
should investigate theneed to allow other types of uses
within these zoning districts as either a pern~itted or spe£ial
use.
The manager-operator 0f the health club facility was in
the audience and indicated that it would not be practical
for him to construct a facility in an area like Hastings
because of the size of the COlTLrnunity, if it were not
for the existing facility. He indicated that 350 members
is approximately the break even point and their goal is
to have 500 members belong to 'the club.
Moved by Commissioner Trautmann to schedule a public
hearing on February 9th, 1976 to change the zoning
ordinance so that a health club would be allowed as a
spe£ial use in R-3 and R-4 districts. The motion died
for lack of a second.

Moved by Commissioner Trautman. n, seconded by
Commissioner Walker to schedule a public hearing
on February 9th, 1976 for the purpose of modifying the
City's zoning ordinance to allow health clubs as a
special use in an 1t-3 and R-4 district. Five ayes,
Stark and Fischer nay.
This matter was referred to the Fischer Gornmittee
for further reviesv.
The Hastings Co-Op Creamery had previously obtained
a special use permit to add onto their facility. Since.
the approval was granted they have requested that they
be allowed to make use of an existing foundation on their
property to build a small storage facility. The Planning
l')lractor recommended that the Plan~ing Commission
allo'a~ tke Co-Op Creamery to amend their previous plans
to allow a storage building rather than having them apply
for a special use permit again.
Moved by Commissioner Fischer, seconded by
Commissioner Latch to approve the amended plan
subject to the Engineer checking the possibility of
problems with drainage. The motion was withdrawn.
Chairman Stoffel referred the matter to the Fischer
Committee for further study.
Moved by Commissioner Fischer, seconded by
Commisszoner Trautmarm to accept the final plat
subject to the petitioner re-defining the purpose of
the 15 foot easement mk~g the southerly boundary of
the plat and the City should obtain adequate assurance
that there will be proper drainage on the site. 'Seven
ayes, zero nays.
Commissioner lYalker nominated LuStoffel for
Chairman. Commissioner Kra'mer nominated Fred
Trautmann for Chairman. :A46ved by Commissioner
Walker, seo~nded by Commissioner Fischer to close
the nominations.
Fred Trautmann was elected'chairman, and the Planning
Cornrnission designated Lu Stoffel as Vice-Chairman for
the year 1976.
Moved by Commissioner Latch, seconded by
Comm,ssioner Trautmann to adjourn at 9:Z0 P.M.
