HomeMy WebLinkAbout12/22/75PLANNING COMMISSION MINUTES DECEMBER 22, 1975 The meeting was called to order at 7:55 P.M. by Chairman Stoffel. Members Present: Chairman Stoffel, Walker, Linde, Trautmann, Stark, Kramer, and Glennie APPROVAL OF MINUTES Moved by Commissioner Linde, seconded by Commissioner Walker to approve the minutes of the December 8, 197S Planning Commission meeting. Seven ayes, zero nays. The Public Hearing on an ordinance regarding sign regulations in the downtown area was opened at 7:40 P.M. by Chairman Stoffel. The Planning Director read into the records the Notice of Public Hearing and the Affidavit of Publication. DOWNTOWN SIGN ORDINANCE PUBLIC HEARING Mr. Gale Erickson of the Fashion Garden presented a petition to the Planning Commission which included the following: 1. No sign ordinance enforcement be imposed in the assessment district until a decision is made concerning the renewal of the downtown or January, 1977, whichever comes first, and at that time we will comply with the ordinance. That no sign ordinance be now passed which supercedes or imposes more restrictions than the present ordinance contains. 3. News sidewalR coverings be authorized. They should be allowed to extend far enough from the building to allow sun protection where needed and weather protection where desired. The petition includes the signatures of 26 individuals. After all people present were afforded an opportunity to be heard the Public Hearing was closed at 8:12 P.M. by Chairman Stoffel. Moved by Commissioner Walker, seconded by Commissioner Glennie that the City not adopt the proposed set of regulations for downtown signs. Seven ayes, zero nays. Moved by Com~issioner Walker, seconded by Commissioner Linde to place the issue of awnings which hang over the public right-of-way into the Kramer Co~mmittee for further study. Four ayes-Glenni~, Stof[el, Stark,nay. Moved by Commissioner Kramer, seconded by Commissioner Trautmann to recommend to the Council that Chairman Stoffel and Commiss&oner Walker be reappointed for another term. Seven ayes, zero nays. Moved by Commissioner Trautmann, seconded by Commissioner Stark to accept the Committee report which would allow that Super Value to maintain their signs on the si~e of the building which exceeds the size requirement and their sign on top of the building which extends out over the right-of-way and exceeds the height limitation, until they vacate the premises for their new shopping center site,or November 1st, 1976, whichever occurs first. Seven ayes, zero nays. SELECTION OF NEW PLANNING COb4MISSION MEMBERS VARIANCE - SUPER VALUE SIGN - 4TH AND VERMILLION Moved by Commissioner Kramer, seconded by Commissioner Trautmann to approve the final plat for Fairview Addition with the ~ollowing conditions: 1 The south easement for a sidewalk or bicycle path be graded flat for its entire 15 foot width. That a maximum slope of 3 to 1 be maintained in the backyards of the southerly lots. Minimum of a 2% slope to the street be maintained on the southerly lots. 4. The City will be furnished with a bond' in the amount of $2,000 to cover the preliminary engineering costs for the feasibility studies. Seven ayes, zero nays. Chairman Stoffel referred the matter to the Fischer Committee. The item was referred to the Stoffel Committee and the Planning Director was asked to check the minutes when the apartment compleg was approved to see if it was required as part of the approval of the project. Moved by Commissioner Kramer, seconded by Commissioner Stark to adjourn at 9:30 P.M,' Seven ayes~ zero nays FINAL PLAT - AD SIEBEN MANOR LANE AND 18 TH STREET ORDINANCE - PARK DEDICATION ORDINANCE - ADD ATHLETIC FACILITY AS A SPECIAL USE IN AN R-3 ZONE ADJOURNMENT
