Members present: Chairma.n'Sto£fel, Fischer, Stark, IKramer, Glermie, Linde and Latch, Commissioner Walker arrived at 7:40 P.M. Moved by Fischer, seconded by Linde to approve the APPROVAL OF NOVEMBEB Minutes of the November 24, 1975 Planning Commissiong4TH MINUTES Meeting. 7 Ayes - 0 Nayes. The Planning Director explained that a permit had been issued to do some grading on the Fairview Addition site and that the contractor did not grade the property in accordance with the contours indicated. On these grounds, the Planning Director recommended to the Commission that they table any action on approval for the final plaY. FINAL PLAT - AL SIEBEN 18TH & MANOR LANE Moved by Kran~er, seconded by Stark to table the request for the approval of the final plat by Al Sieben. 8 Ayes - 0 Nayes. The Trautmann Committee reviewed the request for HOME OCCUPATION a home occupation permit to allow an insurance agency. THOMAS REUTER The Committee agreed that a permit should be issued 1434 BRITTANY ROAD for the home occupation, but that a sign identifying the business should be discouraged. Moved by Fischer, seconded by Biranaer to approve the home occupation permit for an insurance off[ce subject to a sign being limited to Z square feet and that it be unlighted. 8 Ayes - 0 Nayes. The Planning Commission suggested that the following PRIVATE SEWAGE changes be made under Subdivision 1, Definitions. SYSTEM ORDINANCE Under F of Definitions, the term '~Direct Connection" should be defined, and G under_!p?f[nitions should be rewritten to avoid a situation where someone would tear down an existing house anct rer~u~£t lt. Moved by Commissioner Fischer, seconded by Commissioner Stark to table the private sewage system ordinance until the City receives a report from the Pollution Control Agency on private sewage systems. 8 Ayes - 0 Nayes. Planning Commis sion Minutes November 24, 1975 (Cont.) .g. The Planning Director indicated the areas of the City, which according to the Department of Natural Resources, must be included in the flood plain. The Planning Cornrnission asked that the Staff indicate how many structures are presently included in the area designated for the floodway. In addition the Staff was instructed to contact the Department of Natural Resources about excluding that portion of East I-tastings which fronts on 1st Street and is included in the floodway. The Commission also requested that the ordinance be re-typed in a format which would be easier to read. FLOOD PLAIN ORDINANCE An aad hoc committee of Walker, G[ennie and Fischer was organized to review the proposed ordinance before the next Planning Commission meeting. Moved by Commissioner, seconded by ORDINANCE PROHIBITING Commissioner Fischer to approve an ordinance which THE REDUCTION OF would prohibit the reduction of off-street parking spacesOFF - STREET PARKING in those situations where the off-street parking spaces SPACES and loading spaces where established subsequent to the effective date of the zoning ordinance. 7 Ayes - Walker- Nay. Moved by Commissioner Fischer, seconded by Gom~issioner Stark to have the City send a letter to Master Inc. indicating the intent of the City to allow the development of light industry on Lots 5 thru 8 of Block 1, City of Hastings as long as the design and use of the building does not have an adverse affect on the downtown; and in addition, plans for the proposed Master's addition should be submitted to the City within one year. 8 Ayes - 0 Nayes. RESPONSE TO LETTER MASTER INC. The Planning Commission asked that all individuals who have expressed interest in joining the Planning Commission should be notified to attend the next meeting. SELECTION OF NEW PLANNING COMMISSION MEMBERS Moved by Commissioner Fischer, seconded by Commissioner Linde to adjourn at 10:13 P.M. ADJOURNMENT
