OCTOBER 14, 1975
The meeting was called to order at 7:38 P.M. by Chairman Sto£fel~
Members present: Chairman Stoffel, Kramer, Glermie, Linde, Trautmann
and Walker - Commissioner Fischer arrived at 9:40 P. M.
Members absent: Latch, Stark
Commissioner Glermie pointed out that his name should
be included as one of the members present for the
September 23rd meeting.
APPROVAL OF
MINUTES
Moved by Commissioner Linde, seconded by Commiss-
ioner Trautmann to approve the minutes of September
2gnd as corrected. 6 ayes, 0 nays.
Moved by Commissioner Trautmarm, seconded by
Commissioner Walker to approve the minutes o£
September 23rd, 1975. 6 ayes, 0 nays.
The Public Hearing was opened at 7:30 P.M. by
Chairman Stoffel. The Planning Director cited
the Affidavit of Publication, the Notice of Public
Itearing and the Certificate of Mailing and informed
the Planning Commission that the Public Hear lng
was property called. The Sub~Com~nittee~s report
on the preliminary plat was presented which
recommended that the Planning Commission approve
the preliminary plat as submitted and that the petitioner
be required to pay cash for their park dedication require-
ment as opposed to dedicating land. After all people present
were afforded an opportunity to be heard, the Public
Hearing was closed at 7:48 P.M.

Moved by Commissioner Trautmann, seconded by
Commissioner Linde to approve the preliminary plat
as recommended by the Planning Commission
Sub~Committee. 6 ayes, 0 nays.
Commissioner Trautmann suggested that the Fischer
Cornnqittee exa~nine the possibility of modifying the City's
ordinance, so that land developers would be required
to make a larger park dedication than is presently required.
The petitioner subnaitted a request for the creation
of 13 lots on five acres. All lots indicated on the
preliminary plat conform to the City's zoning
requirements. The Planning Director recmnmended
to the Planning Commission fha t the Sieben plat
should indicate a 15 foot walkway along the southerly
portion of lots 9 through 13, that dedication of the west
33 feet of the Sieb~:n property be given to the City for
its park dedication, and a 20 foot easement be provided
between 4 and 5 for utilities.

recommends that a bond be posted to cover the
cost of any changes made tn the feasibility study
since a final plat will not be recorded before
the deadline for petitions for 1976 improvements.
Moved by Commissioner Walker, seconded by
Commissioner Linde to schedule a Public Hearing
for October 29, 1975. 6 ayes, 0 nays. The Sieben
request for a preliminary plat was referred to the
Kramer Committee.
Mr. Wagner, representing the Red Owl Super-
market Company, appeared before the Plazming
Commission to request the rezoning of approximatety
100, 000 square feet at the southwest corner of Pine
St. and T.H. 55 from residentM to commercial
for the construction of a 24, 800 square foot grocery
store. The Plarming Director indicated that the
rezoning is contrary to the City's Comprehensive
Plan and that any reaoning would require modification
of the plan. In addition the request would be contary
to the City's goal to limit conamercial zoning along
T.H. 55 and as well as create a traffic problem at the
intersection of T.H. 55 and Pine St. The staff
recompnended to the Planning Con]mission that the
request for rezoning be denied on the above stated
grounds, but if rezoning was to be considered it should
be done as part of the Comprehensive Planning process
which would be completed in the Spring of 1976.
Mr. Wagner, representing Red Owl, indicated that in
their search for a new location for the grocery store,
the Midtown area was ruled out because of the parking
problenqs, the downtown mas ruled out because it is
not the .center of the growth area, and the Westview
was ruled out because there is a restrictive covenant
on the property presently zoned C-4, limiting it to one
grocery store.
Moved by Conx~nissi0her Trautnxann, seconded by
Commissioner Kramer to accept the staff report
rejecting the request to rezone the property to a
conqnnerclal land use, but encouraged the petitioner
to work with the staff to find a desirable alternate
location. 3 ayes - Stoffel, Linde and Walker - nay.
Moved by Con,missioner Walker, seconded by
Commissioner Linde to schedule a Public Hearing
for November 10, 1975. 4a/es, Fischer, Tra=tmann
and Kramer - nay. This itcxn was referred to
the Fischer Committee for study and Mr. Wagner
requested that he be notified of any meeting held by

The Planning Commission discussed with the
Planning Director and Mr. Rob Chelseth of the
Dakota County Planning Departmmt, the proposal
regarding the Cityts Comprehensive Plan and the
information which would be gathered in preparation
Of revising the comprehensive planning document.
Moved by Commissioner Walker, seconded by
Commiseioner Fischer to deny the request to allow
an industrial park sign in the median of Sprial
Boulevard. 7 ayes, 0 hayes.
Moved by Commissioner Walker, seconded by
Commissioner Linde to adjourn at 10:12 P.M.
