AUGUST 27,~ 1975
The meeting was called to order at 7:35 P.M. by Chairman Stoffel.
Members present: Chairman Stoffel, Walker, Latch, Linde, Trautmarm,
Glennie and Fischer.
Members absent: Blramer, Stark,
The Public Hearing for the 1976 to 1980 Capital Improvements
Program was caIled to order at 7:35 by Chairman Stoffel. The
Planning Director read into the record the Affidavit of Publication
and the Public Hearing notice. After the City Staff presented the
background information regarding the Capital Improvements and the
improvements items for the years 1976 to 1980, the meeting
was open to the floor.

COMMENT
Most of the improvements mentioned by the
City Staff are for the good of the people.
However, the City should consider other
means than direct assessments for paying
for the projects.
Are State Aid roads considered truck routes?
Engineer - All State Aid roads are designed
for a 9 ton capacity so that they can withstand
a heavier load.
The maps indicate that storm sewer water ts
going to be drained into Lake Isabel. Is it
feasible to direct storm water into a lake due
to the quality of the storm water run-off?
Engineer- During the feasibiIity study it would
have to be determined whether it would be
more reasonable to divert the storm water in
the Tyler Street area to the river or to design
a treatment facility to improve the water
9uality before it is deposited in Lake Isabel.

New streetSon Ramsey and Tyler will only
encourage more traffic on these streets.
A private traffic count was conducted on 10th
St. this summer and it varied significantly
from the traffic' count that was presented at
the Public Hearing earlier in the year regar-
ding the 10th St. improvement project.
Engineer - That information should be made
available to the City and additional traffic
counts will be conducted this fall.
Will Pine St. be 44 feet wide? Engineer -
The street has not been designed yet but the
intent is to keep the street as narrow as
possible and still be able to move the projected

traffic.

There is a significant drainage problem in
the 2nd Ward and is the result of new
development occurring in other areas. The
open box culvert is deterioratkug and in other
areas where there is a s-wale for drainage the
sod has to be continually replaced because of
erosion problems. This problem should be
definitely in the Five Year Capital Improvements
Program.

Nothing was included in the Five Year Capital
Improvements Program for sewer and water
in East Hastings.

The City of Hastings should get away from
the concept of benefitted property owners
paying for improvements such as streets,
sewer and water. Many people have indicated
through the course of the meeting that they
are not opposed to the project pek se, but they
cannot afford to pay the large assessments.
The City should consider levying only the
minimnm .required by law for an improvements
project which is Z0% with the remainder being
paid for by all tax payers within the City of
Hastings. This concept is based upon the fact
that over time all peopte within the City will
receive the benefit when improvements are
made in front of their property.

The people in the City of Hastings don't want
their City to become run down and it isn't that
they don't want improvements it is that they
just can't afford some of the proposed improve-
ments.
The Planning Commission Chairman received 3 petitions, one for east 10th Street
another regarding Tyler Street from Znd Street to 10th Street, and finally a
petition from those opposed to improvements proposed [or 1976 on Pine Street
between Znd Street and Hwy. 55.
After all people present were afforded an opportunity to be heard the Public
Hearing was closed by Chairman Stoffel at 9:35 P. M.
Moved by Commissioner Fischer, seconded by Commissioner Walker to adopt
the 1976 ~ 80 Capital Improvements Program with the exception of the re-evalation
by the Council of the Ramsey and Tyler projects and if these projects are dropped
the City should consider deleting these streets from the State Aid system. 6 ayes ~

Moved by Commissioner Latch, seconded by Commissioner Fischer
to include in the Capital Improvements Program a tree restoration plan
for five (5) years commencing in 1976 (or as recommended by the Natural
Resources Commission). In addition, the Capital Improvements Program
should include in the year 1977 a program for sewer and water in East
Hastings as well as an item to rectify the drainage problem in Ward 2.
Seven ayes, 0 Nays.
Moved bM Commissioner Fischer, seconded by Commissioner Walker requesting
the City Council revise its policy regarding the method of payment for all
reconstruction projects so that the burden of direct assessment is reduced and
using the Capital Improvement levy as a tool for paying for this type of
project.
Moved by Commissioner Fischer, seconded by Commissioner Latch to
adjourn at 10:00 P. M.
