Members present: Chairman Stoffel, Fischer, Trautmann, Stark, Walker Student members present: Humbert and Stoneberg Members absent: Linde, Kramer, Latch, and G[ennie and Student members absent: Denn Moved by Commissioner Trautmann, seconded by Commissioner Stark to approve the minutes of the July 14, 1975 Planning Commission minutes. Five ayes, zero nays. Mr. Weiland has requested a rezoning of Lot 8, Block lZ2 of the Town of Hastings from an R~2 to an I-Z zoning classification. This property was previsouly zoned industrial and the petitioner would like to use the lot for the expansion of a warehouse on the adjacent lot. Moved by Commissioner Fischer, seconded by Commissioner Stark to accept the Committee report which recommends that the property be rezoned contigent upon public utilities being extended to the property. The report was accepted contingent on the staff providing a recommendation regarding the financing and sizing of the required improvements and a public hearing be scheduled on this matter for August 11, 1975 at 7:30 P.M. Five ayes, zero nays. Commissioner Walker presented the Committee report which recommended that the request for rezoning Outtot B of Imperial Estates tst Addition from R-3 to C-2 should be delayed until the Comprehensive Plan has been completed. The City should investigate the need to rezone more than j.ust the petitioners property as a commercial zoning district and in addition the City must modify its existing zoning code to accomodate the changes which have been suggested. Because the petitioner has not submitted to the City a statement indicating the consent of two~ thirds of the surrounding property owners within [00 feet of the property agree to the rezoning. BEVERAGE - 517 EAST 3RD STREET ZONING AMENDMENT ~ BURNS AND ENSTAD - 1250-80 NORTH FRONTAGE ROAD- T.H. 55 -Z- Planning Comrnis s ion Minute s Jul 1975 Moved by Commissioner Fischer, seconded by Commissioner Trautmarm to accept the 1976 Capital Improvements Program and agree in concept with the years 1977 - 80. Five ayes, zero nays. Mr. Leonard Bauer submitted plans for constructing five four plexes in an R-2 zone which requires a special use permit. The application was referred to the Stoffel Committee. Mr. Dick Cook appeared before the Planning Commission and explained the Creameries plans to add onto their present facility. Mr. Cook was instructed by the Commission to present all plans to the Planning Director and complete the necessary application for a special use permit. The City Council requested that the Natural Resources Commission and Planning Commission investigate the possibility of having a referendum to purchase the property along the Vermillion River which could be used for park land but would not be necessary for the construction of the flood way. Mr. Fischer and Mr. Walker were assigned to work with the Natural Resources Commission and the staff on this matter. Moved By Commissioner Trautmann, seconded by Commissioner Stark to post 10th and llth Streets from Maple to Pine for no parking during school hours (7:00 - 9:00 A.M. and 3:00 - 5:00 P.M. ). Five ayes, zero nays. Moved by Commissioner Fischer, seconded by Commissioner Walker to request that the Council investigate the possibility of rectifying the dangerous situation that exists at the old river crossing of the Vermillion River at Pleasant Dr'~ve. Five ayes, zero nays. Moved by Commissioner Trautmann, seconded by Commissioner Walker to adjourn at 9:00 P. M.
