HomeMy WebLinkAbout06/23/75PLANNING COMMISSION MINUTES MONDAY, JUNE 23, 1975 The meeting was called to order at 7:32 P.M. by Chairman Stoffel. Members present: ChairmanStoffel, Latch Linde, Trautmann, Walker, Kramer , Stark and Glernlie Members absent: Fischer Moved by Commissioner Trautmann, seconded by Commissioner Linde to approve the minutes of June 9, 1975. 7 ayes, 1 nay. Commissioner Kramer voted nay because he felt that although it takes a 7/8 vote to grant a variance from the private sewage ordinance and the ordinance can be changed by a simple majority vote, this should not be considered a discrepancy. · APPROVAL OF MINUTES Moved by Commissioner Trautmann, seconded by Commissioner Linde to accept the Planning Committee's report which states that the City .should not enforce · at the present time the sign ordinance as it pertains to Gerths Insurance, Sunset Motel, and Dakota Realty because they received a sign permit within the effective date of the ordinance, the sign was inspected by an official of the City, and finally, the violations were minor in nature. In addition the Committee recommends that the City seek assistance from the State Highway Department for removing ail signs that are in violation of the sign ordinance along Highway #61 and #55. 6 ayes, Kramer - nay, Stoffel abstained. VARIANCE FROM SIGN ORDINANCE Moved by Commissioner Kramer to amend the motion to require that the Gerths Insurance, Sunset Motel, and Dakota Realty sign, be brought into compliance within 10 years or until the sign itself 'is changed or modified. The amendment was withdrawn. A consensus of the Planning Commission members felt that the Committee should design an ordinance for home occupations which would specifically limit the amount of traffic generated. HOME OCCUPATION ORDINANCE Moved by Commissioner Latch, seconded by Commissioner Trautmann to table discussion of the home occupation ordinance until the July 14th Planning Commission meeting. 8 ayes, 0 nays. -2- Planning Commission Minutes (cont.) June Z3, 1975 Moved by Commissioner Latch, seconded by Commissioner Trautmann to table discussion regarding the selection of Planning Commission members. ANIMAL ORDINANCE Moved by Commissioner Trautmann, seconded by Commissioner Glennie to table the animal ordinance discussion until July 14. 8 ayes, 0 nays. Moved by Commissioner Latch to recommend to the C ouncil that they request assistance from Dakota County Planning Department in the updating of the Hastings Comprehensive Plan. 8 ayes, 0 nays. COMPREHENSIVE PLAN The Planning Director presented a preliminary draft of' the 1976 THRU 1980 five year Capital Improvements Program for the CAPITAL IMPROVEMENTS years 1976 thru 1980. The Capital Improvements PROGRAM Program v~s referred to the Kramer ~ommittee for further investigation. Moved by Commissioner Trautmann, seconded by Commiesioner Stark to recommend to the Council that _t_he_._C_!ty take appropriate measures necessary to enforce Section 11.06, Subdivision 5 of Chapter 11 which requires that A minimum of one (1) tree be planned for every lot which is created by the subdivision process. 8 ayes, 0 nays.'
