Members present: Chairman Stoffel, Latch, Fischer, Linde, Trautmann, Walker, Kramer, and Stark Members absent: Glennie Student members absent: Humbert, ]Denn and Stoneberg Linde moved, Latch seconded to approve the Minutes of May 27, 1975. 8 Ayes - 0 Nayes. The City received three requests for variances from VARIANCES FROM the sign ordinance which becomes effective SIGN ORDINANCE June 30, 1975. The requests were from Mr. EarleGerth,s, 507 Vermillion St., Dakota Realty, 1304 VermitlioJ~St., and Sunset Motel, 1520 Vermillion St. All individuals seeking variances had applied for sign permits and received approval from the City staff. The petitioners contend that variances should be granted to them on the grounds that they received approval from the City, and the signs vary only slightly from the current standards. Moved by Com~nissioner Fischer, seconded by Conanaissioner Kramer to have the Planning Director consult the State about their regulations, and inquire as to what action will be taken by the State to remove signs that are located within the right-of-way. 8 Ayes - 0 Nays. Comnnissioner Trautnnann and Co]-nmissioner Stark were appointed to study the request for variances from the sign ordinance. Moved by Commissioner Latch, seconded by CommissionerANIMAL ORDINANCE Kra~ner to table discussion on the animal ordinance until the June g3rd meeting. 8 Ayes - 0 Nayes. Conxmissioner Fischer poin[ed out to the Planning PRIVATE SEWAGE Conqm~ssion nnembers that at the present time it SYSTEM ORDINANCE requires a 7/8 vote to grant a variance fronn the private sewage system ordinance, but yet the ordinance can be changed with a simple majority vote. Co~xmissioner Fischer suggested that any change in the ordinance should attempt to eli~inate this d,iscrepency· Commissioner Latch expressed concern that a 7/8 vote seems unreasonable for granting approval of private sewage systems which would eliminate any existing health problems. He felt that it may be more appropriate to require only a simple majority for approving a permit in situations where inGividuals were attempting to correct an existing health proble~n. Planning Commission Minutes -2- This matter had previously been referred to the Fischer Committee and further discuss[on was deferred until the Committee submits [ts recommendation. The planning Director submitted Co the planning Commission a list o[ criteria which could be used for evaluating new home occupation requests. The Plarming Commission mentioned that tra[fic and protection o[ property values are concerns wl~ich the Committee should address itself to in rewriting the ordinance dealing with home occupation permits. HOME OCCUPATION PERMITS Moved by Commissioner Trautmann, seconded by Commissioner Stark to recommend to the Council that they approve the renaming of streets as indicated in the memo [rom the Stoffel Committee, and that future north - south streets be given names, east-west streets be numbered, and the cul-de-sacs be designated courts. 8 Ayes - 0 Nayes. RENAMING STREETS- WEST HASTINGS CRITERIA FOR ELECTIN, NEW PLANNING COMM- ISSION MEMBERS Commissioner Fischer.submitted a ~nemo to the Planning Commission [or consideration regarding the appointment o[ new members. The report was accepted by the Planning Commission. Moved by Commissioner Kramer, seconded by Commissioner Fischer to adjourn at 9:36 P.M. 8 Ayes - 0 Nayes. ADJOURNMENT
