MONDAY, MAY 27, 1975
The meeting was called to order at 7:33 P.'M. by Chairman Stoffe[
Members present: Chairman Stoffel, Linde, Walker, Trautmann,
Stark arrived at 7:35.

Student Members absent: Stoneberg and Denn
The Minutes of the special Planning Commission meeting
of Monday, May 19, 1975 indicated that property would
be rezoned from R-1 to R-4 for 190 one bedroom apartment
units and it should read 109 units.

Moved by Commissioner Linde,' seconded by Commissioner
Walker to approve the Minutes of May 12, 1975. 6 Ayes-0 Nayes.
Moved by Commissioner Linde, seconded by Commissioner
Walker to approve the ~inutes of May 19, 1975 as corrected.

Moved by Commissioner Trautmann, seconded by
Commissioner Fischer to approve the request to
add ad-titional space to existing home occupation for a
photography studio. 7 Ayes - 0 Nayes.

Commissioner Fischer indicated to the Planning Commission
that perhaps a standard should be identified regarding the
notification of neighbors on requests for home occupation. The
matter was referred to the Fischer Committee.
Mr. Larson has a carport which is 1. 6 feet
from his property line and requests fi*bm the City a
variance for the construction of a garage which would be
three (3) feet from the property line. The request involves
a variance of one (1) foot.

Moved by Commissioner Latch, seconded by Commissioner
Fischer to approve a variance of one foot for the construction
of a garage. 7 Ayes - 0 Nayes.
At the present time, used car lots are permitted only in
a C~Z zoning district as a special use. Since there is
limited land in Hastings zoned for c-g, some Planning
Commission men~bers felt that it was appropriate to allow
within a C-3 district non franchised used car auto dealers.

In addition it was felt that due to the current economic conditions,
that the City should be flexible enough to recognize the need for
more used car dealers.
Moved by Commissioner Walker, seconded by Commissioner
Trautmann to deny a request to modify the current zoning
ordinance regarding used car sales lots. 4 ayes, 3 nays

The Planning Director explained to the Commission that
initially the property in East Hastings had been zoned
R-3 in hopes that multiple family development would occur
in the area and that such development would make the extension
of public utilities feasible. However, since the City adopted
no redevelopment plan for the area, what in fact has happened is
that people have been limited in the amount of improvements they
can make on their homes in any given year.
The residents of East Hastings sFggested their desire to have
the property in East Hastings rezoned to an R-2 district, and that
new develop~nent be prohibited. The Plan~ning Director suggested
that rezoning the property to an R-2 zone would not have any
significant impact since most of the property is currently being used
for single fa~nily residences. To limit new development in East
Hastings, the City should in conjunction with rezoning consider
differentiating between existing development, and their need to
correct any health problems that might arise, and new development.
The planning Director recommended that this issue be handled by
revising the ordinance on private sewage systems, and that this be
done in conjunction with the rezoning of East Hastings.
Moved by Commissioner Latch, seconded by Connn, issioner
Stark to accept the proposal of the East Hastings Committee to
rezone East Hastings. 7 ayes, 0 nays.
The Planning Conqmission referred to the Fischer Con~nittee
the matter of reviewing the private sewage system ordinance,
suggested that the Con,mittee ~eet with the City Engineer and
Planning Director on this n~atter.

Moved by Commiesioner Walker, seconded by Con~missiocer
Fischer to direct the staff to simplify the memo regarding
sign standards for the downtown area, and include a limitation
regarding the amount of temporary window signs that would be
allowed for presentation to the Council at their next n~eeting.
