HELD ON MARCH 10, 1975
The meeting was called to order at 7:36 P.M.
Members present: Chairman Stoffel, Walker, Trautmann, Latch, Linde, and Kramer
Commissioner Glennie arrived at 7:40 P.M.
Members absent: Fischer and Stark
Student members present: Stoneberg
Student members absent: Humbert and Denn
Moved by Commissioner Latch, seconded by Commissioner Trautmann to approve the
February 24, 1975 Planning Commission Minutes. 6 Ayes - 0 Nayes.
The Franzmeier s submitted a preliminary plat revised in accordance
with a request made by the Planning Commission at their February
?.4, 1975 meeting. In addition the consultant for the Franzmeier s
submitted an alternative to the orginal preliminary plat which
proposes to end 18th St. at Manor Lane and provide a small cul-
de-sac referred to as Manor Court. This development scheme would
create 15 new lots on 4.6 acres.

The consultant stated that the Franzmeier s prefer the second
alternative that they have presented to the Planning Commission,
and would be willing to have the Planning Commission call a Public
Hearing on the revised preliminary plat if the Planning Commission
felt that this alternative was more desirable than the orginal proposal.
If the P.C~ feels that the second proposal is not more desirable than
the orginal plat, then the petitioner would prefer that the P, C. act on
the proposal. Moved by Commissioner Trautmann, seconded by
Commissioner Kramer to set a Public Hearing for March Z4, 1975
regarding the revised preliminary plat for Louis Franzmeier.
7 Ayes - 0 Nayes.
At the February Z4, 1975 P. C. meeting, the Commissioners asked
that additional information be submitted regarding the following:
l.) actual dimensions of.the property; Z.) draining the site;
3. ) easement for the N.S.P. power line; and 4.) additional
space for meeting the City's parking requirements. The
petitioner supplied information from the surveyor clarifying the
actual dimensions of the Polka Dot lot, a revised drainage plan
which would not create ponding on the adjacent properties, and
a request that Polka Dot be credited with 30 parking stalls in the
garage facilities since this structure would be empty through the
course of the working day. A letter was presented from Mr. Hertog,
attorney for Polka Dot Dairy, indicating there was no utility easement
on the property in question, although he did not indicate whether or
not N.S.P. might have an easement simply because their power lines

have existed on the property for several years. Mr. Fran
Schuck was directed to obtain additional information from Mr.
Hertog regarding this matter. Moved by Comm. Kramer,
seconded by Comm. Linde to schedule a Public Hearing for
MarchZ4, [975.
Moved by Comm. Trautmann, seconded by Comm. Linde to
adopt the resolution entitled "A Resolution of the Planning
Commission of the City of Hastings Requesting Dakota
County to Petition for the Creation of a Watershed District".
7 Ayes - 0 Nayes.
Moved by Comm. Walker, seconded by Comm. Glennie that
the Planning Director create an occupancy and zoning compliance
certificate to be issued to all commercial and industrial
occupants within the City of Hastings. 5 Ayes, Kramer and
Trautmann - Nay.
Moved by Comm. Walker, seconded by Comm. Latch to
adjourn at 10:15 P.M. 7 Ayes - 0 Nayes.
