Stoffel, Walker, Glennie, Latch, Trautmann, Linde, Fischer and Kramer. Members Absent: Stark Student Member Present: Student Members Absent: Stoneberg tMmbert and Denn Moved by Commissioner Linde, seconded by Commissioner Fischer to approve the minutes of the February 10, 1975 Planning Commission meeting. 8 Ayes - 0 Nayes T~e Planning Director informed the Planning Commission that since the Council has not passed the ordinance which would add small animal clinics as a special use in a C - 3 zone, the Planning Commission cannot hold a Public Hearing on the Dr. Dayton request. It was suggested that to minimize the delay, the Planning Commission make a recommendation to the Council without a formal public hearing and allow the Council to hold the required public hearing. Moved by Commissioner Trautmann, seconded by Commissioner Kramer to recommend to the Council that a special use permit be issued to Dr. Dayton for an animal clinic at 220 East 2nd Street~ Hastings subject to a public hearing being scheduled by the Council and also that the permit be reviewed by the Planning Commission and Council one year from the date of issuance. 8 Ayes - 0 Nayes Chairman Stoffel informed the Planning Commission that the Planning Commission has been broken down into the following committees: 1. Kramer, Walker, Glennie, Humbert 2. Fischer, Linde, Latch, Stoneberg 3. Trautmann, Stark, Stoffel and Denn At 7:45 P.M. Chairman Stoffel opened the Public Hearing regarding B preliminary plat of the Louis Franzmeier property located at Manor Lane between 18th and 19th St. The Planning Director presented the Notice of Public Hearing, the Certificate of Mailing and the Affidavit of Publication. The Planning Commission members expressed concern about the proposed lot layout, and suggested that the petitioner revise the preliminary plat whereby more lots in Block 1 would front on the proposed Manor Lane. The concern was also expressed regarding the need for indicating a cul-de-sac, if the road may be extended sometime in the future. APPROVAL OF MINUTES SPECIAL USE PERMIT DR. DAYTON-220 E.2ND STREET SELECTION OF COMMITTEES PUBLIC HEARING PRELIMINARY PLAT LOUIS FRANZMEIER MANOR LANE Planning Commission Minutes (¢ont) February 24, 1975 After all people present were afforded an opportunity to be heard, The Public Hearing was closed at 8:30 P.M. Moved by Commissioner Fischer, seconded by Commissioner Walker that the petitioner investigate the possibility of rearranging Block 1 so that more lots front on the proposed Manor Lane, and that the discreprency that exists between the proposed property line along the north edge of the Franzmeier plat and existing lots to the east be resolved. 8 Ayes - 0 Nayes Chairman Stoffel opened the Public Hearing at 8:44 The Planning Director indicated that the Public Hearing had been duly called by citing the Notice of Public Hearing, the Certificate of Mailing, the Affidavit of Publication. After all people present were afforded an opportunity to be heard, the public hearing was closed at 8:45 P.M. Moved by Commissioner Kramer, seconded by Commissioner Linde to recommend to the Council that the Sisters of Charity property be rezoned from A to PI and that approval be granted for a preliminary plat subject to the petitioner paying the appropriate subdivision fees. 8 Ayes - 0 Nayes Polka Dot Dairy Corporation has submitted a preliminary plat and a site plan for a structure which consists of 7~432 square feel of office and a 11,300 square foot garage. The Planning Commission expressed concern on the following items: 1. there should be a clarification from the surveyor regarding the actual width of the Polka Dot site; 2o the petitioner should submit a plan to handle the internal drainage; a statement should be submitted regarding the lack of an easement along the east edge of the property line for the NSP power line; and the petitioner should submit plans for complying with the parking requirements stated in the staff memo of February 21, 1975. Moved by Commissioner Latch, seconded by Commissioner Fischer to table the Polka Dot request until March 10, 1975. PUBLIC HEARING PRELIMINARY PLAT AND REZONING SISTERS OF CHARITY 1ST AND FARM STREETS. PRELIMINARY PLAT AND SITE PLAN REVIEW POLKA DOT DAIRY 17TH STREET Planning Commission M~nutes (con?) February 24, 1975 -3- The Planning Director explained the staff report regarding annexation and Commissioner Latch informed the Planning Commission that the City would be meeting with Marshan on February 25, 1975 to discuss this matter. Moved by Commissioner Walker, seconded by Cormnissioner Fischer to refer to the Kramer Committee the matter of selecting criteria to be used for picking new Planning Commission members. 7 Ayes - Kramer 0 Commissioner Fischer presented a report regarding a meeting that was held by the Dept. of Natural Resources concerning the flood plain along the Vermillion River. Commissioner Fischer expressed a concern that despite what Hastings might do to protect its citizens from future floods, it appeared that other communities development patterns could have a detrimental affect on any effort that Hastings might make to minimize future flood damage. The Planning Director informed the Planning Commission that a state law allows for the creation of a watershed district with its major function being to eliminate some of the pmoblems that were mentioned by Commissioner Fischer. The Planning Commission indicated that the City should in- vestigate the possibility of creating a watershed district for the Vermillion River.
