FEBRUARY 10, 1975
The meeting was called to order at 7:40 P.M. by Chairman Linde.
Members present: Chairman Linde, Soleim, Kramer, Trautmann, Tanner and
Stoffe],. and Latch.
Members absent: Stark
Student Members present: Stoneberg, Humbert and Denn
Stoffel moved, Latch seconded to approve the minutes of
the January 7, 1975 Planning Commission Minutes.
7 Ayes, 0 Nayes.
APPROVAL OF
MINUTES
At 7:42 Chairman Linde called the Public Hearing to order PUBLIC HEARING TO
regarding amendment to the zoning ordinance which would AMEND C - 3 ZONING
allow small animal clinics in a C - 3 zoning district. The ORDINANCE
Planning Director read the Affidavit of Publication and the
Notice of Public Hearing. Dr. Dayton mentioned that at a previous
meeting there was concern expressed regarding noise to
surrounding property owners. Dr. Dayton stated that
adequate sound proofing could be installed to avoid
any problems with disturbing neighbors.
After all people present were afforded an opportunity to be
heard, Soleim moved, Trautmann seconded to close
the Public Hearing at 7:50 P.M. 7 Ayes, 0 Nayes.
Moved by tframer, seconded by Tanner to recommend
to the Council that the C - 3 zoning ordinance be
amended to allow small animal clinics in a C - 3
zoning district, excluding establishments with
outside runs and non-patient overnight boarding.
7 Ayes, 0 Nayes.
Moved by Commissioner Soleim, seconded by Commissioner
liramer to approve the 1975 thru 1979 Capital Improvements
budget as amended as a working document for the Council
to use for considering 1975 improvements projects. 6 Ayes,
Tr autmann, Nay.

The Planning Director instructed the Planning Commission
that the amendment to the C - 3 zoning district, which was
discussed earlier in the evening would allow,,as a special use,
the type of request that Dr. Dayton was making of the City.
The Planner recommended thataone year time limitation be
placed on the special use permit to allow additional protection
for the surrounding property owners. Trautmann moved,
Kramer seconded to schedule a Public Hearing for February
24, 1975 at 7:30 P.M. 7 Ayes, 0 Nayes.

Latch moved, Stoffel seconded to schedule a Public
Hearing at 7:45 P.M. on February 24, 1975 regarding
the Louis Franzmeier plat.

Kramer moved, Stoffel seconded to schedule a Public
Hearing regarding the preliminarv plat and rezoning
for the Sisters of Charity for 8 P.M. February 24, 1975

At 9:25 P.M., the resignations of Soleim and Tanner
became effective, and the following new members were
seated: Fisher, Glennie, and Walker.
Chairman Linde opened the floor for nominations for a
new Chairman. Stoffel moved, Fisher seconded the
nomination of Mr. Trautmann for Chairman. Fisher
moved, Stoffel seconded to close the nominations. One
aye, 7 names.
ELECTION OF OFFICERS
Linde moved, Trautmann seconded to nominate Lu
Stoffel as Chairman of the Planning Commission.
Fisher moved, Latch seconded to close the nominations
for Chairman of the Planning Commission. 8 ayes,
0 names.
Kramer moved, Trautmann to unanimously approve
Lu Stoffel as Chairman of the Planning Commission.
8 ayes, 0 nayes.
The floor was open for a nomination for a Vice-Chairman.
Walker moved, Kramer seconded to nominate Pisher as
floor Vice-Chairman of the Planning Commission. 8 ay.es,
0 names.
Stoffel moved, Glennie seconded to appoint Kramer as
Vice-Chairman of the Planning Commission. 8 ayes,
0 naMeS.
Linde moved, Latch seconded to place Trautmann's name for
consideration as Vice-Chairman of the Planning Commission.
8 ayes. 0 names. Stoffel moved, Fisher seconded to close
the nomination for Vice-Chairman.
Moved by Stoffel, seconded by Fisher to nominate Fred Trautmann as
Vice Chairman of the Planning Commission. 8 ayes,
0 nayes.
Moved by Trautmann, seconded by Latch to adjourn at 10:00
P.M. 8 ayes, 0 names.
