JANUARY 27, 1975
The meeting was called to order at 7:30 P.M. by Chairman Linde.
Members present: Chairman Linde, Soleim, Stoffel, Stark, Kramer, Latch
Members Absent: Trautman, Tanner
Student Members Present: Stoneberg, Humbert
Student Members Absent: Denn
Soleim moved, Stark seconded to approve the
Planning Commission Minutes of January 14, 1975.
Six ayes, zero nays.
APPROVAL OF MINUTES
Chairman Linde called the Public Hearing to order
at 7:30 P. M. After all people present were afforded
an opportunity to be heard. The Public Hearing was
closed at 7:38 P.M. Moved by Stoffel, seconded by
Kramer to approve a zoning amendment which woald
allow creameries as a special use in a C-3 zone.

PUBLIC HEARING - AMEND
C-3 ZONING
Tanner entered the Council Chambers at 7:45 P. M.
Doctor Dayton has requested that the City allow him
to establish a small animal veterinarian practice at
222 East Second Street. Since veterinary clinics are
allowed only in agricultural zoning districts, Doctor
Dayton has requested that the City consider amending its
zoning ordinance to allow a small animal clinic in a
C-3 zone. The Planning Commission agreed that a
small arrkmal clinic should be allowed within a Commercial
District, but that it should be a Special Use.
Moved by Commissioner Tanner, seconded by
Commissioner Kramer that the Planning Commission
call a Public Hearing regarding a zoning amendment
to allow small animal clinics as a Special Use within
a C-3 zone and that the Planning Commission recommend
to the Council to schedule the first reading of the
ordinance to change the code for February 3, 1975.

The Planning Director reported to the Planning
Commission that the 5% Pa~- ~ fee for platt {ng has
apparently been satisfied, as explained in Mr.
Bruce Peterson's letter from Industrial Builder's,
and based on the recollection of the City Attorney
and former City Engineer, John Pavidson.
Moved by Commissioner Tanner and seconded
by Commissioner Soleim to approve the final
plat of the Westview Shopping Center. Conditioned
on the fact that that portion of Westview Drive
which h as not been platted will be incorporated
into this plat. Seven ayes, zero nays.
The preliminary plat and rezoning for Sisters
of Charity has referred back to the Soleim
Committee for a final report.
Moved by Commissioner Soleim, seconded by
Commissioner Stark to recommend to the
Council the appointment of E.F. Fischer,
Mr. Brian L. Glennie, and Mr. Richard
A. Walker to fill the vacancies on the
Planning Commission. Seven ayes, zero nays.
Moved by Commissioner Kramer, seconded by
Commissioner Soleim to postpone the election
of officers until the February 10, 1975 Planning
Commission Meeting, at which time the new
members will be seated.
Seven ayes, zero nays.
Moved by Commissioner Soleim, seconded by
Commissioner Tanner to have the Chairman
appoint a committee to work with the City
Staff toFepare a report regarding the Capital
Improvements Program for the next Planning
Commission Meeting. Six ayes, Kramer nay.
Moved by Commissioner Kramer, seconded by
Commissioner Soleim to adjourn at Ih00P. M.
Seven ayes, zero nays.
