APPROVAL OF MINUTES Approve Minutes of the City Council workshop and regular meeting on July 18, 2022. Minutes were approved as presented. VI. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Resolution No. 08-04-22: Accept Donation from the Hastings Fire Department Relief Association to Purchase a Utility Task Vehicle (UTV) and Trailer 6. Resolution No. 08-05-22: Accept Donation from the Miesville Lions Club to the Parks and Recreation Department for the Score Board at the Hastings Civic Arena 7. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. X. REPORTS FROM CITY STAFF These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor as to what, if any, public comment will be heard on these agenda items. A. Public Works B. Parks and Recreation C. Community Development D. Public Safety 1. Edible Cannabinoids Wietecha introduced the reason that this topic is on the agenda is due to recent state legislation allowing sale of certain edibles infused with THC. Cities are approaching this topic from many directions. Putting this on the agenda is to determine if the Council has interest in exploring regulations around this topic. It is recommended that the discussion be send to the Public Safety Committee of Council. Employment is another area for review. Review of the licensing and possible revenue generation could be referred to the Public Safety Advisory Commission. Further discussion on timing of this review as there are likely already sellers in the City. Councilmembers agreed about sending the discussion to another body and provided input in to merits of sending the discussion first to Public Safety Committee vs. Public Safety Advisory Commission. Attorney Land has been researching this topic in her work with other cities and indicated that the law has no regulations around it. The community determines if there should be any sort of regulation. Council discussion on the difficult position the state legislature puts cities in with enacting this kind of a law. Resolution: Approve Small Brewer Off-Sale 128 Ounces Per Day License for Spiral Brewery Murtaugh presented the application for Spiral Brewery following the recent liquor ordinance amendment allowing small brewers to seek a license for off-sale of up to128 ounces per customer per day. This month the Rec + Art + Police event will be Wednesday, August 10, at Roadside Park.
