3) Skate park development. Director Bernstein met with a manufacture represnetive of skate park
equipment to discuss the purchase of Tier 1 equipment verses Tier 2.
NRRC currently has an inactive committee.
Meeting with neighborhood by Pioneer Park about possible location of Skate Park.
Potential sale of Tier 2 equipment and purchase two Tier 1 equipment and place at Lions
Park and Arena. More discussion after staff research.
4) Wallin Shelter update. Director Bernstein updated the commission on the construction of the
warming shelter at WalIin Park.
Construction in on schedule with a tight time frame for completion.
Block wilI not be sealed until spring.
Change order ordered to add photo cell for lights sun-ounding shelter.

5) Pioneer park redevelopment update. Director Bernstein gave a verbal update on redevelopment of
Pioneer Park.
Lights for skating rink were checked in operating today, December 14, 2004.
Invoice has been paid for hockey boards.
Potential fence to be added on west side of hockey boards to protect objects that are
headed for Pine Street.
Bathroom fixtures have been removed and new fixtures installed in warming shelter.
MOTION: A motion from O'Meilia to approve the proposed rates for the Aquatic Center for the
2005 season, 2nd by Brown, Passed unanimously.

6) 2005 Aquatic Park proposed fees.
Proposed fees for the upcoming season were proposed to the NRRC for approval. All
rates are proposed to stay the same with the exception of swimming lesson fees.
Commissioner Chri~ti!lnSOI1 requesLed a clarificatlOn of why infant rAtes for swimming
lessons are being raised .50 cents less than Level 1-7. Director Bernstein will check with
Facility Manager Johnson about recommendation.
7) -Civic Arena Update.
Furnace is due for replacement in the East Arena. Commissioner Vaughan asked if a
repair and replacement account has been set up for these repairs. Director Bernstein
informed the commission that one has not been set up, but is being developed in 2005.
The East Floor rink replacement will need to address Soon.
Staff is developing a capital improvement plan.

8) Parks Update.
Update was given to commission on trail replacement and maintenance.
Culvert was plugged at Lake Rebecca from sediment from the Mississippi River and
Beavers. Culvert was cleared and three beavers were relocated.
Grants applications upgrade for Sand Coulee area and Mississippi river flats were
submitted.
Buckthorn removal projects are being performed at Vermillion Falls.
Memorial Benches were installed at an estimated $400.00
Outdoor rink maintenance schedule was reported.
Potential restoration of scenic view of trail by Smeads manufacturing.

9) Rain Gardens.
Interim superindent Smith and Commissioner Vieth have been working on a seminar
pertaining to rain gardens.
Program and speakers are being prepared for event on February 15th at the community
room at city Hall.
Commissioner Brown recomri1ends contacting Vermillion Watershed for Education
do llars.
10) New business.
New logo was pre~ented to Commission.
Logo was discussed with City department leaders.
Potential logo on all parks trucks.
4 proposals were reviewed by staff
MOTTON: Commissioner Vaughan propos~d to accept logo as provided, second by Vieth, passed
unanimously.
2005 NRRC meeting are set for the second Tuesday of each month at 6 pm.
Update from Director Bernstein on staff policy for wmming shelters operations.
Commissioner Vaughan looked for input from NRRC as a potential outdoor spOlisman
club created to utilize Lake Rebecca for training sites for dogs, fishing clinics, outdoor
programming, bird watching.......

Ponding Basin Maintenance
BACKGROUND
The Parks and Recreation Department and the Public Works Depariment maintain
ponding basins that are located on City property. In some cases, City staff has worked
with resident homeowner associations to modifY a pond within a housing development on
the. association's property.
The maintenance perfonned on City owned ponding basins is to mow approximately
about once a month unless the ponding basin has a more active use. It has been standard
operating procedure not to mow up to the edge of the pond. By not mowing up to the
edge of the pond, a buffer is created to capture and filter any partials prior to enteling the
water system.
A meeting has been set up with the Parks and Recreation Departl11f:llt and the Puh1ic
V\TorkR Dcpartmtut to f0l111alize a pond maintenancc strategy. . The NRj{C. will be
updated with more infonnation as the two depariment's meet.

Featherstone Ponding Basin Mowing
Denny,
I don't know what type of seed was planted for the strip of land between the trail and
the pond. That work was done privately by the developer and supposed to meet City specs _
which currently call for MnDOT #70A mix for storm water basins & #50A for other areas.
The #70A mix is 2/3 smooth bromegrassand perennial rye grass with the remaining 1/3
switchgrass, timothy and creeping alfalfa. I can't tell you if this is a wetland mix or
not. The grading and seeding work was completed by a neighbor of yours, Ross Albertson.
The north side of the ponding basin and the playfields were completed a number of
years ago (early 90's?) and likely seeded with MnDOT's standard grass mix.
The mowing of the ponding basin is a strange mix of Parks and Public Works
responsibilities. The Parks Department mows the athletic fields and the north side of the
basin while Public Works mows the south side. Parks mows on a regular interval; Public
Works tries for a monthly interval depending on availability of workers and other
maintenance duties.
Cal and Lee met last week with Rich Mohnk and Richard Braun to discuss the mowing
around the basin. Apparently Rich & Richard had talked previously with Ron Gilbertson
from the Jackson St. townhome association. All parties agree to leave a 10 to 12 ft. wide
undisturbed strip adjacent to the ponds. Public Works will mow the steeper side slopes up
to the undisturbed strip on a monLhly basis.
While none of these ponds are classified as wetlands, I am very interested in hearing
what you learn from the DNR about seasonal mowing and wha~ times of the year we should not
mow in order to protect wildlife nests and hatchlings. Will we need to protect a larger
__area than the 10 to 1'2 ft. undisturbed area?

I felt compelled to send you a message regarding the messages I got from Denny. As a member of the NRRC I
am going to bring this up to the committee. I also sent Barry and Kevin those e-mails from Denny. It seems that it
is a lack of awareness by the surrounding landowners and residents of the role of these ponds of which I am not
sure either. Possibly live can help organize an awareness campaign of some kind. From the e-mails it sounds
like it is a'several issue problem.
I am also a member of HEP and as you have probably heard, we are planning in conjunction with NRRC, SWCD,
DNR a workshop about what homeowners can do to. help improve water quality in Hastings. The workshop will
be in 2 phases with raingardens being more the focus of the second one hopefully being held in March.
I am looking forward to meeting you and hopefully we can help with some of these problems with public
perceptions about: what the ponds are, what they do, how they should be treated and vegetation issues.
Hopefully whatever we as members of HEP do as a public interest group we can help clear the waters instead of

Friends of the Mississippi
BACKGROUND
The Parks and Recreation Department has been working with the Friends of the
Mississippi on natural prairie grass restoration on the Hastings river Flats property. This
work has been ongoing for approximately two years. Once again this smlliner, it is the
desire to work with the Friends of the Mississippi to continue to monitor plant and
relTIOVe any noxious weed"s. on this property.
The cost estimate for 2005 is approximately $5000.00. This work will be paid through a
greenway grant that vvas received last year.
A l11eeting has been scheduled vvith this group in January to- "discuss final details of this
proposed agreement.

As discussed at a previous NRRC tneeting, the Parks and Recreation Departn1ent has
proceeded into an agree~nent with Dakota County groolning of a cross country ski trail on '

contract has been reviewed by our city attorney.

JOINT POWERS AGREEMENT BETWEEN THE COUNTY OF DAKOTA
AND THE CITY OF HASTINGS
FOR SNOW GROOMING SERVICES
This Joint Powers Agreement (Agreement) is made and entered between the County of Dakota, a political
subdivision of the State of Minnesota (hereinafter "County") and the City of Hastings, a public entity located within Dakota
County (hereinafter "Public Entity").
WHEREAS, the County through its Parks Department owns seasonal equipment and employs and trains park
maintenance staff to operate snow grooming equipment capable of leveling, compacting and grooming snow surfaces as
well as vehicles for transporting such snow grooming equipment; and
WHEREAS, a Winter Trail Grooming per hour fee available to public entities only by agreement with the County is
established annually by Dakota County Board of Commissioners by Board Resolution approving the Dakota County Parks
Department fee schedule; and
WHEREAS, the Public Entity owns and maintains recreational facilities that are available for use by the public and
desires to purchase snow grooming services from the County in accordance with the terms of this Agreement; and
WHEREAS, the County is willing to provide snow grooming services to the Public Entity at the hourly rate that
covers the County's costs for provision of such service, when overtime for County staff and equipment is available and if
services are available as requested by the Public Entity; and
WHEREAS, the purpose of the County providing snow grooming services to the Public Entity is to perform on
behalf of the Public Entity a service which that Public Entity would be authorized to provide for itself; and
WHEREAS, this Agreement is made pursuant to the authority conferred upon the parties by Minn. Stat. ~ 471.59.

NOW, THEREFORE, the Public Entity and County agree as follows:
1. Term. Notwithstanding the dates of signatures of the parties, this Agreement will be in full force and effect
from the date of execution of the parties through June 30, 2009, or until otherwise terminated in accordance with th~
provisions of this Agreement.
2. IYPes of Winter Trial Grooming Services Available. Winter trail grooming services available through the
County include snow grooming cross-country ski trails, ski skating trails, winter hiking trails, skijoring trails, tubing hills, and
sledding hills. .
. 3. Public Entity Request for Services. The Public Entity must make all written requests for snow grooming
services, specifying the place and the type of grooming services being requested, through the Dakota County Parks
Department Liaison named below.
4. County Response to Request for Services. The County, through its Liaison, will respond with equipment
and operators to groom the trails or hill as soon as .an operator and equipment can be made available. The County will
give an estimate of the date and time services will be available. The parties agree and ackno\o/Iedge that snow grooming
and maintenance of the County's snow surfaces in the various County parks and properties will receive first priority for
grooming, as needed. Further, the Public Entity understands that the County may have similar agreements for winter trail
grooming services with other public entities, and the County, at its sole discretion, will coordinate provision of services to
such public entities. The County understands that the Public Entity may cancel its request for services in writing upon
reasonable notice to the County.
5. Costs and Payment for Services. The County will invoice the Public Entity and the Public Entity agrees to
pay for services, within 35 days of date of the County's invoice, at the hourly rate set forth in the Dakota County Parks
Department Board approved fee schedule in effect for the calendar year in which services are requested.
6. County Employees. Any and all County employees involved in the grooming operations actually
OerfOrmed by the County pursuant to this Agreement will be and remain employees of Dakota County; and any and all
claims that may arise under the Worker's Compe~sation Act of the State of Minnesota on behalf of said employees while
so engaged shall be the obligation and responsibility of Dakota County.

7. Mutual Indemnification. The Public Entity agrees to defend, indemnify and hold the County harmless
against any and all claimsJ liability, loss, damage or expense, including reasonable attorney's fees, arising under the
provisions of this Agreement and caused by or resulting from the negligent act or omissions of the Public Entity employee5,
or agents, including claims of negligent design, supervision or operation of the Public Entity's recreational facilities.
The County, for its part, will defend, indemnify and hold the Public Entity harmless against any and all ~Iaims,
liability, loss, damage or expense including reasonable attorneys fees arising under the provisions of this Agreement and
caused by or resulting from the negligent act or omissions of County employees or agents while engaged in the process of
loading, unloading and operating the grooming equipment on the Public Entity's property.
8. Termination. This Agreement may be terminated by either party upon ten (10) days written notice to the
other party (to the person/successor signing this Agreement on behalf of each party). In the event of termination both
parties shall be relieved of any further obligations arising from this Agreement, save and except the obligation of the Public
Entity to pay for services provided by the County prior to termination.
. 9. Liaison. To assist the parties in the day-ta-day performance of this Agreement and to develop services,
ensure compliance and provide ongoing consultation, a liaison shall be designated by the County and Public Entity. The
parties shall keep each other continually .informed, in writing} of any change in the designated liaison. At the time of
execution of this Agreement, the following persons are the designated liaisons:
