BACKGROUND
I have received an em ail from True Ride (enclosed) with infonnation about the
possibility of either moving our existing skate park, moving our skate park and making it
tier 1 and the possibility of utilizing some pieces into a tier 1 park. Since I received this
email, I have contacted True Ride for additional infonnation on equipment cost for a tier
1 skate park.
Decisions:
. Do we proceed with conducting a neighborhood meeting for the area surrounding
Pioneer Park? If not, other alternative locations for future location of a skate

. What direction would the NRRC like staff to investigate? Tier 1 or move existing
park?

Hello Barry-
I've been looking into options for your tier /I skate park. Like we talked about last week you wanted be to get
some estimated prices back to you for:
1. Moving your tier II park to an alternate location
2. Use some equipment and add new for a tier I park, possibly selling left over tier /I equipment
3. Cut down tier /I equipment into tier I equipment.
Here is a break down for your options:
1. Moving your equipment to a more public area to reduce vandalism is probably the most cost effective
option for your park.
An estimate for this is broken down into these general costs:
1. LABOR 3 DAYS 4 CREW $4,200
2. FORKLIFT 2 DAYS $600
3. LODGING 3DAYS 4 CREW $600
4. FLATBED TRUCK ~ DAY $425
5. EXCESS MATERIALS $910
ESTIMATED TOTAL $6,735
2. The option of adding to the existing park some tier I pieces can be explored but it raise several questions.
Which tier /I pieces would be removed if any to allow for more room? What pieces qualify for a tier /I
are pieces A, B, 0, E. Technically piece C is not a Tire /I but it cannot be used effectively in a tier I park.
Do you want to still move your park if it is a tier I? Is it an option to have 2 parks? We can look into some
design options for any of these choices
3. Finally, there is cutting down the tier /I park to a tier L This option would be extremely time consuming and
expensive. Unfortunately it is more complicated than simply cutting the top of the ramp off to reduce its
E;ize. The entire -transition must be changed in order for the ramp to continue to be rideable. This would
require the complete disassembly of all the ramps and to recut the templates (what makes up the
transition, they are every six feet Ulider the ramps). It is difficult to determine the cost of materials for a
project like this. There are inevitably going to be some materials destroyed in the complete disassembly
process. Also, the disassembly to move the ramps is not as extensive as the process of cutting down the
ramps. Most of our ramps are built in a controlled environment in our factory. To reconfigure on site would
take much longer and may not have ability to be as accurate as what we normally demand for our
construction.

Arena
Found a glycol leak on 5" main header to supply chilling to East ice sheet, leaking about 1.5 gal
an hour we are catching this glycol with a cake pan under header and vacuuming it every 45
minutes then pumping it back in to system. Rink systems will be here wed 2/2/05 to try and temp
repair till seasons end. Other things of interest this week end their will be the junior gold and
under 16 boys youth tournament, High school girl are now in their play downs with the boys to
. start 2/15/05 were has the time gone. Dry floor activities are set to begin on 3/24/05 with co-ed
soccer then HY AA soccer and ball to start after Easter 3/28/05 for 7 weeks. East locker room
furnace should pass counci/2/7/05. Stilf are working with New Mech and Filters on a solution to
getting oil back to the 2 compressor the oil is being misted over to the chiller and there needs to
be a way to pump it back to the compressors, the punch list has not been completed on the
refrigeration project as of yet. .

· We are gearing up to send out return staff letters
· Reviewing the timeline for coping stone replacement. Fall may be a better choice.
· 2005 schedule will include new evening water aerobics classes

Parks
· Review and updating of Tree Care Company Licensing in Hastings. With the
addition of requiring companies to register with the MN Dept. of Ag and an
increase in the fee.
· The crew continues to monitor the aeration system on Lake Rebecca on a daily
basis. The Hastings news paper had a small article on the system that they
received information for us to write.
· Thanks to NRRC member Phil Vieth we were able to do another cable TV
segment of the Parks Perspective. This program was on the upcoming
presentations about Landscaping for Water Quality and Rain Water Gardens.
· The ice rinks have been maintained daily this past month; cleaned on a daily basis
and flooded almost every weekday.
· Only one notable equipment failure has occurred. That was a hydraulic line that
broke and it took about a day and a half to get parts and do the repair.
· The new Skid Steer Loader has arrived and the crew is going through a 4 hour
training exercise to become safer and better operators. Weare doing the training
in segments when our maintenance responsibilities allow.
· The one snow incident was cleared by the end of the working day on Monday the
24th of January.

BACKGROUND
Year end Report
I have enclosed a year end report for your review, This report details goals, objectives
and fiscal information.
Canoe Landing
I have attended two meeting with people who are interested in pursuing a canoe and
kayak landing on the Vennillion River. Interested parities include people from the DNR,
Rapids Riders and MN Canoe Association. I recently conducted. a meeting with Steve
Kline - BARR Engineering, Nick Egger, City Engineer and Tom Montgomery, Public
Works Director to discuss this project.
It is felt that if we could vacate the dangerous road crossing from CP Adams Park across
10th St., this project may be worth while. I have asked Steve Kline to give us cost
estimates on this project. I hope to have additional updates for you next month.
Encompass Report
If you recall, I commissioned Encompass Engineering Consultants to dissect issues
relating to the aquatic center. Their results are enclosed. I have forwarded this
infonnation to the City Administrator, City Council as well as the City Attorney for
reVIew.
Party Wagon
The Lions Club is very interested in donating to the City of Hastings money to purchase
and supply a party wagon. I am researching equipment, trailer and decal costs. The
Lions Club wishes the total cost of approximately $10,000 to be played over two years.
After seeking an opinion from the City Administrator, this arrangement has been done
with previous contributions.

At your request an investigation of the coping stone failures at the Ha.c;tings Family Aquatic
Center has heen c<nnpJeted. The.investigation consisted of a site inspection at the Aquatic
Center, a review of photographs taken of failed coping stones, and a review ofrelevant
constmction documents, including the project design drawings, dated April 2, 1998, and project
specification:;, produced by Grem.mer & Associates Engineers..
I, BACKGROUND

L 1. The liastings Family Aquatic Center was constructed in 1999. Gremmer & Associates
was the project engineer and aquatic designer, Glohal Specialty Contractors installed the
coping stones, and Aquatic Design, Inc manufactured the coping stones. .
1.2. Numerous coping stones have recently undergone sudden and catastrophic failure: the
coping stones have fractured and fallen into the gutter Qver which they span. During the
past several years, a total of seven coping stones have failed; six of these failed in the
spring of 2004.
1.3, Replacement coping stones have bcen procured and installed ill their place. These
stones are of a similar shape and style, but vary dimensionally at critical locations and
differ in COIOL
2. OUSERV ATIONS
2.,1.. The site inspection~ which was perfonned by Kent Jones on October 26,2004, revealed
the following:
2..1. 1. All ofthe failed stone locations are at the east end of the pool; five of the
locations are at the c(;mers.. A portion of one ofthe failed stones remained on
sire and was taken by Encompass for further evaluation.

2..1..2.. Visual examination of the relnaining coping stones identified two additional
stones containing significant cracks (see attached photographs). The cracked
stoiles are located in the zero-depth arca ofthc pooL Both stones are cracked

near their support points: one at the pool-side support, and one at ~he concrete
slab-side support"
2: 1.3. At the time of the inspection, almost all water had been removed from the pool.
The majority of the sealant at submerged locations and at the perimeter of the
coping stones was completely deteriorated.
2..2" Inspection of the photographs taken of the failed coping stones shm.vs .the failure plane,
of a comer stone to be adjacent to the stone's support on thc concrete slab side of the
gutter (see the attached photograph of stone nos. 4 and 5). The failure planes of the
other stones could not be determined from the photographs.
3. ANALYSTS
3.1.. COJ'lNO STONES
3.L1. Secti~n 13162 of'the project specifications contains the fCillowing requirements for
the manufacture of the coping stones:
A1ininwm oIl-day compressive strength 0.f9,300 p.~ifor large diameter
cylindef~ andjle:xural strength exceeding 2,200 psi.. All copings.:
rei1-~(orced with 5/8" fiberglass rear.
3.L2:There arc no known coping stone components that are specifically or generically
referred to as "fiberglass rear"; however fiberglass rebar is an acknowledged
reinforcement type. One that would be well suited for use in a caustic environment
such as chlorinated water. It is obvious that the word "rear" is a typographical
error, and was intended to be "rebar".
3.1.3. Material testing was performed on asample of coping stone taken from a failed
stone. The testing resulted in a compressive strength, flexural strength, arid water
absorption rate that mqct the requirements of the project specification. However,
no reinforcement of any type was observed within the failed section of stone.
Additionally, none of the failed stones shown in the photographs exhibit any
reinforcement
3J.4. The incorporation offihergJass reinforcement inio the coping stones would create a
stone with significantly greater strength than an un-reinforced stonc.
32. SEALANT
32.1. Section 13155 of the proj ect specifications contains the following requirements for 0
the installation of swimming pool sealant:

For use in swimming pool tank, pool deck, filter tank, surge tank and
underwate;-locatiol1s. One of the following products.: Sikaflex 221,
Vulkem No, 116.
3.2.2. The specified sealant are polyurethane sealant. A portion of the original sealant
from a submerged expansion joint was removed from the pool and analyzed in an
FTIRspectrometer by Legend Technical Services Inc. me analysis confinns the
existing sealant is a polyurethane See attached analysis report
3.23. The usc of a polyurethane sealant in areas of continued contact with cbJonnated
watcrresults in premature detcrioration.ofthe !\ealant. Sika does not recommend
installing Sikaflex 221 in this type of enviromnent. Vulkem endorses their 116
product for this application; however, painting the sealant surface is required. No
paint was observed on any of the sealant
3,2.4.1n addition, the extensive am.oimt of sealant adhesion failuresohserved indicates
that improper surface preparation contributed to the premature sealant
deterioration..
4. CONCLUSIONS
4,1. Thc lack of 5/8" fiberglass reinforcement within the coping stones was the likely ~ause
of all coping stones failures..
4.2 Based on the increasing nUmber of failures, it is likely that additional Uil-reinforeed
coping stones will fail
4.3. A combination ofimproi1er surface preParation and the use of a polyurethane sealant at
locations in contact with chlorinated water resulted in the observed sealant deterioration"
5. RECOMME-NDATIONS
5.1, At a ll~jnimum, the two cracked stones and allun-reinforeed stones should be identified
and replaced with reinforced coping stones.
S"l.l.Non.-destruetive examination ofthe coping stones can be accomplished via x-ray or
ultrasound technology. All remaining coping stones would need to be examined,
and all stones without reinforcement sboul<i be removed and replaced.

5.,1..2. Two local testing companies that perfom1 this type of non-destructive testing are
Braun Intertec and American Engineering and Testing, The cost associated with
examining aU stones would likely not exceed $8,000.

5.3. Prior to proceeding with replacement, we recommend that a third party independent
testing company confirn1 the capability of the reinforced coping stones.
5,4, The existing sealant should be removed from all submerged locations and from tbe
perimeter of all coping stones. Replace with a po]ysulfide sealant and cornpatible
primer, such as Pecora Synthacaulk GC-2 Plus and Pecora P53 primer..
. .

Roberts Rules of Order, as amended. Such by-laws and future amendments
thereto must be approved by a majority vote of the Council prior to becoming
effective.
Draft a memorandum of agreement with the State Department of Human
Rights for the purpose of determining regulatory and enforcement
procedures.
Enlist the cooperation of agencies, organizations and individuals in the
community in an active program directed to create equal opportunity and
eliminate discrimination and inequalities.
Formulate a human relations program for the City to give increased
effectiveness and direction to the work of all individuals and agencies
addressing themselves to planning, policy making and educational
programming in the area of civil and human rights.
Advise the Mayor, the Council and other agencies of the government on
human relations and civil rights problems. Act in an advisory capacity with
respect to planning or operation of any City department on issues of civil and
human rights and recommend the adoption of such specific policies or
actions as are needed to provide for full equal opportunity in the community.
Develop in cooperation with the State Department of Human Rights such
programs of formal and informal education as will assist in the
implementation of the Minnesota State Act Against Discrimination and
provide for the Commission's assumption of leadership in recognizing and
resolving potential problem areas in the community.
The Commission shall function as an agency of City government with access
to and the right to utilize, as deemed necessary by the Commission
Chairman, the facilities, administrative personnel and City advisors (City
Engineer, Attorney, etc.). The Commission shall, so long as it abides with the
by-laws, cited above. Minnesota State Statutes, and this Section, have the
full and complete legal support and protection of the City.

SEC. 2.12. NATURAL RESOURCES AND RECREATION COMMISSION.
SUBD.1. ESTABLISHMENT. It is hereby amended to read as follows:
The Natural Resources and Recreation Commission formerly known as the Natural
Resources and Recreational Advisory Commission, is hereby continued in existence.
SUBD. 2. COMPOSITION. The Commission shall consist of seven (7) members,
all of whom shall be non-council persons. They shall be elected as follows: When a
vacancy occurs or is about to occur, applications shall be requested from the residents of
the City. All applications shall be submitted to the Natural Resources and Recreation
Commission for review and recommendation. The majority choice of this Commission shall

be presented to the Council for approval. A member or members of this Commission may
present a minority choice to the Council for consideration and approval. If the Council by a
majority of its total membership is unable to agree upon a person to fill the vacancy, the
matter shall be referred back to the Commission for a different recommendation. This
process shall continue until the vacancy or vacancies are filled.

Staff Advisor. The City Planner shall serve as an advisor and recorder to the
Natural Resources and Recreation Commission.
Commission Chairman. The Chairman shall be selected from among the
membership. Should the Chairman resign, the vacancy shall be filled by the
Commission for the balance of the term. The Chairman, or his designee, shall
report to the Council orally or in writing at each meeting.
Term. Members of the Commission appointed by the Council shall serve for a term
of two (2) years, beginning with the month of January of the year of appointment. A
person appointed to fill a vacancy due to resignation of a member or otherwise shall
complete the term of the person replaced. Members shall not serve more than
three (3) consecutive terms of two (2) years each.
Meetings, Etc. The Commission shall hold at least one regular meeting each
month. It shall adopt rules and shall keep a record of its resolutions, transactions
and findings, along with the vote of each member. This record shall be a public
record. A majority offive (5) members of the Commission shall constitute a quorum.
Each member of the Commission shall have one (1) vote on each issue.

serve without pay, but may be reimbursed for actual expenses if funds therefor are
