Lake Isabel Project Update
Background Information:
For the past several months, the Parks and Recreation Staff, City Engineers and
BARR Engineering have been working on the proposed improvements at Lake
Isabel Park. This combined effort has been beneficial as to review concepts
and designs of any potential improvements.
I have enclosed, for your revie~, a copy of the latest design for the Lake Isabel
project. I have also enclosed some cost estimates for this project.
I would like to recommend to the City Council that we proceed with bidding
out the dock, erosion control, removals, dredging, miscellaneous and some of
the restoration work with the parking lot being an alternate bid or a 2008
project. The estimated project cost is in-line with what we anticipated; the
2007 funding does not have allocated to entirely complete this project and
therefore, utilizing an alternate bid or a 2008 project is warranted.

Hastings family Aquatic Center
Background Information:
After seven years of use, the Hastings Family Aquatic Center experienced
some breakdowns in the water riders play equipment last season. Due to these
breakdowns and the inability to secure replacement parts because the company
no longer manufactures this equipment, this equipment was removed from the
pool for safety reasons. I am recommending to the City Council two options
for replacement equipment. The replacement equipment will be located where
two water riders were located in the zero depth area.
Included in this information is a brief report from Darbie Johnson on the two
pieces of equipment that would be able to be retrofitted into our existing area
with little modification.
Out of these two features, it is our recommendation to purchase option #1 as
we will then be able to attract the infant population as we are lacking in play
features for this age group. The purchase price for this option does not exceed
the 2007 budgeted figures.

Re: Water Rider Replaeemen ggestions
As the 2007 summer season approaches, I have researched several ideas for the
replacement of our broken water riders at the Hastings Family Aquatic Center. During
the research process, I took into consideration age group we would like to target, price
range, and current available water source. Attached are 2 options I would like to offer to
you for suggestions, comments, and or recommendations. Due to the limited water
supply option, I have chosen play features that are activity driven or do not require a
Water supply.
Please review the attached 2 options and contact me with questions or comments. Thank

Products: Baby Bungee & Water Bike
I feel these two items would be a great addition to our zero depth area. The Baby
Bungee will appeal to the mothers of young children. Tots can bounce up and down
in the secure bungee swings while staying in a shaded area of the pool. This
feature would sit in no more than 6" of water. I am suggesting yellow canopy and
red swings. The water bike is a feature that requires pedaling of the bike to expel
water out to a 20' range of spray. This feature would sit in approximately 5"-6" of
water.

This is another option to appeal to the mothers of young children. The plus to this
feature is that there are more swings. The downside of this feature is that it is
not shaded, which could be a concern for small children's parents. Both features

Re: Summary Statement of Initial Work Session
The following summarizes the discussion and input from Task Force members during the initial work session. The summary should
be viewed as the first step in the process of preparing the park, open space, and trail system plan. The various bullet points provide
a shopping list of items that need to be considered and resolved. It should be expected that this list of issues will expand as the
process moves forward. The discussions items are organized under general headings, although issues tend to overlap.
Parks:
· Existing infrastructure of parks need to be reviewed to determine how well they seNe the needs of the community
· Parks location relative to the neighborhoods they serve should be reviewed, along with their interconnection via trails
· Ease of park access needs to be reviewed
· Size of parks - are they appropriately sized for their dassification and use .
· Parking - can be an issue in neighborhoods when parks are used for programmed activities
· Appropriateness of using neighborhood parks for programmed athl~tic use is an issue that needs extensive review, with the
main concern that some parks are used as mini athletic complexes; safety of mixing athletic uses with neighborhood uses
needs to also be considered .
· Outdoor ice rink locations - need to determine if current policy of placing rinks on a ward basis is the be.st approach; also
need to consider alternatives, such as refrigerated rinks in a few select locations to extend season
· Tennis courts have been popular, and need to develop an understanding on how many are needed
· Dog parks need to be considered
Athletic Facilities:
· General concern of a growing shortage of the right kind of facilities centrally located and consolidated to gain efficiency of scale
· Current approach is "pushing" neighborhood parks too hard, with issues listed above becoming more paramount concerns
· The impact of the YMCA coming to town needs to be factored into the planning process
· Also need to identify and consider the impacts that newer sports will have on the demand for facilities, especially green space
for growing sports like lacrosse
· Facility standards need to be reviewed to ensure that facilities being used for a given activity are suited to that use
· Accommodating toumamentplay needs more consideration
· - Defining a proper location for the skate park is an important planning issue
· Aquatic facility remains highly regarded and important tothe community
· Need to consider sand volleyball
Trails:
· Trails are popular; need to make sure that users can get from "A" to "B" without much interruption
. · Quality of trail experience is important, with a focus on higher recreational value to the use, along with safety

· Signage needs to be better to make it easy to get around and know where you are
· Need to make the connection from the hospital area over to Spring lake Regional Park Reserve
· Existing trails need to be reviewed in terms of quality and value to the system; "dead end" trails espedally need to be reviewed
· Winter trail opportunities also need consideration, especially cross-country skiing and winter hiking
Natural Areas:
· City needs to seriously pursue opportunities along river to preserve that area - in concert with Dakota County and DNR
· Need to focus more on programming opportunities/nature interpretive programs
· Need to do a better job of educating the community about nature issues and preserving open space for the future
· Need more passive connections to the river, which is the natural draw that has not been fully appreciated by past plans
· Opportunities to expand access to the lake Rebecca and lake Isabel areas need to be explored
· Vermillion River offers many opportunities that should be taken advantage of in the plan, including water trail
Other Park Issues:
· Historic sites need to be considered
· River access - docks, downtown area access, etc. - need to be a part of the plan; this is a missed opportunity
· Shooting range - how should that be handled
· Implementation evaluation form
Programming:
· Opportunity to grow/expand upon what we already do - especially seniors, nature programs, interpretation, and general
recreation
· Passive-type programming
· Get people out in the parks more, especially natural areas
· Use website more effectively
· Adopt-a-program idea - is this type of thing viable?
