4) Parks Comprehensive Plan Presentation: Jeff Schoenbauer from Brauer & Associates presented the proposed Parks
Comprehensive Plan t~ those present. Mr. Schoenbauer explained that the plan is meant to build on the current
infrastructure. Since more and more neighborhood parks are being used for organized athletics, he encouraged cooperation
between the City and the School District. Councilmember Schultz asked if this should be done by expanding the Joint
Powers Agreement. Mr. Schoenbauer suggested having the athletic associations get more involved with requests to the
School District for facility use. Vet's Athletic Complex is a great facility, but the entrance to the park is not ideal. Mr.
Schoenhauer suggested a concept which would move the main entrance to be off Highway 61 through Vermillion Palls
Park. Commissioner Vaughan suggested another possibility could be to use lOth Street by Bull Frog Pond.
Another concept that was a part of the comprehensive plan was a destination loop trail. Mr. Schoenbauer explained that the
quality of trails has been fO\lnd to be more valuable than just the quantity. Dakota County has similar ideas for some of the
trails that would connect Hastings to other parts of the County, so we could get some help from them. Mr. Schoenbauer
stated that greenways and trails are the highest valued amenities in a community.
This plan will also take a look at utilizing riverfront opportunities more. People in the community seem to feel that this is
an undemtilized resource that the City should be taking advantage ot:
Commissioner Vaughan asked what should be done with parks as demographics change, perhaps including more seniors
instead of young families. Mr. Schoenbauer encouraged designing parks with all age groups in mind - perhaps adding
more gardens, benches, and walking paths, in addition to play features for children.
CounciImember Schultz expressed concern that some of our current trails run along busy roads and highways. Some parts
of the community get cut off because of these busy crossings. Mr. Schoenbauer explained that there is a need to create safe
trail crossings, perhaps overpasses or underpasses and that having a major destination loop makes this more economically
feasible. CounciImember Schultz added that eventually, there will be a new bridge over the Mississippi River, and that it is
important that it be bike & pedestrian friendly. Mr. Schoenbauer will add more detailed bridge and trail concepts to the
plan.
Councilmember Schultz discussed the redevelopment of Levee Park and stated that the Council still feels very strongly that
this park be redeveloped and that the original plans are still valid. Mr. Schoenbauer agreed that if the plans are still valid,
there is no need to'get rid of them, but that we can consider adding other amenities if desired.
Commissioner Vaughan asked about the possibility of a community center. Since this would be a large, stand-alone
building, a feasibility study should be done. This is nol focused on in this plan.
CounciImember Hazlet asked about the plans that were done some years ago for lake Rebecca. Could those plans still be a
port of this new plan? As long as the plans are still CWl~ll~ tht;r~ i~ no problem in keeping them - they can possibly just be
updated a little if necessary. CounoiImember Hazlet also expressed concern that while the idea ofa destination loop trail
looks good, it may be difficult to implement with the developers. Mr. Schoenbauer stated that at this point in the planning
process, we are just trying to focus on whether or not the vision looks good. If it does, implementation strategies will be
developed at a future time. He also emphasized the need to think in terms of, "What do we need to do to get the developers
. .to go along with our plan?" instead of the zero-sum gain ideal that has been the norm. J?irector Bernstein and Mr.
Schoenbauer both stated that future park plans cannot be funded strictly through park dedication. Other funding sources
will need to be developed.
Director Bernstein asked if those present would be in favor of expanding Vet's Athletic Complex to minimize the use of
our neighborhood parks for organized sports. There was agreement that this would be a good idea as long as access to.
Vet's Park can be improved. Councilmember Hazlet also said that having sports fields in one complex would minimize
staff having to drive all over town to maintain them.
Mr. Schoenbauer stated that he will speak with the Planning Department regarding access to Vet's park. and other traffic
concerns that were raised. He anticipates having the Parks Comprehensive Plan ready by the end of September.

.5) 2008 Budget Discussion: Director Bernstein reviewed the major expense items for the 2008 budget. Included in these items
were Office Supplies and Equipment, Vehicles and Equipment, and Park Facility Improvements. Commissioner Vaughan
9,uestioned the use of the wording "Capital Improvement Plan" when some of the expenses are for repair or maintenance
items. Director Bernstein acknowledged that the terminology"is probably incorrect as he just tends to include any high
value projects in this plan. Councilmember Hazlet recommended renaming the plan the "Major Improvements Plan" and
listing which of the items are capital improvements and which are parts of the maintenance plan.
Director Bernstein mentioned that the mini-golf course that is being considered for the HF AC would be to increase
revenue. By adding amenities, it is hoped that people will continue to visit the HF AC year after year. The course would in
no way affect the Roadside Memorial, and could be either 9 or 18 holes, depending upon space. There would be two '"
separate fees charged - one for the pool and one for the mini-golf course.. Two controlled entrances are envisioned - one
leading directly from the pool area into the course, and one that could be accessed separately, without entering the pool at
all.. It was recommended to get neighborhood input on this idea and things like lights, noise, etc. Commissioner Vaughan
also recommended having 18 holes if at all possible, and stressed that location is key for an amenity like this - it needs to
be with another high traffic area, like the HF AC. Commissioner Vandehoef mentioned that having a mini-golf course at thF" ":

pool could possibly add to the seasonal usage of the concession stand. .
Commissioner Nelson then asked about the Park Improvement Request Process that the NRRC has created.
Councilmember Hazlet stated that as we assist people through this process, we should mention that cost sharing and
community fundraising for projects is very helpful. He expressed appreciation for the hard work of the NRRC and said that
the Council values their input. Councilmember Schultz mentioned that she still gets people who try to circumvent the
process by coming to her directly, and that as an elected official, she has a difficult time turning them away. Commissioner
Vaughan hoped that this process was in the best interests of the entire city and that we could encourage our residents to use
it. Commissioner Schommer commented that maybe instead of having residents skip the process, any NRRC members or
councilmembers who are approached for park improvement requests could offer to assist the resident with the process.
Commissioner Vaughan asked about park dedication funds - can they be used for the entire city or do they need to be used
in each specific ward? Councilmember Hazlet said that the only stipulation is that it has to be used for capital items.
Councilmember Schultz added that the state regulations say the money must be used "in the area of the development."
Director Bernstein stated that the city does use the ward system, but that it is his understanding that if a park is designated a
community park as opposed to a neighborhood park, money from other wards can be used. Councilmember Schultz
expressed concern about the relatively low amounts of money in park dedication for both Wards 2 & 3 and the limited
opportunity for development in those areas.. She also stated that she has a difficult time telling residents in her ward that
money from their developments was used to fund a park project across to'WD.. Commissioner Schommer stressed the need
to find other ways to fund projects, besides state money or park dedication funds, because they will not always be
available. Councilmember Schultz added that 2008 would be a lean year for the city financially. Commissioner Schommer
asked if the money we have budgeted for 2007 is "use it or lose it?" Director Bernstein replied that he can request a
canyover for any projects that don't get completed in the current budget year, and that those requests are generally
approved.. Commissioner Nelson asked if the NRRC should look at raising the park dedication fees. Councilmember
Schultz cautioned that while it would be o.k. to raise the fees, we have to be sure that those fees are justified. There was a
situation a couple of years ago where a developer challenged the fees and it became a legal issue. She suggested looking at
, what other cities are doing regarding park dedication.. Councilmember Hazlet added that with park dedication, we need to
be using it or have a 10 year plan in place showing how it will be used. Director Bernstein stated that our 10- year
Comprehensive Park Plan should satisfy that requirement. ')
6) New Business
Joint Meetings with NRRC & Parks and Recreation Committee of Council: Director Bernstein asked if joint
meetings should be held more often than once a year. Those in attendance agreed that once a year is fine unless
some issue would arise that would necessitate an extra meeting.
Joint Powers Agreement: Commissioner Vaughan asked the councilmembers present about the Joint Powers
Agreement with the school district.. Director Benistein explained that there is a separate Joint Powers Board that
meets quarterly. CounciImember Schultz stated that she felt the local associations should be making connections
with the school district. She also said that there are some difficulties due to the fact that not all of the Hastings .

Bernstein replied that he thought the original agreement is from 1973. It was decided to table this discussion for a
future meeting..

Parks Maintenance Activities

The Tree Trust project to build the stairway at C.P. Adams Park is complete.
Rivertown Days preparations and cleanup went well. A total of 88 overtime hours
were needed to service the event.
Staff hauled soil to the LeDuc site for the raised planting beds.
Summer Stretch volunteers helped to complete installing no smoking signs in
parks and helped to plant perennial flowers at the Civic Arena entrance.
A break in the use of Vet's baseball field gave our staff time to rebuild the
pitching mound and over-seed turf.
Summer HY AA programs have been completed and this has allowed us time to
repair turf on the soccer fields. We are moving goals on the north fields to avoid
wear pattern in the turf.
National Night Out saw events in Tuttle, Dakota Hills, Conzemius, Riverwood,
Greten and Eagle Bluff Parks. Staff prepared for these and cleaned up the next
day..
Playground improvements are being completed at Greten, Tuttle and Tierney
Parks where new equipment, concrete curb and "SofFall" mulch is installed to
meet ASTM F-1292-99 regulations.
Progress on the new shelter is going well. Cannon Construction has informed us
that deliveries of the skylight, overhead doors and service doors are expected
within the week. After they are installed, subcontractors including electrical,
plumbing, and HV AC will do their work. We have asked for significant
completion before the end of this month so that we can do dirt work and seeding.
The base work for the Mississippi Boat Dock, done by Otto Excavating is done.
Portable Barge is working out scheduling issues for the next phase.
The dredging project at Lake Isabel is well undetway. The one acre area should be
done by August 10th. Retaining wall and parking lot aspects are also in progress at
this time. We continue to keep in toach with Sunram and the consulting engineer.

Ice is in at the Civic Arena for the fall run of 10 weeks. There is 21 hours average
per week. There are 14 groups renting 1 - 2.5 hours per week.
All equipment is' working well ,for start up and operations. Still can not totally rid
the rink: area of moisture on the humid days. But so far have kept the ceiling drip
free.
There are public skates on WedslFridays and also public hockey on the same days
8/5/07 - 10/14/07.
The IllIB training room was used by the High school girls 2 days a week during
June / July. Matt Klein had the girl goalies twice a week in the same time period.

Back1!round Information:
I had a brief meeting with a couple of individuals who are interested in not
only conducting a rodeo in Hastings, but looking at the possibility of
constructing a more permanent location to host future rodeos in Hastings.
The request is to possibly utilize some Mississippi Riverfront property west of
the boat launch to construct such a facility. I requested Jim Dushane and
. . Cindy to attend our NRRC meeting to further discuss their request. I have
enclosed some overview information.

HORSE FACT SHEET:
4H:
The 4H Horse Project in the State of Minnesota is extremely large,
and growing. Each County manages their own horse project, and
sends their county champions to the state 4H Horse Show at the
MN State Fair Grounds in September. The largest counties in the
state, based on enrollment in the Horse Project are Washington
County and Dakota County. (2006 Data: Washington Cty - 189,
Dakota County - 151). 4H clubs host riding activities including
open shows.

Western Saddle Clubs:
Saddle Clubs host open WSCA shows at various arenas, and attract
riders (families) for surrounding communities. Shows can feature
a variety of events (performance and / or speed). The shows are
advertised via the WSCA's official voice~ The Spotlight (monthly
magazine). WSCA also provides show information via the "On
Deck" link on their website, WSCA.org.
Saddle Clubs are organized to promote the mission of WSCA /"'oJ
family, friendly competition involving our horse hobby. These
shows are inexpensive, and are geared toward riders of all ages /
ability.

There are different levels of Rodeo Competition
Little Britches
High School
Inter-Collegiate
Professional (pRCA and MN Rodeo Assn)
A rodeo contractor brings the rodeo to the facility, and the
exhibitors come to win money / points. 'Rodeo's provide
entertainment in events such as roping, bull riding, barrel racing,
and bronc riding.
YMCA:
Local YMCA sites offer horse camp opportunities for youth in
their community., The Hastings YMCA has expressed interest in
future opportunities for this type of activity as well.

, Barrel Racing Organizations are organized by Location (State and
District). Each district hosts a variety of barrel races over the
course of the year for which they select the year end award

. '. The proposed wagon train stop in Hastings is as follows:
· Proposed stop in Hastings May 7-May 9th in which they would ride
north
· Support vehicles with chow wagon would arrive in Hastings the
morning of May 7th . ~
· This wagon train is requesting to utilize Mississippi Riverfront area just
to the west of the boat launch.
· The wagon train will need space for parking support vehicles, wagon
trains and to host a small blue grass band on' an evening
· There is a need to supply water by the City if possible
· If approved, a request is needed for a variance to allow for overnight
camping in our park.

Facility Use Priority Use

Previously, the NRRC and City Council voted to adopt the enclosed facility
use requirements and priority. As the landscape has changed, so should the
- facility use requirements and priority of use?
I have enclosed the current priority of use and fees form for your review.
The items I wish to address are the following:
· It seems as if the priority users are ambiguous. Could we further define
the priority users? Please refer to the r~servation form
· Do we wish to charge user groups for facility use? Currently we do
charge for some services (reservation form) and also through the Joint
Powers Agreement, but do not charge for general field use or services
by use from youth groups
· What services to we continue to offer? The Parks and recreation
Department prepares the ball fields for play at Vet's complex, but in the
in-town fields, we drag, paint and mow fields for play.
, I am seeking from the NRRC recommendations on these issues.
RENTAL FEES:
The cost of Vet's Softball Field is $40/$60 (resident/non-resident) pl~ tax per field/hour. The fee for 'a:
soccer field is $20/$40 (resident/non-re$ident) -plus tax per' field/hoUr. Th~ fees must be paid at least two
days in advance.

General Guidelines for Facility and Field Reservations
· Applicants who live or work in Hastings will receive priority reservations.
· Liquor, wine, intoxicating and non-intoxicating malt liquor cannot be consumed or possessed
in city parks between the hours of 6:00 p.m. and 8:00 a.m. with the exception of Vet's Park
where only non-intoxicating malt liquor can be consumed or possessed and then only between _
the hours of8:00 a.m. and 10:00 p.m.
· Parking is allowed in parking lots only. No unauthorized vehicles are permitted to be on grass,
sidewalks, trails, fields, etc.
· Park closing time is 10:00 PM (10:30 PM at Vet's Park)
· If the facility you have reserved is being used by another group, and they refuse to leave,
please ca11911 non-emergencies (651-480-2300).
· The City of Hastings reserves the right to deny or~revoke a permit for non-compliance or if it is
believed to be in the best interest of City facilities or park users.
· All wast~ paper and other rubbish must be deposited in the appropriate receptacles.
· No group may set up a tent or other temporary shelter without authorization from the Parks and
Recreation Department.
· Rentals for equipment and facilities are subject to applicable Minnesota State sales Tax.
· Proof of insurance in the minimum amount of $ must be provided.
· Effective June 1, 2007, a Tobacco-Free policy has been approved in all city-owned or operated
parks or outdoor recreational facilities. Users shall refrain from using any tobacco product in
any city-owned or operated park or outdoor recreational facility.

A.thletic Facility Rules
· Athletic facilities may be reserved by Hastings groups, school, businesses, churches, and non-
profit groups.
· Requests for facilities will be based on availability and facility conditions.
· The City provides ongoing maintenance to city owned facilities. Additional maintenance
requests may be subject to additional costs as detennined by the Parks and Recreation Director.
· Permits for athletic facility- use may be revoked if the City feels a certain facility is- already at /~- _ ",
its capacity or believes damage may occur. This decision to grant or revoke a permit.is-solely ( )

/)AISO, I know we were working on wording for our cancellation policy. The Cottage
Grove application says,
"There will be no. refunds made due to inclement weather. However, full refunds
will be available for cancellations made at least two working days prior to the
scheduled event.'1
Would this be better than what we had written, since it would address both
rentals during the week and on weekends? We could add that working days are
Monday thru Friday. It also addresses weather, which I don't believe ours does.
Just a couple of ideas - take them or leave them! @

Shelter Rules
· Rental of an open air shelter does not include exclusive use of the park facilities.
· Renters may not display anything on park property without authorization from the Parks and
Recreation Director~
· The City of Hastings will provide additional picnic tables at an additional cost of $10 per table
plus sales tax.
· Do not discard any hot charcoal in garbage receptacles.
· You must have this permit with you as proof of your reservation.
· Most shelters have electricity available. Please contact the Parks and Recreation Department
prior to your event if electricity is needed.
· If you reserve Wallin Park shelter, a walk through with a Parks and Recreation employee prior
to your event is required. Please contact Kevin Smith at 480-6178 to schedule your walk
through.

I have had the opportunity to visit with both of the volunteers doing Bluebird Nest Box monitoring on City
Properties. For your information the preliminary results are in and we will get the final numbers for our year end
report later. Here are items that were reported to me:
AI Teuber reported on 7-27-07
· Maintains,45 nest boxes on City Property
. 45 Bluebirds have fledged as report date
· Some second nestings are still active
· 2 successful nest boxes at C.P. Adams Park near picnic area
. More .Wrens caused problems this year
. He estimates that-this is his 20th year doing the project
