6:00 pm
1) Roll Call at 6 pm: Commissioners Brown, O'Melia, Popp, Vandehoefand Vaughan,
Parks and Recreation Director Bernstein and Superintendent Smith.
Absent: Commissioners Christenson and Vieth.
2) Commissioner Brown acted as Co-Chair in Commissioner Christenson's absence.
3) Approved May meeting minutes. Motion by Vaughan. Seconded by Popp. Passed
unanimously.
4) Introduction of new NRRC member: Al Vandehoefwas introduced as the new NRRC
member. Commissioner Vandehoef is a Hastings resident and works as the Recreation
Coordinator for the City of Inver Grove Heights. He has been given copies of the NRRC
minutes from August 2004 to the present, so that he can familiarize himself with the
recent history of the NRRC.
5) Fall Softball Operation: Director Bernstein informed the NRRC that the softball fields
were empty last fall. He discussed the possibility of a fall softball league with Geoff
Maltby, the current summer softball league coordinator, and was told that ifthe Hastings
Parks Department would like to organize fall softball, they should proceed. Jeremy Pire,
who is a staff member of the Parks & Recreation Department, is willing to oversee the
fall softball league. Softball would be scheduled at Vet's Athletic Complex - possibly 2-
3 fields per evening - and would run from mid-August to late September. Commissioner
Brown questioned if youth football uses Vet's field and also if the program would cover
its own expenses. Director Bernstein infonned the NRRC that youth football uses the
baseball field at Vet's Park, so that wouldn't be a conflict. The program should cover its
own expenses with the possibility of a small profit. The program would be dual
sanctioned with the ASA / USSSA so that there would be more tournaments to participate
in. Tfthe NRRC approves the program, advertising would begin as soon as possible.
MOTION: Commissioner Vaughan motioned that the Parks & Recreation Department
run the fall softball league. Seconded by Commissioner Popp. Passed unanimously.
6) Joint meeting with Parks and Recreation Committee of Council: The next NRRC
meeting, to be held on July lih, is scheduled to be a joint meeting with the Parks &
Recreation Committee of Council. The three City Council members have expressed
interest in attending. Budgetary items and Capital Improvement Projects will be
discussed.

7) Old fueling dock: Director Bernstein infonned the NRRC that last week, the Parks &
Recreation Department received a letter from the U.S. Coast Guard regarding the old
fueling station for Koch Refinery located on the Mississippi River west of the boat
launch. The flashing warning lights, which are necessary for the barge traffic, are not
working. We were asked to fix the lights and given 30 days to comply. A letter was sent
back to the Coast Guard from Director Bernstein advising that we are working on the
problem, but will need more than 30 days to comply. Superintendent Smith mentioned
that the following measures have been/are being taken: The fueling station, which is not
in use, had been left as an observation area for wildlife and also as a spot for fishing. A
locksmith was hired to get into the fueling station and re-key it for us. The electrician
that was hired believes that the cables that are buried under the water and run to the two
light stations are at fault. One possibility is to remove the stations and just leave the
dock. Two bids for that have been received and it looks like the cost would be about
$72,000. Another option is to use solar powered lights. Only one bid has come in so far
for that. For two solar powered lights, the cost would be $14,000. We should be getting
a total of 3 bids for that option. Commissioner Brown questioned if we are sure that we
own the station. Director Bernstein has the land transfer paperwork with the previous
Parks & Recreation Director's signature on it. Further checking should be done to ensure
that the station actually belongs to the City.
8) Director Bernstein passed out a letter from Hoisington Koegler Group Inc. regarding
options for the skate park.

Departmental Updates
Hastings Fami{l' Aquatic Center
· As of 6-28-05 HF AC has welcomed 7134 patrons compared to the 2004 to date total of 3049. \X1hat a
difference warm weather makes!
· A situation occurred in which a patron has been expelled, via letter, from HFAC for verbally
threatening another patron.
. 1205 season passes have been sold.
· Concessions continue to be busy, some days bringing in more sales than daily admission!
Skate Park
· Vandalism has ceased since signs were posted and the facility has been open 7 days a week.
· 10 season passes have been sold and daily attendance averages to 3-5 patrons/day.
· The facility will be closed July 5th due to staffing issues.
· 4 participants are registered for the skate camp which is scheduled for July 11-15. A newspaper article
is in the works to attract more participants.
Parks Maintenance Activities
· Prepared for 12 picnic events in various parks.
· Clean up on Monday, June 20th of trees and branches from the storm including loss of 2 trees at
Public Square.
· Clean up of storm damaged branches and trees from the Friday, June 24 incident. Three of our staff
worked with the Public Works Department during the week after the storm.
· Preparation for athletic field use and clean up aftelwards has included 56 game events at various parks
in town and 269 game events at Veteran's Athletic Complex.
(\Xlallin Park has been a successful location for both picnic events and ball tournaments.)
· We have taken over the landscape maintenance at the LeDuc Historic Site as of June 24, 2005. We are
mowing on a weekly basis, maintaining the trails and working with other parties to complete
construction projects.
· The notice given by one of our seasonal workers that he was getting a different job forced us to hire
& train a replacement.
· Tennis Court crack repairs are now completed and all the courts are open for play.
· Completed planting trees at FeatherRtone Ponding Basin wilh the donation of funds from a neighbor.
· Moved trees that were being lost due to construct. '1'hesc trees were relocated to park areas.
· Organized a service project for the Summer Stretch Program which included planting new shrubs at
Rivelwood Park on June 29th.
Civic Arena
· Russ Welch summer camp took 30 hours for the 2 week operation.
· There was an attempt to have a 3 on 3 hockey tournament sponsored and run by local top shelf
business. That did not happen since the age groups he was to get were at model camps themselves.
This could have taken 8 hours on 1 week end day.
· 111ere were 6 public skate sessions of 2 hours each; average attendance was 6.
· Started summer maintenance - varnish bleachers, repair 5" main header of chilled glycol (2 leaks have
been found), paint walls, replace rubber floor in #2 changing room east.
· Completed hours with High school, working on finishing with HHB youth ice hours.
· Amanda Truax is back in town and has retired from Disney on ice. She and her husband are
interested in having a skate school to learn and achieve higher levels of figure skating.

Neighborhood Meetings
BACKGROUND
The Parks and Recreation Department along with the NRRC conducted neighborhood meetings
for Riverwood and the new proposed park at South Pines.
South Pines Park
Although the attendance from this neighborhood was light, there was great dialog with the
interested participants. It seems as if the neighborhood liked the park plan with some minor
adjustments. Bruce Chamberlain from Hoisington-Kolger Group is adjusting the plans for an
upcoming meeting.
Riverwood Park
As many of you saw, there was a large contingency of people who attended this meeting from this
neighborhood. From my prospective, many people from the neighborhood came into this
meeting with the feeling that the proposed plan for this park was set in stone and their voices
would not be heard. I believe after the neighborhood residents heard what staff reported and
listed to the comments from the neighborhood delegation, the neighborhood residents were
pleasantly surprised with our approach to the possible redesign of this park. Once again, Bruce
Chamberlain from Hoisington-Kolger Group will be adjusting the park plan to eliminate a hockey
rink and put in its place a general skating rink with no lights or boards. In addition, he will be
designing a trail throughout this park with benches.
W e ar~emPting to coordinate schedules to conduct another neighborhood meeting to discuss
revised park development options. It was anticipated to conduct both these meetings the last
week of July, but neither Bruce nor I are available. It is anticipated to conduct these meetings in
August.

Mississippi River Fueling Dock
BACKGROUND
The Hastings Parks and Recreation Department received a letter that was forwarded to us from
Koch refinery about navigational lights that were not operational on the abandoned fueling station
on the Mississippi. The letter informed us that we have 30 days to comply with the Coast Guards
request to have these lights operational. I sent the Coast Guard a letter indicating that we intend
to comply with their request, but we could not complete this task within the 30 days the Coast
Guard had requested.
In our investigation of possible corrections, we investigated several options. These options are
listed on an attached document from Superintendent, Kevin Smith

Levee Park trail lighting
Background Information:
I have been researching trail lighting in Levee Park. At the present time, we have 12
light poles that have been removed due to vandalism. I have enclosed a memo from Xcel
Energy that explains the necessary investment to replace the lighting along the trail at
Levee Park. In this memo, there are three examples of replacement lighting. At a
council member's request, I researched the possibility of looking into period lighting to
give the riverfront more character.
In addition, I have spoken with John Grossman about lighting for the proposed esplanade
project and seeing if there was a possibility to look at upgrading when the esplanade is
constructed.
I am seeking City Council direction if any of the three possibilities will work or should I
continue to research other opportunities.
Council Action Requested:
1. To approve one of the proposed trail lighting concept plans.
2. Not to approve any ofthe trail lighting proposals
3. Send back to committee for further discussion
