After reviewing the minutes from the last meeting, it was suggested to plan a bus tour
with the NRRC membership and myself. This has been confirmed. Please plan touring
as many parks/trails as possible inthe 11/2-2 hour time frame allocated for this tour. If
necessary, we could schedule an additional tour on another date.

HASTINGS NATURAL RESOURCES AND RECREATION COMMITTEE
MEETING MINUTES
June 2004
Attending: Commissioners, Sieben, Vaughan, Brown and Christianson. Parks and
Recreation Director McNamara and Superintendent Erickson.
Absent: Vieth, Becker, Popp, O'Melia
· Meeting called to order at 6:00pm to discuss the Neighborhood meetings about
the park plan for Pioneer Park redevelopment.
Item discussed:
HY AA input on removing two fields.
Irrigating the grass
Traffic Problems
Plaza (flag pole, light and moving curb of play set)
Location of skate park
MOTION: TheNRRC members approved the concept plan for council approval to pass
in a phase redevelopment. 1 st being the hockey rink with the optional pricing of asphalt.
· Riverwood Park
Discussion included reviewing plan in the future for Phase 2 development.
· Eagle Bluffs
Seeding has been completed.
Playground has been installed.
Potential 'lj court basketball for 2005 budget.
· Tuttle Park
MOTION: The NRRC members approved $10,000 in excess fund to
construct trail to play set.
Also discussed was a potential skinned infield for the park for $3,500
· Underpass for trail at Vermillion River
No Date Set for construction
Contract has been awarded
Timeline is hope for completion by September 30, 2004.
· New business

Mike Brown brought handout on Vermillion River Watershed. A final
plan is being established and a public meeting to pitch the plan will be set.
. Trail Mainteance.
Lee Erickson brought discussed the option to hire a company to put
together a 5-year master plan on trail maintenance for the City of
Hastings.
Larson Engineering is putting together a price on master plan of
maintaence and hard surface courts.
. Recognition.
Commissioner Sieben recognized the service of Director McNamara and
Superitendent Erickson for years of service.
Recommendation to have park tour with new Director using Trac bus.

Pioneer Park Redevelopment

It has been discussed and proposed by the NRRC that Pioneer Park be redeveloped. The
Parks and Recreation Department has sought quotes for construction of a pemlanent ice
rink and lights to initiate the first phase of this redevelopment project. Please see the
attached addendums.

Re: Hockey Rink -Lighting.
Dear Barry,
It was nice meeting with you and Kevin. I am certain that the product, technology, and service
provided by Musco'Sports-Lighting will be a value.to the City of Hastings. I recommend lighting
the hockey rink and skate area using the Musco Light-Structure system. The Light-Structure
consists of a pre-stressed concrete base, galvanized steel pole, remote electrical components at a
10' height, pole wire harness, and pole top luminaire assembly with 1500 watt metal halide
lighting. The hockey rink would be lit to 25 footcandles maintained and the skate area to
approximately 5 footcandles. There would be (2) 50' Light-Structures. The 10 Club warranty
covers parts, labor, and lamps for 10 years. In addition,.Musco would relamp all fixtures in the
10th year of operation. Musco also provides a warranty of 7 year parts, 2 years lamps and 1 year
labor.

There are differing options available for purchasing the lights and poles installed. Musccfhas been
approved for cooperative purchasing which would allow for the City to "piggy back" off of an
earlier bid by the City of Rogers. The other options are to purchase the lighting directly which can
be done on amounts under $25,000.
Option #1: (2) 40' Light Structures installed - hockey rink only - no TLC or 10 Club $12,480.
Option #2: (2) 50' Light Structures installed - hockey and skate area -10 Club no TLC$1?,491.
Option #3: (2) 50' Light Structures installed - hockey and skate area - 10 Club and TLC $17,879.
Option #4: (2) 50' Light-Structures installed - hockey rink only - 10 Club no TLC - Cooperative
Purchasing $15,O?5. Add for (2) additional fixtures for skate area $1,414. Add for TLC on (10)
fixtures $1,400. Total under Cooperative P,urchase $17,844.
The Cooperative purchase includes 10 Club but does not inchideTotal Light Control nor does it
include sales tax. The additional wind resistance with TLC required one of the poles to increase in
size. Call me and we can review the numbers and answer any questions you may have.

A warding Construction Bids
Back~round Information:
The Hastings Parks and Recreation Department let bid infonnation out to contractors on
Thursday, July 15. Working with Richard Fischer Architects, we met with five
construction finns interested in bidding on the two proposed park shelters.
The park shelters are proposed to be placed in Wallin and Lions Parks. The bid opening
took place on Thursday, July 29 at 10:00 AM in the Parks and Recreation Depariment's
conference room.
The bid amount per buildings was over the estimated $100,000 per building cost

1) After review to accept the lowest bid from a contractor
2) Not to accept the bids as presented
3) Research elimination of some components of buildings

Regina Medical Center Addition - Park Dedication
The Natural Resources and Recreation Commission is asked to make a recommendation
of Park Land Dedication relating to the Preliminary Plat of Regina Medical Center Addition
containing 1'''ot and two outlots located east of Pleasant Drive between Nininger Road and
1 sl Street West.
The platted lot, located at the northeast corner of Pleasant Drive and 1 st Street West, is
intended as the future location for the Hastings YMCA. The park dedication fees would
apply to that lot only; the remaining land in outlots would require platting prior to
development and would be subject to park dedication requirements at that time.
