Director Bernstein informed the commission of a conversation with Xcel energy about vacant poles by the Mississippi river and the addition of nests for eagles to be added. Commission agreed to leave poles for this possibility. 4) Updates. Director Bernstein handed out department happenings. 5) Warming house. Information was provided on usage of warming shelters through the year. 6) Summer Field Use. Staff updated commission on the field request for HY AA for the upcoming season. Discussion includes the addition of lights to a field, Joint powers agreement, and addition of fields added at the High School. 7) Lake Isabel. Staff informed commission of a meeting on Monday May 2nd at City hall with the East River Group about Lake Isabel future. 8) Downtown Redevelopment. Staff informed the commission of the trail development downtown. ) 9) Other development. Staff informed the commission of conversation with ConAgra about. the erosion issues on the mill property. Staff also talked about the surface of the tennis courts at Roadside Park. They have received a bid to patch the courts for approximately $2,000, Vaughan motion, second by popp, passed unanimously. Staff will begin to research the future fix for the courts. The grounds that surround the big slide at Roadside Park are being fixed this spring. The Parks and Recreation Department has hired for the 20 hour/week clerical position. They will start their duties on April 18, 2005. Commissioner Christian has asked that the adopt a park program be re-instated. 10) The commission then interviewed a candidate for the vacancy for the commission. MOTION to Adjourn. As you will read in the email, Council member Riveness believes that the band shell would be an additional attraction for visitors to the new downtown area. ( A possible location for this feature is at the end of Ramsey Street. This feature would attempt to utilize the natural slope of the hillside and place the staging area north so the viewing audience will be able to see the river and the performers. At the present time, there is no design for this feature. It is anticipated to utilize parle dcdication fees from the down town developmcnt as wcll as other City funding sources to possibly build this band shell. NRRCACTION A. I think the ideal spot would be in front of Block 2 & 3. The Mayor and I have discussed this several times in the past and more recently I talked to P. Hicks about the idea. They both feel as I do considering the impact it would have on the entire downtown area. I believe if the bands now playing on Sundays by City Hall were transferred to the river-front that it would draw several hundred people to the area each time a band was scheduled. This is to say nothing about the number of boats that would anchor out in the river for their own enjoyment. The people living in the condos would no doubt love it also. I firmly believe that it could make downtown Hastings a destination pOint on Sundays for the entire summer. The possibilities are limited only by our imaginations. Rivertown Days, Memorial Services etc. etc. The Gazebo will do nothing. I believe the Downtown Business Association and people from all over the community would support the idea solidly. I discussed the idea with J. Hinzman and he talked it over with J. Grossman and he said that they thought the idea was a good one. J. Hinzman and I had a very good discussion and he thought it to be a much better idea than a Gazebo. People coming across the bridge would also see the activity going on and swing down to see what is happening. That also would help bring people to the area. I think this idea is at the point where it should be reviewed and some decisions made. I would like to know your thoughts. It is d1e 9th consecutive year the City has received d1e award. · Arbor Day was celebrated on April 29th \v1th a volunteer tree planting at the LeDuc Historic 'Estate. StUdents from Spencer Johnson's Middle School HistolJ classes partnered with the City and Dakota County. I have enclosed the email that I sent to all of you to refresh your memory. The illegal entry and vandalism have fi:ustrated staff and placing a tremendous burden on resources. Rather then going to the extreme of pulling the tier 2 equipment, I have requested Darbie Johnson to place signs up along the perimeter fencing and staff will also distribute flyers indicating that if these issues persist, they will leave us no other alternative but to remove all the tier 2 pieces of equipment and the remaining equipment will be a tier 1 skate park. The tier 1 park will be open to the public with no entrance fee, no paid supervision and with limited equipment. If necessary, wc will refund people who have purchased a season pass. There is not a time line for the possible removal of the tier 2 pieces - I am optimistic that with the notification, we will not have to. Our maintenance staff would remove and transport the tier 2 pieces of equipment to the public works shop. There have been incidents of graffiti on the ramps and illegal entry into the skate park. The illegal entry into the skate park is involving cutting of the perimeter fence. It seems as of today, upon inspection, that the intruders cut an entire section of perimeter fence, removed the bottom rail of the fence and tied the lose section of fence back with fence ties that were also removed. The hole is so large that it is believed we could get one of our ball field utility vehicles into the skate park via this hole in the fence. So far this season, our maintenance staff has repaired this fence, in the same section, over six times. The fence can no longer be repaired and must be replaced. We will do our best to cover the hole in the fence as it exists. With these issues, I am concernod with tho amount of time and effort there is to repair this fence daily and the exposure the city is facing if a person is hurt while entering and using this facility illegally. I would like to present an alternative to both the council and NRRC. ( ) I am proposing to remove all the five foot equipment (2 pieces) and making the skate park into a tier 1 park that does not require supervision or locked enclosure. The tier 1 option will allow this park to remain open to the public. According to the League of Minnesota Cities, no supervision is required for equipment up to 48" tall. Furthermore, I am proposing to set the tier 2 equipment back up while River Town Days is going on due to a skate camp that is proposed. After this season, we will reevaluate the situation to determine the outcome of the tier 2 skate park. If for some reason, the tier 1 skate park still is experiencing a high volume of vandalism, we will remove the rest of the pieces of equipment. I am seeking your thoughts and opinions on this matter. This issue will be discussed at the next NRRC (May 1 0) meeting and I would like to hold a special meeting of the Park and Recreation Committee of Council on Monday May, 9th 6:30 PM at the Parks and Recreation Office to discuss the NRRC conclusions and if it decided to bring this issue forward to council, we will have ample time to discuss and debate this matter. I have sent you the memo. The Parks and Recreation Committee of Council held a meeting with the East Hastings Homeowners Association, which you were all invited, on Monday, May 2, 2005. At this meeting, the Lake Isabel restoration project was discussed on a council level. Although there are still many questions, the Park and Recreation Committee of Council listened intently to the scope of this project and what is involved. The Parks and Recreation Department will be contracting a company to test the lake bottom to see if there are any contaminants. If so, this could drastically increase the price and ability to conduct the dredging project. The DNR grant for the fishing pier is still uncertain. We should hear later this summer. Regarding the drawdown, we must get approvals from the DNR and other governing bodies to ensure we are able to conduct this project and dispose of the water from Lake Isabel appropriately. I have reserved City Hall for a proposed neighborhood meeting for Tuesday, June 14 at City Hall to host both of these neighborhood meetings. I chose the second Tuesday of the month for these meetings so you would not have to attend an additional meeting. Is scheduled acceptable with the NRRC to forgo your monthly meeting for the neighborhood meetings? Bmce Chamberlain is scheduled to be at these meetings. Tn addition, he will have proposals of possible fcaturcs using Rivcl"wood original 111ater plan and for South Pines Park, he will be using general features of a neighborhood park. In addition, Bruce is work:ing on possible relocation of the skate park. We would like to add this issue to the neighborhood agenda. NRRC ACTION A. Approve this plan of action B.
