1)
Roll Call at 6 pm: Commissioners Miller, Nelson, Popp, Rohloff, Schommer, Vaughan, and Vandehoef, Parks
and Recreation Director Bernstein, Superintendent Smith .
2) - Approved December meeting minutes. Motion by Rohloff. Seconded by Vandehoef. Passed unanimously.
3) Setting Agenda: Commissioner Vaughan requested that two items be added under New Business. The fIrst
item was "Location of Meetings" and the second was "Elect Vice-Chair." Director Bernstein requested that
"Garage Sale at Roadside Park" be added under New Business as well. Approved March agenda. Motion by
Rohloff. Seconded by Popp. Passed unanimously.
4) Departmental updates were passed out. The ice skating season ran for 6 weeks and the attendance numbers
were very good. The Hastings Family Aquatic Center will have a lot of new improvements this year including
additional deck space, the addition of sun shades, upgrades to the Point of Sale system, the addition of Stored
Value Cards, and online registration. The Hastings Civic Arena is hoping to have the floor in the East Rink
redone this sunnner.

Tobacco-Free Presentation: The Dakota County Health Department along with 10 students from Hastings High
School made a presentation to the .NRRC requesting that the City of Hastings adopt a Tobacco-Free Policy on
all City Park Property. Many cities and park systems have already adopted this policy for a variety of reasons.
These include: 1) children model adult behavior, 2) consistent policies send a consistent message, 3) cigarette
-litter is harmful, and 4) secondhand smoke is dangerous. Director Bernstein mentioned that enforcement of this
policy is a concern, especially at Vet's Park during the Adult Softball Leagues. Commissioner Scho~er felt
that adopting this policy would be a step in the right direction. He also brought out that HY AA already has a '
-restriction on smoking for both coaches and parents. Commissioner Miller thought that this policy would be a
good step towards a societal norm that smoking in public is not o.k. Commissioner Vandehoeffelt that this
would be a good message for the city to send.
MOTION: Commissioner Miller motioned that the City of Hastings adopt the Tobacco-Free Parks Policy.
Seconded by Commissioner Schommer~ Passed unanimously.
6) Lake Isabel Update: Director Bernstein recapped the project for the NRRC. .This project got started in 1982
and includes dredging the lake, the addition of a fishing pier and a boardwalk from the parking lot and improved
parking. The estimated cost of the total project is $450,000. Since the parking lot is estimated to cost $160,000
- $200,000 on its own, it will be included as an alternate bid so that the city can choose not to proceed with that
portion of the project. Bids are currently being accepted by Barr Engineering and will close on March 28th. The
chosen bidder will be presented to the NRRC at the' April meeting, with the Award of Contract going before
City Council on April 16Ut. Director Bernstein added that according to Barr Engineering, the approximately 1-
acre dredgUlg ofthe-Iake should last between 10-20 years, even if there is flooding. Commissioner Vaughan
requested that there be a TRAC bus tour of the Lake Isabel project for the May NRRC meeting.

Lio118 Park Slleller: Superinlendent Smith gave the NRRC an update on the progress of the new Lions Park
shelter. Staff is working with Richard Fischer Architects, the same architect that was used for the Wallin Park
shelter. The plans are currently at the Parks & Recreation Department, and bidders have been calling already.
Demolition of the old shelter has begun, with Parks staff doing the work. The target completion date of this
project is the end of September, so that the winter ice skating season is not affected. The timeline for the
bidding process is: 3/26 - Pre-Bid Meeting; 4/9 - Bid Opening; 4/11 - Chosen Bidder presented to NRRC;
4/16 - Award of Contract at City Council Meeting.
Commissioner Vaughan asked about the possibility of the party wagon being delivered to parks for block
parties. Superintendent Smith said that this is not done due to the issue of vandalism _with the wagon being left
in the park overnight. Commissioner Vaughan then asked if it would be possible to have the staff out at Vet's
Park pick up the party wagon at night and deliver it back to the Parks & Recreation Office. Superintendent
Smith replied that only full-time staff is all~wed to transport the party wagon, but that it may be possible if the
applicant wants to pay the staff overtime costs involved.
8) Year End Report: Director Bernstein mentioned that this is the second year that we have done a Year End
Report for the Parks & Recreation Department. Special thanks to all staff that contributed to this report. The
report shows that 2006 was a busy year! Commissioner Vaughan suggested that this information be put into a
PowerPoint presentation and shown on the Cable TV show, Parks Perspective. Staff will work on that
suggestion.
Commissioner Vandehoef questioned the $26/per player fee that the Adult Softball League had to pay for the
Joint Powers agreement. He wondered what the justification was for this cost. Director Bernstein stated that
this agreement has been in existence since 1973. Commissioner Vandehoefreally feels that this policy should
be revisited, since there currently doesn't seem to be much of a joint effort on the leisure activities that the city
is providing. This statement was echoed by the other commissioners. Commissioner Vaughan requested that a
copy of the Joint Powers Agreement be provided for the June NRRC meeting. The commissioners will review
and discuss it at that time, and then would like to hold a later meeting that includes representation from the
school district.
9) Camp Plan Update: There will be an Open House at City Hall on March 22, 2007 so that the public can review
and comment on the proposed Parks Comprehensive Plan. The Open House will be from 6:30-8:00 PM and
will be held in the Community Room. So far, staffhas met with many of the groups who currently use our park
facilities and also a couple of the surrounding townships. This Open House will be advertised in the local paper
and also on the local radio station.
10) Rotary Donation: The Hastings Rotary Club has graciously donated $1,095 for the purchase of four new
trailhead signs. These signs are placed at entry points to our trail system.
MOTION: Commissioner Vandehoef motioned that the Hastings Rotary Club donation be accepted. Seconded
by Commissioner Miller. Passed unanimously.
11) Mississirwi River Dock: Director Bernstein stated that all necessary regulatory agencies have been met with .
and that there is a solid dock plan in place. The dock will be 150 feet long and will have space for 8-10 boats,
depending on size. It will be a floating dock and Hub's Marina has offered to store it over the winter.
Commissioner Rohloff asked who will pay for damage to the dock if it gets hit. There will be protective pylons;/ - )
placed in front of the dock and both the City Engineering Department and the Corps of Engineers feel that these' /
pylons will prevent any damage. Commissioner Popp asked if any fees will be charged for use of the dock.
Director Bernstein replied that the dock is free to use, but there will be no overnight usage allowed.
Maintenance will be done by the Parks Department and it will fall under our Capital Improvement Plan. The
dock will be approximately 300 feet from the existing boat launch and will cost the city about $100,000.
12) Hastings to Red Wing Trail: Director Bernstein and Superintendent Smith attended a meeting that was
coordinated by Rick Ahem on a trail proposed to run from Hastings to Red Wing. The trail WOllld go along the
abandoned rail bed. l'he meeting was well represented by all the parties along the trail rOtlte. This trail would-
be a connection to the Cannon Valley Trail. Commissioner Popp recommended that someone from the DNR be
included in this process. Superintendent Smith emphasized the importance of having a good joint maintenance
agreement between all the property owners along the proposed trail.
13) HF AC Sound System: A new sound system is being purchased for the Hastings Family Aquatic Center. The
current system is very muffled and difficult to hear. The new system has very good sound quality and will have
the ability to hook up an iPod or stereo to it. One hope is that it can be used for Teen Nights.
14) HF AC Check Policy: In 2006, the Aquatic Center received the most NSF checks ev~r. Now that the HF AC
accepts credit cards, the Aquatic Center Manager has requested that the HF AC no longer accept personal checks
effective June 15, 2007. Director Bernstein said that we are fortunate to recover 30% of the dollar amount that
the NSF checks cover. Commissioner Vaughan suggested that we don't accept checks at all this year, as we
have ample time to educate the public through the newspaper and the website. Commissioner Schommer
agreed, stating that these NSF checks would eventually be a contributing factor in rising costs at the HF AC. If
customers need a cash machine, there are, several gas stations and banks nearby where they could get cash. 0
MOTION: Commissioner Rohloff motioned that the Hastings Family Aquatic Center no longer accept
personal checks effective June 2, 2007. Seconded by Commissioner Vandehoef. Passed unanimously.
15) New Business
Location of Meetings: Commissioner Vaughan recommended that we move the NRRC meetings to City
Hall so that there is more room for the public to attend. There is also ample parking at City Hall. He also
mentioned that the website still has a November agenda for the NRRC meeting and that this website
needs to be current. This is a main channel to get information to the public regarding the NRRC and to
get the public involved. Commissioner Nelson also mentioned that the Star Gazette has a list of public
meetings, and that the NRRC meetings are not listed. Commissioner Vandehoef felt that better marketing
to the public would help in the NRRC's efforts to be more proactive instead of reactive.
MOTION: Commissioner Rohloff motioned to move the NRRC meetings to City Hall effective with the
June meeting. Seconded by Vandehoef. Passed unanimously.
Garage Sale at Roadside Park: Director Bernstein passed out a letter from Jan's School of Dance. The
school is requesting the use of Roadside Park on Saturday, July 21, 2007 for a fundraiser garage sale.
Director Bernstein asked if the NRRC felt this type of activity was appropriate to have in our parks.
Commissioner Popp asked if there have been any precedents set regarding sales in the past.
Superintendent Smith mentioned that the Hastings Garden Club holds a plant sale each year in one of our
parks. Commissioner Schommer felt that a plant sale may not be the same thing as a garage sale;
however, there is a craft sale at Pioneer Park during Rivertown Days already. Commissioner Nelson
pointed out that parking at Roadside Park is already difficult, but especially during Rivertown Days. He
also mentioned that he thought that since this event would take place during Rivertown Days, an
application would have to be approved by the Rivertown Days Committee as welL Commissioner Miller
felt that since Rivertown Days is a tourist event for the city, we shouldn't take one of our largest parks out
of commission. Commissioner Vaughan recommended the possibility of offering the school another city
facility to use, perhaps the arena or a less busy park. Director Bernstein agreed to contact the dance
school and explain that the NRRC has some reservations regarding Roadside Park due to the reasons
given. He will then ask if they would be interested in any other city facilities. Commissioner Vaughan
asked that this issue be tabled until Director Bernstein can find out more information.
Elect Vice-Chair: Commissioner Schommer agreed to serve as Vice-Chair for the NRRC.
MOTION: Commissioner Rohloff motioned that Brian Schommer serve as the Vice-Chair for the
') Natural Resources and Recreation Commission. Seconded by Popp. Passed unanimously.

Parks Maintenance Activities
· The trail sweeping and turf repair along our trails was completed.
· Water to the building at the aquatic center was turned on and staff worked
on projects there with Darbie Johnson.
· Tennis Nets are up and lights have been checked there and at Wilson
Park BS court.
· Four staff members attended the Shade Tree Short Coarse to learn better
ways to manage the trees in our City.
· Work is underway at the Lions Park shelter site. The old building was
removed by our staff and the soil corrections and utility connections are
being completed for the new shelter.
· Interviews are being completed to fill the seasonal maintenance staff. We
are having more then half of last year's help return and need to hire 3 or 4
more for the summer.
· Our newest staff memper, Greg_ Page, has started. He is transferring from
the Public Works Department and did work in Parks several years ago.
· After many tests and evaluations we have made a deal to purchase a
"Zero Turn" mower. Because of the advantage to add snow removal
implements to the package we have chosen to go with a Taro
Groundsmaster.

· Seasonal hiring has begun - we got back about 90% of last years staff so
hiring will be minirrJal for 2007.
· Building water has been turned on and some inside improvements have
been made, i.e.... additional shelving, storage, hooks, etc...
· Plaster repairs will begin in the area where we removed the water riders to
prepare for the new play features in the zero depth area.
· Over 200 participants have registered online for swimming lessons, this is
nearly half of our total participants.
· HAST swim club board would like to meet with us to discuss increasing
their use time for practice. Currently they ha,ve 3 rllornings and the other 3
morni~g,s are reserved for lap swimming.
· We still continue to work on the stored value cards and updating the HFAC
computers

REQUEST
Siewert Construction seeks the following:

1) Preliminary and Final Plat approval to replat Outlots B, C, and 0, Riverwood 8th Addition to three
outlots, forming Riverwood 9th Addition. There will be 45 lots with 41 units. The remaining three lots
will be commonly owned by the association. Two outlots will be created for future development.
2) Site plan approval to construct 3 three-unit townho:\l1e buildings and one four-unit townhome
building. Site .plan approval is not needed for the 14 two-unit townhome buildings.
The site is gen:eraIly located off South Pointe Drive between-.31 st and 36th Streets West
BACKGROUND INFORMATION
Comprehensive Plan Classification
The 2020 Comprehensive Plan designates the property as U-IIUrban Residential, with 4-8 units/acre.
The proposed use-is consistent -with the Comprehensive Plan.
Zoning Classification
The subject property is zoned R-3 PRO, Medium High Density Residence Planned Residential

Existing Condition
The site is predominately flat and open. The property gradually slopes upward to the north. An
intermittent stream flows along the eastern extent of the property. Mature trees provide a buffer
between the single family homes and the townhomes.
Grading work began in the spring of2003. The City performed work on street and utility construction
in 2003 and 2004. The developer performed work on street and utility construction in 2004 and 2005.
History
In 1998, Development Plans were reviewed and approved for the Riverwood Development. The plans
for Riverwood 9th Addition are consistent with these plans.
The density of the proposed units has decreased from its original platting as part of Riverwood 7th ")
Addition. The townhome units were originally platted to be mainly four-unit buildings. The
townhomes are now mainly two-units with one four-unit building.
In April 1998, a Special Use Permit was granted to allow grading and residential development in a
General Flood Plain District as part ofRiverwood 7th Addition. The area of the grading and residential
development in Riverwood 9th Addition appears to be within the bounds of the Special Use Permit. A
letter from the engineer of record will be required certifying that the grading work of Riverwood 9th
Addition does not encroach into the Floodplain beyond the approved limits established in the 1998
Special Use Permit.
PRELWINARY AND FINAL PLAT REVIEW
Request
Siewert Construction requests preliminary and final plat review for Riverwood 9th Addition.
RivelWood 9th Addition would be fanned by dividing Outlots B, C, and D in Riverwood 8th Addition to
three outlots.
Streets
South Pointe Drive will extend north and south from the existing Riverwood Drive, connecting with the
. existing South Paiute Drive, south ofW oodland Drive to 36th Street. All access drives will be publicly
owned and maintained.

The City's consultant engineer has reviewed the Grading, Drainage, Erosion Control, and Utility Plans.
Approval of the Preliminary and Pinal Plat is subject to approval of the Grading, Drainage, Erosion
Control and Utility Plans by the Public Works Director, and reimbursement for any fees involved in
plan review.
Interceptor Sewer Fee
Sewer interceptor fees shall be paid as follows:
1) Sewer interceptor fees in the amount of$15,785 (41 units x $385 per unit) shall be paid prior to
recording of the Final Plat.

Public Land
The Natural Resources and Recreation Committee will meet on this item on April 10, 2007. It is
anticipated that they will recommended cash in lieu of land be accepted to fulfill the public land
dedication requirements.

Parking
All units will have a two stall garage, plus a driveway capable of parking two additional vehicles. As
South Pointe Drive is 28 feet wide, parking along South Pointe Drive shall be signed and limited to one
side only. Parking on both sides shall be prohibited.
RECOMMENDED ACTION - Prefuninary and Final Plat
Approval of the Preliminary and Final Plat ofRiverwood 9th is recommended subject to the following
conditions:
1. Conformance with the plans submitted with the Planning Commission Staff Report
dated March 26, 2007.
2. All disturbed areas on this property shall be stabilized with rooting vegetative cover to
eliminate erosion problems.
3.
Final approval of the grading, drainage and utility plans by the Public Works Director,
-and reimbursement for any fees involved in plan review. The owner assumes all risks
associated with the grading and utility placement prior to formal approvals.

4. Approval is subject to a' one year Sunset Clause; if,significant progress is not made
towards construction of the proposal within one year of City Council approval, the_
approval is null and void.
5. Sewer interceptor fees in the amount of$15,785 (41 units x $385 per unit) shall be paid
prior to recording of the Final Plat.
6. Park Land Dedication Fees in the amount of$60,500 shall be paid prior to the recording

That the developer shall have separate water meter and water line installed for all
irrigation systems.
Execution of a development agreement to memorialize the conditions of the plat and to
establish any applicable escrow amounts to guarantee the completion of site plan
activities prior to issuance of any building permits.
Any uncompleted site work (including landscaping) must be escrowed for at 125 percent
of estimated valuation prior to issuance of a certificate of occupancy.
The Final Plat must be submitted for recording with Dakota County within on year of
City Council approval, or the approval is null and void.
Future construction of homes along the South Pointe Drive may also require additional
FEMA review and approvals including a Conditional Letter of Map Revision (CLOMR)
prior to building construction.
Driveways shall be constructed as depicted on the civil plans to include driveway
separation.
17. Parking along South Pointe Drive shall be signed and limited to one side only. Parking
on both sides shall be prohibited.
18. A declaration of covenants, conditions and restrictions or the equivalent document shall
be submitted for review and approval by the City before release of the final plat mylars
for recording to ensure maintenance of open space, median plantings, cul-de-sac
plantings, common drives, and common utilities. The declaration shall include, but is
not limited to, the following:

(a) A statement requiring the deeds, leases or documents of conveyan~e affecting
buildulgS, units, parcels, tracts, townhouses, or apartments be subject to the terms of the
declaration.
(b) A provision for the formation of a property owners- association or corporation
and that all owners must be members of said association or corporation which may
maintain all properties and common areas in good repair and whi~h may assess
individual property owners proportionate shares of joint or common costs. The
association or corporation must remain in effect and may not be terminated or
disbanded.
( c) Membership in the association shall be mandatory for each o~er and any
successive buyer.

(d) Any open space restrictions must be permanent and may not "be changed or
modified without city approval.
( e) The association is responsible for liability insurance, local taxes and the
maintenance of the open space facilities deeded to it.
(f) Property owners are responsible for their p~o-rata share of the cost of the

requirements for becoming a lien on the property in accordance with Minnesota Statutes.
(g) The association may adjust the assessment to meet changing needs.
SITE PLAN REVIEW
Zoning Setbacks
Setbacks are determined at Site Plan Review. Proposed setbacks are acceptable and consistent with
other homes in the area.
Access- and Circulation
South Pointe Drive will be fully extended to create improved circulation.

Pedestrian Access
The dead end trail connection between West 31 8t Street and South Point Drive will be required to be
connected as part of Site Plan Approval.
Parking
Parking is acceptable. All units would have a two stall garage, plus a driveway capable of parking two
additional vehicles. As South Pointe Drive is 28 feet wide, parking will only be allowed on one side of'
the street.
Architectural Elevations
There are three elevations of the townhome units; each would house 2, 3, or 4, one story units. The
building incorporates varying rooflines with heel trusses and extended overhangs to match the facade.
Vinyl lap siding, vinyl shakes and stone would be used on all buildings. The architectural elevations are
acceptable.
Landscape Plan
A landscape plan has been submitted and approved for Riverwood 9th Addition. The plan provides a
mixture of deciduous shade trees along the front of each unit, interspersed with a variety of shrubs and
flowing plants surrounding each unit and boulevard trees along the streets.

The landscape plan is acceptable subject to the following:
1) Any uncompleted site work (including landscaping) must be escrowed for at 125 percent of
estimated valuation prior to issuance of a certificate of occupancy.
2) All landscaped areas must be irrigated.
Signage
Signage has not been indicated on the site plan and will be administratively permitted under a separate
sign permit application. Although sign permit review will take place after site plan approval, the
following regulations are applicable: The monument sign is limited to 50 square feet in size and must
be no greater than 5 feet high.
Grading and Utility Plans
Preliminary Grading and Utility Plans have been submitted for cursory review. The applicant must
obtain formal approval of the Grading and Utility Plans by the Public Works Director as a condition for
approval.
f) RECOMMENDED ACTION - Site Plan Review
1) Conformance with the plans submitted with the Planning Commission Staff Report dated
March 26, 2007.
2) All signage will require a separate sign permit.
3-) Roads shall be constructed to City standards including bituminous surfacing and concrete curb
and gutter.
4) All disturbed areas on this property shall be stabilized with rooting vegetative cover to eliminate
erosion problems.
5) TIle disturbed areas of the site sIlal1 be Inallltallled to tIle requirements of the City's property
maintenance ordinance.
'6) Final approval of the development grading and utility plans by the City of Hastings. The
applicant shall be liable for any costs involved in consultant review of the plans.
7) Submission of an electronic copy of all plan sets (TIP, PDP, or similar format) prior to issuance
of certificate of occupancy.
