City of Hasting NRRC Minutes
January 11,2005
6:00 pm
1) Roll Call at 6 pm, commissioners Vaughan, Christianson, Brown, Vieth, O'MeIia, Popp and Parks
and Recreation Director Be11lstein and Interim Superintendent Smith.
Absent: commissioner Becker, Sieben
2) Motion made by WaIt Popp and second by Phil Vieth to approve the December 2004 minutes.
Passed unanimously.
3) Director Be11lstein gave a verbal update on Wallin shelter. Garage Doors need to be re-hung, which has
delayed the project about 1 week.
- Staff predicts a February 1 opening.
- Re-scheduled attendant to other facility.
- Commissioner Brown asked if there was any penalty set up for not opening on time. Staff
reported that a penalty was not set up for the project after re-bidding.

3) Ponding basin maintenance. Staff informed commission that they have authority top operate water
level of ponding basins. (Currently the city maintains 19 ponding basins that are on City property).
Home owners that have associations per development agreements operate about 21 ponding basins
in the city.
Some neighbors want to remove buffer of ponding basin by Featherstone ponding basin.
Staff informed commission of the purpose of the ponding basins from safety to water
filtration.
Staff and commission members are working on some education opportunities to educate
the citizens of purpose ofponding basins.
4) Civic Arena update. Director Be11lstein informed the commission about the process of bidding to
replace the fu11lace at the Civic Arena.
5) Parks Update. Superintendent Smith gave commission an update on park maintenance.
Toilets removed and installed new ones at Pioneer Park are completed.
Aerator is on at Lake Rebecca for the winter.
Decorations from Christmas are being removed frorn around town.
December 17 began flooding rinks (12 rinks); there was discussion on how the paved
rinks were having some heaving issues in the middle of the rink.
City Hall is redoing the tree license for the City.
A seminar is being planned for February 15th about landscaping for water quality.
6) Old business.
Recycling program is being continued at Ace Hardware.
Program may come back under the parks and recreation depmiment.

7) New Business.
Meeting schedule for NRRC for 2005 was approved.
Contract was signed with Friends of the Mississippi.
Contract was signed with Dakota County for cross county trail maintenance.
A list of Grant applications that staff has filled out was presented.
Pm'k!Picnic application was presented to NRRC
Civic Arena is offering skating lessons for the winter.
MOTION: Member Vaughan made a motion to approve fees and charges with modifications to the park
and recreation shelter and picnic packages. Second by Popp. Passed Unanimously.
Commissioner Vieth asked for a skateboard park update.
Next meeting scheduled for Tuesday February 8th at 6 pm.

Point Douglas Trail
BACKGROUND
I have enclosed some background material to refresh your memOlY as to a trail link
between Hastings and Prescott, Wisconsin.
I spoke with John Elholm, Washington County Parks Planiler about this trail and the
status of this project. He infonned me that depending on how much b,Tfant funding
Washington County receives, they will continue construction on this trail. It is my
understanding that the connection across the Mississippi River is dependent. on the
replacement of the Highway 61 Bridge. It is also my understanding that the City of

Hastings has met with MNDOT to discuss the timing of the replacement of the Highway
61 bridge.

POINT DOUGLAS TRAIL:
Mississippi and St. Croix Rivers
Trail linking two states, two cities, two rivers
At the junction of the Mississippi River and the
St. Croix River in Minnesota and Wisconsin, The
Point Douglas Trail provides a spectacular vista
of two nationally recognized rivers in a national
scenic and recreation area, with state highways,
railroads, bridges, commercial navigation, and
river recreation all using the area. Congress
established both the MisSissippi National River
and Recreation Area (MNRRA) and the St. Croix
National Scenic Riverway (SCNSR) as additions
to the National Park System to protect, preseNe,
and enhance these nationally significant resources along a 72-mile river corridor
through the Twin Cities metropolitan area and along 211 miles defining the St. Croix
Wild and Scenic Riverway. The Mississippi River seNes as a distinctive natural symbol
of this nation, one of the country's most historic transportation routes and a corridor rich
in nationally significant cultural resources. The St. Croix, noted for its natural beauty
and outstanding water quality, attracts thousands of recreational visitors annually.
Point Douglas lies on these two nationally significant rivers between the growing cities
of Prescott, WI, and Hastings, MN, .which are linked by U.S. highways, but which have
no pedestrian or bicycle route connection. Both of the cities and their counties, Pierce
County, WI, and Dakota County, MN, currently have large bicycle trail systems, and
Washington County has proposed trail systems, which lead directly to the Point
Douglas Trail. The trail is also a section of the 10-state Mississippi River Trail.
The Point Douglas Trail is a proposed 2 % -mile, off-road, commuter and
recreational bicycle and pedestrian trail, which lies on an existing abandoned
railway corridor adjacent to the Mississippi River. The trail would travel from the
U.S. Highway 61 bridge over the BNSF Railroad tracks near Hastings, Minnesota, to
Point Douglas Park and the U.S. Highway 10 bridge over the St. Croix River, to the
existing Prescott Bikeway and Mississippi River Trail in Wisconsin. The single owner
of the corridor is willing to sell, and the various agency and nonprofit partners have
completed an initial feasibility study. Partners in planning this effort inClude the
Minnesota DOT, Minnesota DNR, Washington County, Dakota County, City of
Hastings, City of Prescott, Denmark Township, National Park SeNice (RTCA and
MNRRA), the Minnesota Parks and Trails Council, and the Trust for Public Land.
The Point Douglas Trail would further the National Park SeNice goal of completing a
continuous trail and open space system along the Mississippi River in the Twin Cities
area, and the Mississippi National Millennium Trail objective of completing a trail along
the Mississippi River corridor from its headwaters in Minnesota to the Gulf of Mexico in
Louisiana.. This proposed TEA-3 high priority project is a local, regional, state,
and national priority for completing a bicycle commuter and recreation system in
the Twin Cities metropolitan area.

Skate Park
BACKGROUND
I have enclosed some background material to inform you on the costs associated with a
possible relocation of our skate park. In addition, the enclosed information indicates a
tier 1 skate park. Cunently, the City of Hastings has operated a tier 2 skate park.
I am also waiting to hear from Bruce Chamberlain .on proposals for his work on the
possibility of relocating our cunent skate park. I requested a proposal from him on the
costs associated with investigating alternate sites, neighborhood meetings and re-mater
planning a particular park. I hope to receive this information soon.
I will keep you posted.

PARKS UPDATE
Update for Parks Maintenance Activities 3/3/05
· Continued monitoring of the Lake Rebecca Aeration System
· All full-time maintenance staff completed the 2 day certification training for first aid &
CPR. The training was conducted by Red Cross Certified Trainer Darbie Johnson.
· Took delivery of the replacement 580D Toro and new snow blower, inspection and
operations training for the new machine.
· Annual Right to Know training attendance by all full time maintenance staff
· Earth moving operations and equipment training conducted by Ray Viall, MNDot
outreach training coordinator.
· Responded to several snow events greater then 2" with one - three men helping out in the
Street Department at each event. .
· Work to fit all attachments to the new skid loader. (V-blade, Auger, 3-pt hitch & snow
blower)
· Building new bulletin board signs for the Veteran's Athletic Complex Skate Park &
maintenance/concession building.
HASTINGS FAMILY AQUA TIC CENTER .
1. The Dates have been set to begin season preparation of turning on the water in the
building and filling the pool. This will be done with the assistance of the Parks
Maintenance staff.
2. Ordering supplies and the seasonal hiring process has also begun.
SKATE PARK.
1. Letters have been sent to previous staff investigating an interest in returning

LeDuc property
BACKGROUND
The LeDuc property is scheduled to transfer ownership to the City in the spring of 2005.
The Parks and Recreation Depmiment will be responsible for the upkeep and general
maintenance of the grounds that sunound the property.
A parking lot is scheduled to be constructed on the east side of the property very soon.
There has been some concern by the sunounding homeowners about headlight beams
shinning into their homes. On the parking lot plans, the city will be planting vegetative
screening material to minimize any issues with headlights.

In addition, the LeDuc family had a small orchard on this property. The County
Historical Society who will be overseeing the operation of the propeliy 11(Jve had
preliminary discussions with the City about the possibility of planting an apple and grape
orchard on the property.

Proposed Park Signs
BACKGROUND
As an inventory of our parks has been conducted; there are some parks that either do not
have any park identification signage or the park signs are beyond repair. In a previous
meeting, you were giving a listing of a sign priority list.
I have enclosed a proposed sign design and would like to seek any thought from the
NRRC. The materials for the design are still being discussed as we are seeking the most
attractive sign for the money.
