City of Hastings Natural Resources and Recreation Commission Minutes December 12, 2006 - 6:00 pm .J. 1) Roll Call at 6 pm: Commissioners Brown, Christenson, Popp, Rohloff, and Vandehoef, Parks and Recreation Director Bernstein, Superintendent Smith Absent: Commissioners Schommer and Vaughan 2) Approved October meeting minutes.. Motion by Brown.. Seconded by Rohloff. Passed unanimously.. Since there was no quorum at the November meeting, the November minutes are informational only and no action will be taken. 3) Settmg Agenda: Director Bernstein added that a group from the Wetland Health Evaluation Program will be presenting the data from this year's findings. 4) Departmental updates were passed out. Ice skating rinks were flooded last week when it got really cold.. However, due to the unseasonably warm weather we have had since then, we've lost any ice that we had. All of the rink attendants have been hired, and we are hoping to be able to open the rinks by Christmas.. Commissioner Christenson mentioned that the wanning house shingling project has been finished at Lake Isabel and there is a small plaque on the building stating that the roof was donated. He also mentioned that the East .Hastings Association received an award for Civic Duty from the Modem W oodsm~n about a month. ago.. Director Bernstein also informed the NRRC that Barr Engineering is writing the specs for the Lake Isabel dredging project. They are hoping to seek bids in January, 2007 with work beginning in late January or early February. . 5) Girl Scout Troop #366 Donation: Girl Scout Troop #366 made a donation to the Parks & Recreation Department to purchase a dog waste station. Director Bernstein is planning to place two of these stations along the Mississippi River, on either side of the boat launch. A small "donated by" sign will be placed on the waste station in appreciation of the girls' donation. o 6) Freitag Property: Director Bernstein asked if there were any further comments or recommendations fromthe NRRC regarding the Freitag Property that was discussed at the November meeting. Commissioner Popp stated . .that he feels we should support this property being purchased by the County, and if possible, the City should try to grant a variance so that some form of hunting would ~e allowed. . MOTION: Commissioner Brown made a motion that the City aggressively work with the County and the DNR to protect the Freitag Property. Seconded by Commissioner p.opp. Passed unanimously. 7) WHEP Presentation: Joe Beattie, Kevin Smith, Jennifer Oknich, Brian Huberty and Dave Bart made a presentation to the NRRC on the findings of WHEP during this past year for Hastings' 4 monitored wetland areas. 8) Recognition of Outgoing Commissioners: The NRRC recogni7;ed Connnissioners Brown and Christenson for all of t4eir hard work and dedicatioll to tile Commis~ion over their past 3 terms. The Commissioners mentioned that they especially appreciated being able to be instrumental in creating the underpass trail by Vermillion Falls and the natural area by the Mississippi River. 9) New Business No new business. 10) Old Business - No old business. Parks Maintenance Activities · Outdoor skating rinks maintenance was completed for season. The rink ice was kept in good shape once the outdoor temperatures cooperated. It \/1(as a six week long season ending the weekend of February 24-25. The crew needed to flood each rink an average of 75 times throughout the winter and clean/sweep them daily. · Our crew helped with the Sesquicentennial celebration including events at Wallin, Pioneer and the ice harvest at Lake Rebecca. · So far this winter, our staff has responded to five snow events. The last two snowfalls have been around 12" each and have taxed both men and equipment. One warranty equipment repair and a couple others were necessary to keep going. · Two staff members attended training for Toro equipment service. This one day workshop was put on by MTI. · ' Service work on our trailers is being taken care of. This included the Party Wagon; which is now ready for a new season. · The City Forester and one additional staff member completed the Minnesota Society of Arboriculture Winter Pruning Workshop held in Rochester, Minnesota. · The City Forester has been working close with staff in the Public Works Department during their street tree clearance project. October 27, 2006 Dear Hastings Natural Resources and Recreation Commision, I am writing this letter in support oftobacco..free parks and recreational areas in Hastings Minnesota. As you know the Hastings Public Schools already prohibit the use of tobacco on all school property, but the children in our schools spend much of their time in the parks. Through our joint facility usage agreements we host many of our competitions in the Hastings city parks. We play tennis at Roadside Par~ and we occasionally use the soccer and softball fields at the Veterans Park Sports Complex for school games_ Hastings Youth Athletic Association, the Hastings Lacrosse Club, the Little Rader . Football program, and the American Legion Baseball teams a use the local parks as well as school property for their practices and competitions. Because of the dangers of second-hand -smoke, and the litter caused by cigarette butts, it is both a nuisance and creates an unsafe situation. We teach students to be safe and encourage them not to smoke, we also teach them to maintain a clean environment. As you certainly know, children learn best through role modeling appropriate behavior. Supporting this proposal would create a situation that would have the result of decreasing the number of times children see adults using tobacco. Of course' in the long run it would decrease the likelihood that children would begin using tobacco. ' The. other reason I am supportive of this proposal is that it is a terrific opportunity for the . students who are presenting this proposal to see government at work. They will learn the power that we as citizens have when we decide to be active in our community. Tobacco use is the leading cause of preventable death in Dakota County. Tobacco smoke harms everyone, the smoker as well as those' that breathe their smoke. Secondhand smoke is responsible for at least 38,000 deaths a year in our country. We are concerned about secondhand smoke exposure and its harmful effects on health. Exposure to secondhand smoke causes heart disease, cancer, respiratory illness, asthma attacks, and ear infections. Reducing the public's exposure to secondhand smoke will reduce its risk for disease and death. It is the goal of Public Health to promote the ;reduction of secondhand smoke exposure experienced by children and families. . . In addition, young people are more likely to smoke when they are exposed to others who smoke. Seeing people smoke makes it seem more acceptable and common to 'children. Creating smoke-free public places deters youth and adults from smoking and promotes reduced tobacco use, addiction, and the disease and death associated with them. We are very pleased that the Parks and Kecreation Commission of Hastings is considering a policy to reduce citizens' exposure to secondhand smoke in park and recreational facilities. I have lived in Hastings for 25 years, and I have always been .proud of Minnesota's stance regarding tobacco, especially when I visit family in Ohio and the Carolinas. Also, I have seen the detrimental effects of cigarette smoking first hand on several family members and friends. . I'd like to relate a strange but true story. When my daughter, Caitlin, was three months 'old, we went to a Fourth of July festival in St. Paul. She was sleeping in her stroller with the top down for shade as we wandered around the festival. After a little while, Caitlin started fussing slightly. At just about the same time, a passerby pointed out that smoke seemed to be coming from Caitlin's stroller. We discovered--to our initial horror and eventual relief-that someone had inadvertently flicked ashes from a cigarette into Caitlin~s stroller. The ashes lodged between the back of the stroller and 'Caitlin' s sun hat, where they began to smolder. The stroller ended up with a hole the size of a dime and ,Caitlin ended up with a very small bum' mark on the back of her head. Thank goodness for flame retardant strollers and clothing! Although I know there are certainly greater dangers from cigarettes than this, I wonder how many young children have been injured unintentionally from people walking aroUnd and holding their cigarettes at a toddler's eye level. ) , Another reason to limit cigarette smoking has to do with how difficult it is to stop smoking once one starts. It would-be far-fetched and reckless to say that my father began smo"king as a result of seeing an adult smoking on a public site. But when I asked my father why he smoked, his reply was that many people did so causally and there really was no strong social mores or medical reasons not to smoke. We do now know the significant medical affects of smoking cigarettes. We also know the power adults have as . role models in modeling expected behavior as well as being productive citizens. Removing tobacco use from park and recreation facilities is important for several reasons. For starters, passing a policy would _protect park patrons from second 'hand smoke. When we encourage kids to be active, participate in sports and use the parks we are sending them positiv~ messages ab:out their health. It becomes more difficult to send those messages when others- utilizing the same space are using tobacco products. Making the non-use of tobacco a cultural norm in your city will make it less likely that kids will start smoking in the first place. Finally, it is important that the prohibitiqn on tobacco use be consistent across- the city to include all parks, recreation facilities and open space owned by the city. When we go to these parks, we do so with the intent to enjoy the day, take in fresh air and exercise. Johnson Re: NSF Checks at HF AC For the past 8 years the Hastings Family Aquatic Center has accepted personal checks as a form of payment for admission, concessions, season passes, etc... Each year we have our share ofNSF checks, however during the 2006 season we accumulated the greatest amount. I fmd this very disturbing considering we also made available the option to pay with credit card. Our check use went dramatically down, but unfortunately our NSF amount went up. With this obviously increasing problem, I would like to recommend that the HF AC no longer accept personal checks as a form of payment. To make the transition easier for patrons, I am recommending that we accept p~rsonal checks as a form of payment until June 15, 2007 as to have ample time to notify patrons that we will no longer be accepting personal checks. Bernstein, The President of Jan"s School of Dance Booster Club contacted you a couple months ago to investigate the-potential use of Roadside Park, for a fundraiser garage sale we are planning. At the time, we were looking at either the weekend of the city-wide garage sale or in conjunction with River Town Days. Since that time, we have learned that we will be having a dance competition the weekend of the city-wide garage sale so that weekend is no longer on option for us. \ )) '. - I We would like to formally request reserving Roadside Park for Saturday, July 21, 2007. We are in the process of setting up a committee to get things organized for this new fundraiser. This fundraiser will benefit out of state travel for our dance lines. Our next trip will take place this fall over MEA weekend when 42 dancers will travel to perform on two stages in Branson, MO. If this fundraiser is as successful as we hope it will be, it would likely become an annual event for the booster club..
